[size=16]The Central Bank of Iraq issues the first package of facilities to meet the demand for dollars, on both sides of cash and foreign transfers, as follows:[/size]

[size=16]1. Increasing the ceiling of cash sales for travel purposes to (7,000) dollars per month (seven thousand dollars per month), and selling them to adults (18 years and over) exclusively.[/size]

[size=16]2. The sale of dollars for the purposes of personal transfers will be through the agents of money transfer companies (Western Union and Money Gram) at the official rate (1470) dinars to the dollar, and the Central Bank of Iraq will consolidate the balances of these agents in dollars at the official rate.[/size]

[size=16]3. Expanding the scope of transactions allowed to be financed in foreign currency to include:[/size]

[size=16]a) Importing goods and commodities that are legally permitted to be imported.
b) Purchasing and supplying services permitted by law, including shipping services.
c) Financing the import part of the contracts of contractors with state departments.
d) Requests received by the Central Bank of Iraq from governmental and public institutions and self-financed entities for their needs for which there is no allocation in dollars within the federal general budget of the state, supported by official documents that support these requests.
e) Enhancing the balances of sub-accounts of banks and electronic payment companies opened with (GB Morgan) Bank, which has a major membership with international card companies (Visa, Master).
F) Enhancing the balances of the sub-accounts of the Iraqi financial institutions opened with Citibank, which has a major membership with international money transfer companies (Western Union, MoneyGram) in order to settle its obligations with those companies after submitting the required statements.
g) Transfers for legal transactions for the purchase of real estate abroad.
h) Treatment abroad, and the transfer is from the account of the customer or one of his relatives of the first or second degree to the account of the hospital abroad after submitting a medical report from the concerned hospital.
i) Payment of tuition fees abroad, and the transfer shall be from the account of the student or one of his relatives of the first or second degree to the account of the university in which he is studying or to the account of the student himself in the country of study after submitting proof of his registration in the study certified by the Iraqi Cultural Attaché in the country of study.
j) Transfers related to foreign investments in Iraq.
k) Transferring the proceeds of the sale of shares distributed inside Iraq to an Iraqi residing abroad or a foreigner (the original value plus its returns, if any) in the event of selling them, provided that support is provided by the Iraq Stock Exchange.
l) Compensation decided or approved by Iraqi official authorities for foreigners, or for Iraqis residing abroad.
m) Profits of shareholders in companies duly registered in Iraq.
n) Amounts of financial proceeds (sale of real estate or other assets or their returns) in Iraq to an Iraqi residing abroad, provided that the transfer is from his account or his agent’s account inside Iraq to his account or his company’s account abroad exclusively.
o) Due payments related to banking and credit facilities that the customer has associated with banks outside Iraq.[/size]

[size=16]4. Expanding and facilitating external transfer procedures for the categories below, as a first stage, followed by other categories later, namely:[/size]

[size=16]a) All types of companies registered with the Companies Registration Department at the Federal Ministry of Trade.
b) Projects registered with the Directorate General of Industrial Development at the Federal Ministry of Industry and Minerals.
C) Simple companies duly incorporated by the chambers of commerce (according to an incorporation contract certified by a notary public) with an amount not exceeding (200,000) dollars (two hundred thousand dollars per month).
d) Branches of foreign companies registered with the Companies Registration Department at the Federal Ministry of Trade.
e) Investment projects of all kinds licensed by investment commissions.
f) Agricultural and animal projects licensed by the Animal Wealth Department, the Agricultural Investments Department, or the Veterinary Department at the Federal Ministry of Agriculture.
g) Scientific offices duly licensed by the Syndicate of Pharmacists.
h) Distributors of international factories who are fixed to be appointed from those factories for the purpose of working in Iraq, and agents whose appointment is approved by the distributor to work in the Iraqi market and who are duly licensed to work in Iraq.
i) Agents of international companies registered in accordance with the commercial agency law in force.
j) All types of companies, factories, laboratories and projects licensed in the Kurdistan Region of Iraq, after submitting proof of incorporation or licensing from the relevant sectoral authorities, translated into Arabic by legal translation.[/size]

The Central Bank is obligated to cover all requests for dollars in cash and foreign transfers for all legitimate purposes. Thus, each sale at a price higher than the official price becomes an act aimed at speculation or to cover illegal activity, and the Central Bank of Iraq is obligated to compensate the beneficiaries (importers) the amount of the difference that exceeds the official established price, and this difference is deducted from the account of the violating bank with us.[/size]

[size=16]6. Another important package will be issued soon to stabilize the exchange rate and the general level of prices.[/size]

For those who wish to combine two women .. An Iraqi bank gives a loan for the second marriage

As soon as a government bank in Iraq announced a financial advance to married employees who had a desire to associate with another woman, a wave of ridicule and reactions on social media began, between a strong supporter and a strongly rejected one. 

A government bank announced, on Wednesday, that it granted an advance of 10 million Iraqi dinars, on condition that the husband and first wife not benefit from a previous advance.


Al-Rasheed Bank said in a statement that it was decided to grant a marriage advance to an employee who is married for the second time, provided that he has not benefited from a marriage advance and his first wife.

As a result of that announcement, social networking sites witnessed a wave of comments and a crowd to clarify positions on what happened, less than an hour after the announcement of the advance.

Iman Muhammed, through a comment on her Facebook page, threatened men with "hot water", and increased that by including her position with a picture of a "sharp knife".


And another women's comment, invoked the supplication to the bank, asking its companion from God to take revenge on the bank and those who took this action, commenting by saying: "My husband has no second wife and he loses control over him, so what happens if he marries another."

While married women were the biggest losers than the "advance", single girls and women welcomed this procedure, and they justified that by saying that "spinsterhood in Iraq has reached frightening numbers that require men to marry more than one woman."


In a post, Umm Jumana expressed her surprise at the advances being proposed for the second marriage at a time when the country suffers high rates of unemployment among young people, stressing: "It was necessary to think about finding solutions for these and providing job opportunities instead of destroying families and encouraging that."

And the criticism withdrew until the government reached, when "The Rose of Baghdad" commented on that by saying: "The state does not have to provide salaries for employees and releases marriage advances for married couples."


The men were, although some of them expressed reservations, but the signs of revenge for the wives were clear in a number of comments, the contents of which converged under the heading of "two, three and one quarters".

And Muhammad went to more than that, when he said sarcastically via tweet: "If I marry 3, will I get 3 ancestors?"

The matter did not stop at the borders of electronic platforms, but reactions reached political and government forces. Hanan Al-Fatlawi, head of the Irada Movement, said in an angry tweet: “Women are not a commodity for display or sale.”


While the married women lamented their fortune on the impact of the "second wife," Rasheed Bank was quick to dispel the confusion and end the controversy hours after the advance was announced.

The bank stated, in a statement, that "the board of directors agreed to add an amendment to the instructions for the implementation of the decision at a later time, including the inclusion of those wishing to marry for the second time with the above advance and for special circumstances (death, divorce or other circumstance), provided that he did not benefit from this advance previously.

UN Secretary-General António Guterres and his Special Representative in Iraq, welcomed the long-delayed formation of a new Government in Baghdad on Thursday and called for meaningful reforms to be put into place to better the lives of the Iraqi people and strengthen democratic institutions.



Through his Spokesperson, the UN chief said it was important for the new administration – led by Prime Minister Mustafa al-Kadhimi – to act in the interests of the entire country, through a political process that includes women, youth, and ethnic and religious minorities.






He encouraged the swift completion of the formation of the 22-member Cabinet, including the appointment of women to at least some of the seven Government ministries, including the crucial oil and foreign affairs portfolios, that have yet to be filled.
“The Secretary-General expresses his support to the new Government and calls for the implementation of meaningful reforms that make tangible improvements in people’s lives and strengthen Iraq’s democratic institutions”, said the statement.
Mr. Guterres went on to reaffirm the United Nations’ commitment to help Iraq through the COVID-19 pandemic and in achieving the Sustainable Development Goals (SDGs).

‘No time to spare’ – UNAMI chief

Echoing that view, Jeanine Hennis-Plasschaert, the Secretary-General’s Special Representative in Iraq, called for the Cabinet to be finalized so it can swiftly tackle security, social, political, economic and health challenges.
“The government faces an uphill battle and there is no time to spare”, said Ms. Hennis-Plasschaert, who also leads the UN Assistance Mission for Iraq (UNAMI).

In the first US reaction to Adnan al-Zarfi’s mandate to form a new Iraqi government, US Secretary of State Mike Pompeo set terms for US support for him.


Pompeo wrote on Twitter, "The Iraqis want a government that maintains the country's sovereignty, provides the necessary needs, is free from corruption and protects human rights," adding that if Zarfi "places these interests as his top priority, he will have American and international support."
Al-Zrafi announced after his appointment to form the Iraqi government by President Barham Saleh on Tuesday, his desire to prepare for "free, fair and transparent" elections in the country no later than one year.
And the United Nations welcomed the commissioned Zurfi, while rejected by some Iraqi parties, including  the Alliance of "conquest" which is headed by Hadi al - Amiri.

If you have ben following the news from Iraq you should clearly see that they are “fast-tracking” the new government and also getting the 2020 budget amended and passed on to parliament. Why is all this occurring so fast?

For one it is the pressure from the protestors. Second it is the threat of going back in to UN sanctions chapter VII. Already UN security forces are in Iraq. Oh -many of you didn’t know that, did you? Yes, these are the so-called “blue-hats” many of these idiot gurus refer to. These idiots can’t even use the God give common sense to see this is the UN. It is not Sadr but the UN shooting the Iranian militia (not Iraqi civilians). But this is all very good for us. You see the militias have been warning many times already to lay off the protestors or else. The UN forces is the “for else” element.

Just where do we stand with this RV?
I have to tell you the CBI is more than ready to go full force with the process of “deletion of the zeros”. They are just waiting for the new prime minister to get his cabinet in order and ratified in parliament.

Like I said to you once before, once the prime minister designate has “REAL” power (which comes when he forms his government and is ratified by parliament) he will begin the process of the reforms. He has already promised by a public statement that he would complete “ALL” the reforms demanded by the protesters. We know that one of them is to end the currency auctions and this one is a very high priority.

To conclude we could not be in a better position to see the RV sometime within the next couple months. But I bet sooner than later…lol ..lo l..lol ..

Yes, I did say the next couple months or sooner. NO! – we do not need to wait years for a robust economy, as many gurus tell you. The basis for the economy growing exponentially depends on the global investors investing in the dinar to bring capital in to rebuild Iraq. At this point in time they are not going to wait any longer.

So how can anything grow without it?
Do you get my point? This reinstatement, would have and should have, already occurred by now. But we all know why it hasn’t…right? These elements are being slowing eliminated as the Trump administration is working very hard, with and within Iraq, to clean up this Iranian mess. Believe me it may seem like a daunting task and challenge but the US has worked with much worst and succeeded. They will succeed now too in Iraq. There is a plan and they are moving forward aggressively. God Bless America!

On Friday, the MP from the Alliance of Amid Al-Aqabi confirmed that the Prime Minister-designate Muhammad Tawfiq Allawi meets four to five delegations every day, indicating that Allawi wants to choose his government on his own.

Al-Aqabi said in an interview with Alsumaria, that "the Prime Minister-designate rejected political pressure and would present his cabinet as independents."

He added that "Allawi holds daily meetings not only with political blocs, but also meets four to five delegations of demonstrators every day."

Al-Oqabi said, "The Sunni and Kurdish blocs are demanding their constitutional entitlements from the ministries, but Allawi wants to choose his government on his own."

The deputy of the Saeron Alliance pointed out that "the prime minister-designate is most concerned to stabilize the situation in order to proceed with early elections."

IS THERE AN ALLIANCE BETWEEN IRAN AND MUQTADA AL-SADR’S AGAINST THE REVOLUTION IN IRAQ?

Of course not. This is once again the FAKE news media coming out of Iraq. It is pro-Iranian and they need to discredit MUQTADA AL-SADR any way they can. I have to admi this reverse psychology really had me going for a bit. But as usual it was easy to disprove because I know Sadr and have contacts that quickly debunked these rumors.

This recent smear campaign is however a very good one and has many worried. But I assure everyone it is falsified with lies. There is no alliance. In fact, MUQTADA AL-SADR traveled recently to Iran to negotiate peaceful withdrawal of Iranian militias from Iraq or he would take care of them himself. Does this sound like he is in an alliance with Iran against the protestors?

We are hearing lots of rhetoric about some “blue hat” squads called out into the streets of Iraq to put down the protestors. Many rumors that these belong to Sadr. Really? And that they are his hit squads to kill innocent civilians. Really?

Many of these idiotic and stupid so-called gurus once again are guessing (rather than rely on FACTS and common sense) for what is going on. So, they make up stories and rumors. They tell you this is “Sadr’s hit squads” and Sadr is shooting citizens in these crowds. Oh – but these are blue hats? So how stupid can someone be? Hell…they are wearing Blue Hats and so what does this mean?

So, today I wanted to resolve these stupid rumors. Folks these are UN personnel called in to prevent an Arab Spring in Iraq. Hello…blue hats? All UN soldiers in a peace keeping mission are required to wear these blue caps to designate them from the rest. This has not been publicly broadcast in the international news channels for a reason. They are trying to keep it very quiet. However if you were paying attention you would have read multiple articles from the Iraq news channels telling us there was a very high probability the UN would do this. In fact one article even told us Saleh requested it. What do you think Saleh and Trump talked about in Davos Summit? NO, they did not have chit chat about how good the weather was in Davos!. Did you notice it was just very soon after Davos these blue hats appeared?

So who is shooting and why are they shooting?
They are shooting what they identify as Iranian militia. Get it? They have been called in to help push Iran out of these areas where the protestors are. So how dare anyone tell you that M. al-Sadr is instigating the killing of innocent protestors. Folks you must understand a basic principle here – if there is a record of long-standing humanitarian and loving attributes in a person they don’t just change and turn on you overnight. However many of listeners and watchers have turned on him due to propaganda. How can you give up on someone so quickly? Where is YOUR sense of righteousness? Maybe that’s the problem too in society today. No one stands up and defends righteousness any more. Most just go along with the propaganda and are fearful of making waves.

This is how Sadr is not perceived and it is wrong I tell you. I am not judging whether this action f the UN is right or wrong but instead just attempting to clarify and straighten this all out in your minds.

Sadr, who has been in Iran for several months, posted a tweet on Saturday, February 8th, consisting of 15 points, which he dubbed the "Reform Revolution Charter". And the most prominent points mentioned by Al-Sadr stipulated the withdrawal of the "blue hats" and the handing over of the file of demonstrators' protection to the security forces.

"These moves represent a retreat in the positions of Sadr, through whom he tried to abort the demonstrations by force, but he realized that he was unable to do so as a result of the continuing momentum of the protests despite the violence and killing that he practiced against them," political analyst Mahmoud Rostom said in a press interview.

Rustam notes that "Al-Sadr was forced to retreat from his hard-line stances towards the protests after the harsh criticism of the Supreme Shia cleric, Ayatollah Ali al-Sistani.

The activist stressed, "The breaking of the sit-ins is only possible by achieving the demands for which the demonstrators came out and gave them blood," explaining that among those demands "accountability of the killers of the demonstrators, including the leader of the Sadrist movement and his supporters, and the holding of early parliamentary elections, according to a new law on the scale of the country, the revolution, and the new generation, not the sizes of political parties and blocs.

The source added that Allawi has got an idea of some of the nominated names, which ARE INDEPENDENT PERSONALITIES AND TECHNOCRATS, while maintaining the political representation of the components.
He continued, the reduction or consolidation of ministries is unlikely in the transitional government, as this requires a long time and legislation of its own.

Head of the Bayraq Al-Khair bloc, Muhammad Al-Khaldi, confirmed on Saturday that Prime Minister-designate Muhammad Tawfiq Allawi promised to implement the demands of the demonstrators and will implement them, indicating that Allawi has almost completed his ministerial cabinet.

Al-Khalidi said in a statement to “Al-Akhbaria” that “Prime Minister-designate Muhammad Tawfiq Allawi Al-Khalidi has completed his ministerial cabinet almost completely.”

He added that “Allawi promised to implement all the demands of the demonstrators and take comprehensive reform measures during the next stage.”

Al-Khalidi added that “negotiations are still ongoing regarding the formation of the government,” noting that “Allawi will achieve a parliamentary consensus unprecedented in the history of previous governments.

Former Deputy Prime Minister Bahaa Al-Araji confirmed, on Monday, that the percentage of the Shiite component in parliament will drop below 50% in the next parliament.

Al-Araji said in a televised statement, followed by "Al-Akhbaria", that "the SHIITE BLOCS IN PARLIAMENT WILL BE LESS THAN 50% IN THE NEXT PARLIAMENT." Al-Araji added, "The Sunni and Kurdish constituents will not give up their interests with the government of Muhammad Allawi, whatever happens," noting that "the Kurds will not give their opinion of any government until their interests are guaranteed."

Al-Araji continued, "Allawi will not respond to any pressure exerted by the blocs on him, and the UNITED STATES HAS NO PROBLEM WITH ASSIGNING ALLAWI."

Hamid said {for Furat News} that “the current situation is almost confused and the main issues revolve around four main parties, which are the blocks of (walking, conquest), and the Kurdish and Sunni blocs in addition to the demonstration squares.”

He added that “the resolution of the new government is coupled with an agreement with these parties,” noting that “Prime Minister-designate Muhammad Tawfiq Allawi confirmed during several interviews the completion of his cabinet formation within the next two weeks.”

THE CENTRAL BANK LAUNCHES AN INITIATIVE TO ADVANCE THE NATIONAL ECONOMY

Member of the Iraqi Economic Council, Ghadeer Al-Attar, revealed today, Sunday, the importance of the Central Bank’s industrial initiative on the national economy.

Al-Attar said in a statement that the Tigris received a copy of it, that this initiative includes granting banking facilities to finance the purchase of raw materials and production requirements, machinery and equipment and production lines with the aim of increasing the production capacity of Iraqi factories.

Al-Attar called on all government and private sectors of the state and the media and press to support this initiative, in order to employ the largest number of workers in small, medium and large industrial projects, and to ensure the sustainability of the local industry and cash liquidity within the markets.

The halt includes the US Air Force’s program of supplying parts and missiles to Iraq’s fleet of F-16 fighter-bombers, the news portal Inside Defense reported on Monday. Deliveries will begin again “when the environment in Iraq is safe enough to resume,” USAF spokesman Brian Brackens told Inside Defense in an email.

Brackens is the spokesman for the USAF’s Life Cycle Management Center, a procurement and logistics organization based at Wright-Patterson AFB near Dayton, Ohio. 
A contract to supply Iraq with $1.8 billion worth of weapons, including the air-to-air Sidewinder and ground-attack Maverick missiles, was signed in May 2016. The last delivery before the halt was made on November 14, according to the subscription-only portal, which says it specializes in news about Pentagon programs, procurement, and policy-making.
The Iraqi armed forces were rebuilt around US weapons and doctrines after the 2003 invasion and occupation by the US-led coalition. They proved woefully inadequate when facing Islamic State (IS, formerly ISIS) terrorists in 2014, but have since managed to liberate most of Iraq from the group’s control, though with thousands of US troops in “advise and assist” capacity.

[size=16]Moody’s unsolicited rating of the Republic of Iraq doesn’t benefit from full access and data from the government. Both Standard & Poor’s and Fitch provide solicited ratings, and have a B-/B- Stable Outlook sovereign credit rating for the Republic. Iraq ranks higher in virtually every credit metric relative to the median of its B-rated sovereign peers, including in FX reserves of $62 billion; nominal GDP and GDP per capita of $230 billion and $5,800 respectively and relatively low debt to GDP of 52%. On stand-alone economic terms, Iraq punches well above its current credit rating. 

Where Iraq’s rating gets dragged down, according to the rating agencies, is mainly due to its over-dependence on commodity prices, geopolitics and lack of internal cohesiveness among other reasons.  While the Government of Iraq successfully implemented some reforms agreed under the IMF’s 3-year stand-by arrangement (SBA), there are a number of reforms that are still in draft legislation awaiting a vote by Iraq’s parliament.  These reforms range from diversifying the sources of government revenue (e.g. improved electricity tariff and customs collection) to fiscal consolidation.[/size][/size]

[size=16]It should be noted that since 2003, Iraq’s nascent parliamentary democracy has had 5 successful elections and peaceful transfers of power, and since 2015, Iraq’s armed forces successfully defended its territory by defeating both the challenge from ISIS as well as containing an independence bid from the Kurdistan Regional Government.  While facing these challenges, Iraq continued to increase oil production reaching an all-time record of 5 million barrels per day and becoming the 2[size=12]nd largest producer in OPEC after Saudi Arabia. [/size]
2) Iraq issued its first independent bond back in 2017 at attractive yields. Do you expect other issuances in the recent future? Will yields be as attractive?[/size][/size]

[size=16][size=16]Deutsche Bank lead-managed both of Iraq’s debut sovereign bonds in 2017, the $1 billion Iraq 2.149% coupon 2022 USAID bond, and the  $1 billion Iraq 6.75% coupon 2023 bond.  The current 2019 budget law doesn’t include appropriations for a bond issuance, however there are a number of approved borrowings for infrastructure financing – mainly in the form of export credit agency (ECA) and development finance institutions (DFI) covered loans.[/size][/size][/size]
[size=16] 
[size=16]In the loan markets, we are seeing the entry of additional international financial institutions and a significant tightening of spreads for Iraq risk.  On a recent trade, we saw Iraq credit spreads approach that of its single A-rated neighbors in the Arabian Gulf.
3) What are Iraq’s infrastructure needs following the long war? What is the cost to rebuild?
Iraq’s infrastructure is dilapidated due to the decades of wars and sanctions under the Saddam Hussein era. The change of regime and the lifting of sanctions in 2003 opened Iraq to the global markets and caused a significant increase in the imports of white goods by Iraq’s 40 million population and its burgeoning middle class, leading to a material increase in energy consumption that continues to require large investments.[/size][/size]
[size=16]  
[size=16]The Iraq-led and internationally-supported campaign against ISIS left large swaths of Iraqi territory in ruin, including its second largest city of Mosul with a population of nearly 2 million. Investments are required in other sectors including in water, transportation, education, health and housing.  The snap back of sanctions on Iran, is both a forcing mechanism and an opportunity for the Government of Iraq to increase investments in domestic gas production and the capturing of gas-flaring for power generation.[/size][/size]
[size=16]
[size=16]The World Bank and Government of Iraq estimate the initial cost of reconstruction for Iraq to be approximately $88 billion.  Of this amount around $77 billion was to be financed by the Government of Iraq; with $50 billion coming from oil and other revenues, and $27 billion through ECA/DFI loans and capital markets issuances. [/size][/size]
[size=16]
[size=16]However, the cost to rebuild is likely to be higher if one were to include the approximately $160 billion in investments that Iraq had appropriated in its annual investment budgets from 2015 to 2019 but had not spent.[/size][/size]
[size=16] 
[size=16]And, if one were to add the costs of reconstructing the damage caused by ISIS, this figure would be substantially higher.[/size][/size]

[size=16]4) What is the best way to finance these needs in your opinion?[/size][/size]

[size=16]Iraq has a number of financing tools available at its disposal, ranging from traditional short term trade finance to bank loans and capital markets as well as donor grants and soft loans via bilateral and multilateral agencies.  [/size][/size]
[size=16]
[size=16]Given the gargantuan infrastructure financing requirements, I believe the Government of Iraq would be well advised to tap all of the pockets of liquidity and financing tools available to it.  Additionally, Iraq’s stakeholders pledged approximately $30 billion during the Iraq investment and reconstruction conference that was held in Kuwait in February 2018. [/size][/size]

[size=16]Of this amount, approximately $23 billion are pledged in the form of ECA and DFI-covered loans. I believe the Government of Iraq would be prudent to take the necessary steps to convert these pledges into investments in its infrastructure.  [/size][/size]

[size=16]5) How interested are emerging markets and global markets investors in the Iraqi market?
The market appetite for Iraqi risk has improved significantly in the past couple of years.  The Iraq 2023 bond that [size=16]Deutsche Bank lead-managed and which was 7-times oversubscribed at the time of issuance, is currently trading above par at $104 cash price, and 5.6% yield.  [/size][/size][/size]

[size=16]These are relatively tight spreads when compared to the 5-year bond yields of its oil-producing single B name peers—e.g. Angola at 5.80%; Gabon at 6.70% and Ecuador at 6.80% -- as well as the bond yields of non-oil single B economies of Jordan and Lebanon at 5.00% and 11.65% respectively.  [/size][/size]

[size=16]6) Iraq’s fiscal deficits are expected to rise over the medium term according to the IMF. What could be the best fiscal policy for Iraq in your opinion?[/size][/size]

[size=16]Fiscal consolidation and the shrinking of the massive federal government’s balance sheet is probably the best fiscal policy.[/size][/size]
[size=16]
[size=16]In reality, the trend has been going in the opposite direction, with the previous and the current Iraqi governments having succumbed to fiscal expansionary pressures during periods of robust oil prices. [/size][/size]
[size=16]
[size=16]I believe that supporting private sector participation in the economy would bring efficiencies as well as shrink the government’s balance sheet. [/size][/size]
[size=16]
[size=16]As an example, inviting private sector investors to the independent power producer (IPP) program has been successful in materially increasing by over 7-8 megawatts Iraq’s power generation capacity. [/size][/size]

[size=16]In the end, I believe that in order for Iraq to move away from reliance on the ebb and flow of oil, it would benefit from the establishment of sovereign wealth funds focused on infrastructure and impact investments, as well as saving and growing some of its oil revenue proceeds for the benefit of future generations of Iraqis.[/size][/size]

ERBIL, Kurdistan Region – Baghdad may soon begin contributing to the UNDP’s stabilization programme in Iraq, it emerged on Sunday, after a top UN official met with Iraqi Minister of Finance Fuad Hussein. Just how much Baghdad is able to contribute to UNDP’s $504.76 million Iraq budget is unclear. 

Marta Ruedas, the UN Deputy Special Representative of the UN Secretary General, met with former-Iraqi presidential candidate Hussein at his office in Baghdad on Sunday. 

“Discussion covered the Government of Iraq’s possible contribution to UNDP’s stabilization programme, which to date has completed more than 1,500 projects helping millions of Iraqis with education, health care, water supplies, jobs, and electricity,” the United Nations Assistance Mission in Iraq (UNAMI) said in a post on social media Sunday.

“DSRSG Ruedas and Dr. Fuad Hussein also discussed the work of UN agencies assisting the remaining 1.8 million internally displaced persons, many of whom are living in camps that were recently affected by floods,” it added. 

The United Nations Development Programme (UNDP) in Iraq manages a budget of $504.76 million – the vast majority of which was donated by the governments of Germany and the United States. 

Some 97 percent of its $200.22 million expenses are devoted to “early recovery” efforts, according the UNDP website. 

In 2014, right before the war with ISIS began, Iraq contributed $500,000 to UNDP’s core budget. For understandable reasons, Iraq does not seem to have contributed since. 

Rebuilding cities shattered by Coalition airstrikes and street fighting, developing long neglected infrastructure, and alleviating the simmering grievances of Iraqi communities is expected to take years of investment. 

Last year, Baghdad estimated it would need between $80 and $100 billion. However, at a conference in Kuwait in February, 76 donor countries pledged just $30 billion. 

To boost its finances, Iraq has tried to reboot its limping oil industry, most recently resuming Kirkuk oil exports via the Kurdistan Region pipeline to the Ceyhan port in Turkey – warming relations with Erbil. Newly elected Iraqi President Barham Salih has also been touring the Middle East and further afield drumming up support for Iraqi trade. 

Although a small contribution to the UNDP stabilization programme will likely have little obvious impact, it would mark an important step for Baghdad taking charge of its future. It would be an acknowledgement that international donors will not maintain support forever.

Neither UNDP nor the Iraqi Ministry of Finance have published further detail.

'Rushed currency reform could harm Zimbabwe economy'

Rushing to implement currency reforms without sufficient stocks of foreign currency to back up the transition would have serious adverse effects on Zimbabwe's economy, which would cause suffering of citizens, global lenders have warned.

As such, Government has been cautioned to maintain the current currency approach, where Real Time Gross Settlement and bond notes are part of the multi-currency basket, until the fundamentals improve to sustain drastic currency reforms.

This comes as Finance and Economic Development Minister Professor Mthuli Ncube - since his appointment in September persistently made pronouncements on the need for immediate currency reforms premised on one of three options namely; abolishment of exchange controls and bond notes by year-end, joining the Rand Monetary Area and introduction of the local currency backed by foreign currency reserves.

Again, at Chatham House in October this year, the minister said the economy was self-dollarising and advised that the bond notes, Zimbabwe's surrogate currency, which officially is ranked at par with the US dollar, would consequently be demonetised.

Global lenders' concerns

However, diplomatic sources told Business Weekly this week that global lenders, particularly the International Monetary Fund "cautiously advised" Minister Ncube that such an approach would have serious negative effects on the economy and could plunge people into extreme poverty.

"It is very unusual for institutions like the IMF to advocate for controls, but on the current situation of Zimbabwe, they feel maintaining the status core is more ideal," said one diplomatic source, requesting not to be named.

"They shared their views with the Minister (Ncube)."

"The IMF also advised on the need for pragmatic approach in dealing with the economic situation rather than an academic or theoretical approach to undertake reforms."

Another source with an international financial institution, said currency reforms can only be effective if they are done post fiscal reforms as doing so before dealing with the latter will bring the country back to similar challenges as those being experienced now.

He said Zimbabwe's problems are fiscal, while currency challenges are just symptoms.

"So you need to deal with fiscal reforms, if you look at the Transitional Stabilisation Programme, the perception is that there is no plan, there are one or two measures here and there, but you don't see the picture yet.

"The main problem is lack of detail, it's a good starting point, but the objectives are so broadly defined and you don't know what it means."

"For us the issue is let's fix the fiscal issue, and the currency will be the next step, because if we haven't fixed the fiscal, we will have the same problem in six months' time, and nothing would have been solved.

"So I think the currency is a symptom of an underlying problem, no matter what currency they choose in the end, as long as the fiscal is not fixed, the currency will fail," said the official who cannot be named for diplomatic reasons.

The caution against rushed reforms come in the wake of the price spiral that ensued wild swings of foreign exchange rates on the parallel markets, used by business that cannot get forex from the central bank under its priority list allocation framework.

Gradual approach to resolving the challenges

Proponents of a gradual approach to resolving challenges besetting Zimbabwe's economy argue the country needs to first increase production, exports, build forex reserves and reopen external lines of credit before instituting drastic currency reforms.

For instance, the central bank says Zimbabwe requires foreign currency import cover for three months of at least $1 billion to cushion the country from the potential shock repercussions, which can be caused by shortage of hard foreign currency.

With the central bank unable to allocate foreign currency to every sector of the economy, the parallel market has become a major source of the scarce commodity. To a significant extend this has a bearing on the behaviour of commodity prices in the market, as the pricing has tended to track movement of the foreign exchange rates.

Speaking to journalists after the swearing in ceremony of the new Cabinet, Prof Ncube said the currency reforms were necessary since the current approach was not working. "I am very clear that there have to be currency reforms," he said.

Prof Ncube reiterated the statement at Chatham House in the United Kingdom saying "the market is setting the pace. What is left for us is choreography and management of economic fundamentals.

"The economy has dollarised (and) the bond note will be demonetised at the same point because it was already a surrogate local currency, but without fundamentals to support it." link

German Industry Slams ‘America First' After Siemens Is Foiled in Iraq

A month ago, Siemens was set for one of the biggest deals in its corporate history. CEO Joe Kaeser journeyed to Baghdad to meet the Iraqi prime minister, amid strong rumors of a €13 billion ($15 billion) deal to modernize the country’s electricity system.


On Saturday, Mr. Kaeser returned to the country to sign a “landmark” agreement. “A milestone for the new Iraq,” he announced triumphantly. Siemens signed a preliminary agreement to add 11 Gigawatts to Iraq’s power infrastructure.

Unfortunately there was a catch. On the other side of Baghdad, the Iraqi government was signing another multi-billion dollar deal to modernize the electricity system, with Siemens’s arch-rival General Electric (GE). GE announced that it had a deal to add 14GW to Iraq’s warn-torn grid.


There has been speculation for the last month about whether Siemens or GE would win a contract from Baghdad. Reportedly, rumors suggested that the latter was ahead in the bidding. Now, it seems, Baghdad is two-timing the industrial giants, keeping its options open. Both agreements, Handelsblatt has learned, are non-binding declarations of intent: nice words, but no commitments.

It seems that no one single company will win the massive prize of modernizing Iraq’s electricity system, shattered by decades of war. But GE may well be in the stronger position. In recent weeks, as Siemens appeared to pull ahead in the race, the US government exerted massive pressure behind the scenes.


Blood in the ground
“It really became a different ball game,” said one industry source. With American blood in the ground and thousands of US troops still stationed in the country, Washington was in no mood to see a European company win a Iraqi infrastructure project of this size. Promises of federal financing guarantees are said to have been extended to GE.


GE also enjoys practical advantages. US industry sources say Iraq wants to see immediate improvements. Baghdad fears electricity shortages next summer, a possible source of unrest. With 60 percent of the country’s electricity system already using its technology, GE says it can make an immediate impact.


The German government strongly backed the Siemens bid behind the scenes, with Chancellor Angela Merkel telephoning the Iraqi prime minister, and German ministers accompanying Mr. Kaeser on his trips to Baghdad. It was all meant to be an example of German soft power in full effect. But Mr. Trump’s arm-twisting may prove stronger than Berlin’s charm offensive.
Siemens still has hopes of a lucrative deal. Two years ago, the company concluded a wide-ranging “energy partnership” with Baghdad, developing a comprehensive energy plan to develop the electricity system.


Mr. Kaeser says this “road map” will bring immediate improvements to the lives of hundreds of thousands of Iraqis. Within four years, eleven extra gigawatts would bring reliable power to 23 million people.


Siemens is betting on the breadth of its services: the German company wants to plug gaps in the electricity network with mobile transformer solutions, and by connecting the country to neighboring electricity networks using high-voltage direct-current transmission lines. 


Both companies in the running also propose using gas that’s usually flared in oil fields to support the electricity generation. Gas is burned at present because Iraq lacks sufficient infrastructure to make use of the fuel.


There should be plenty of business available: it will cost $150 billion to rebuild Iraq, according to an assessment by the World Bank. Fixing the power infrastructure is particularly important to Baghdad, given the heat in the summertime that has triggered unrest as people suffer in the absence of air conditioning.


In recent years, Siemens built three large power plants in Egypt in record time, and seeks to expand its involvement in international infrastructure mega projects. Hope springs eternal.

On Aug. 29, the country of Vietnam became the latest economy to join in the ongoing de-dollarization by announcing they will begin direct bi-lateral trade with China using the Yuan in certain areas.

Vietnam plans to officially allow the use of the Chinese yuan for trading goods in its northern border towns, the central bank said on Wednesday.

The State Bank of Vietnam announced on its website that merchants, residents and related banks and institutions engaged in cross-border trade will be authorized to use the yuan, or the Vietnamese dong, to settle transactions starting on Oct. 12.

The central bank did not provide further details, but many economists see the decision as an attempt to reduce foreign exchange risks from current trading practices.

Trade between Vietnam and China exceeds $100 billion, and most transactions are settled in U.S. dollars. This creates a forex hazard for both sides. – Nikkei Asia Review

De-dollarization, or trading directly with one’s own currency, began in earnest in 2013 when Russia and China agreed to use the Yuan instead of the dollar in an energy agreement. However this paradigm of bi-lateral trade has accelerated here in 2018 thanks to Trump’s global trade war, and the Fed’s raising of interest rates on the reserve currency.

Pressure on Hong Kong to Scrap Currency Peg

Hong Kong is waging an intensifying battle against currency traders. Since April, the territory spent at least $9 billion defending its peg to the US dollar, and there is plenty more where that came from.

The city’s monetary authority is reminding speculators it has $434 billion more in firepower. Trumpeting the world’s largest per capita foreign exchange reserves is central banker-speak for “do not try us”, Nikkei reported.

But this is not another case of speculative traders like the financier George Soros in the 1990s betting against a currency peg. The pressure this time comes from economic logic. The peg is here to stay, a who’s who of Hong Kong experts assure the investment world. The 35-year-old link, pundits claim, is the linchpin of an economy often regarded as the world’s freest.

Yet as Hong Kong scuffles with short-sellers, is it fighting the wrong war? If only Chief Executive Carrie Lam and Norman Chan, who heads Hong Kong’s de facto central bank, spent as much time and resources addressing worsening inequality and social mobility.

The falling Hong Kong dollar is a distraction—more symptom than cause of the challenges bearing down on the territory. The currency is not sliding because investors lack faith in an economy growing more than 4%. Rather, Hong Kong is captive to its role linking China and the US.

In theory, the Hong Kong dollar should be surging. As the Federal Reserve ratchets up interest rates, the Hong Kong Monetary Authority is obliged to tighten in step. Its markets also are heavy recipients of cash from mainland investors moving wealth offshore
.
Even so, the currency is sliding because of a massive “carry trade”. Investors are borrowing cheaply in Hong Kong to buy higher-yielding assets in the US, where 10-year treasury yields are near 3%. That is turning the “freest” economy into the world’s biggest funhouse mirror, reflecting back the confusing tensions which economies face as Chinese and US monetary policies diverge. Washington is yanking away the punch bowl of cheap money; Beijing is still in refill mode.

Grappling With the Monetary Crossfire

Good news for President Donald Trump’s America, as those inflows into the US support a stock rally on which his presidential legitimacy partly relies. It also helps America fund a giant $1.5 trillion tax cut. Not so much for Lam and Chan, who must grapple with the monetary crossfire.

All that defending, though, affords less time to alter Hong Kong’s worrisome trajectory. Its experience back in 1997 is relevant here for two reasons. One, that was the last time markets wagered seriously, during the Asian crisis, that Hong Kong might scrap the peg. Two, economic inequality has widened markedly since then. Twenty years after the handover back to China, charity Oxfam labels Hong Kong one of the most inequitable places on the planet.

China’s cash plays an outsized role in Hong Kong’s deteriorating “Gini coefficient,” a key income-gap metric. Its 0.54 reading is the highest in four decades, and the problem has intensified since ‘97. As mainland wealth pushed up property prices, local wages stagnated. That disconnect pushed living costs out of the reach of middle-class families and, increasingly, millennials.

In February, Hong Kong announced an $18 billion fiscal surplus, an amount double that spent defending the currency. So, Hong Kong surely has the resources to get its Gini coefficient below 0.4, the inequality level regarded as dangerous.

It is best, says Paul Yip, chair of population health at the University of Hong Kong, “to face the problems and respond to them in a timely manner and while we have the money”. That means making more affordable housing a government priority, along with wider social safety nets and more affordable health care and education.

Indonesia Ready to Trade Growth for Stability

Indonesian Finance Minister Mulyani Indrawati said the government is willing to accept slower economic growth as a trade-off for stability.

“All of us are ready to implement any policies needed to protect Indonesia’s economy,” Indrawati told reporters on Monday in Jakarta. “So, if we have to make adjustments in the short run that will result in slightly lower growth, that’s a consequence that we will take,” Bloomberg reported.

Policymakers have been forced to shift focus to stability amid a rout in the currency even as the economy is still struggling to fire up. Almost all economists predict the central bank will raise interest rates in an early policy meeting on Wednesday, which would be the second increase in two weeks.

Indonesia’s economic growth is stuck at about 5%, well below the 7% targeted by President Joko Widodo. The government would accelerate reforms to support growth and would continue working with Bank Indonesia on a coordinated policy response to the current market turmoil, Indrawati said.

“We won’t hesitate to make well-timed responses to maintain the stability of the financial sector,” she said.

Indonesia’s new central bank governor has set the stage for a second interest rate increase in two weeks, as he wastes little time in acting against a currency rout.

A day after Governor Perry Warjiyo was sworn into office, Bank Indonesia announced the monetary policy board will meet this week, about a month before its next regular monthly scheduled one. The move helped to boost the currency 1% against the dollar on Monday, the best performer in Asia, and pare back its decline for the year to 3%.

Warjiyo has pledged to act early and be ahead of the curve when it comes to policy, a stance he reiterated on Monday. He told reporters in Jakarta the out-of-cycle meeting is a pre-emptive step ahead of the Federal Reserve’s next policy decision on June 14.

That would give Bank Indonesia the chance to adjust policy before the Fed’s expected tightening move. Indonesia’s regular monthly meeting was scheduled for two weeks after the Fed decision.

Like central banks in emerging markets from Argentina to Turkey, Bank Indonesia is stepping up its action to stem a global rout triggered by rising US interest rates and a stronger dollar. LINK

Bloomberg: Iran Lawmakers Want Central Banker Fired Amid Currency Chaos

Half of Iran’s lawmakers have written to President Hassan Rouhani demanding the removal of the central bank chief, accusing him of mismanaging the banking industry and currency markets as the rial weakened to a record low.

Iran has witnessed “instability in the management of banks and credit institutions” under Governor Valiollah Seif, state-run Tasnim news agency quoted Javad Abtahi, one of 160 legislators to sign the letter, as saying. The governor has “repeatedly said that the situation in the currency market is under control but each time we’re seeing the opposite.”

The rial has slumped against the dollar in the unregulated market as the U.S. nears a May 12 deadline to stay in or withdraw from the 2015 nuclear deal that removed a host of sanctions on Iran’s economy, and amid political feuding at home. Leaders have pointed the finger at enemies overseas as they responded with a decision to unify the exchange rate, and arrested several unlicensed traders.

As tensions with the U.S. have deepened, state media reported Wednesday that Iran’s central bank would dump the dollar and manage its local currency primarily using the euro.

During a speech to parliament earlier this month, lawmakers circled around Seif with shouts of “resign,” prompting Speaker Ali Larijani to restore order.

Scapegoat Governor?

Even if Seif goes, however, it is unlikely a successor would have the power to resolve broader structural issues that have stymied the Iranian economy, particularly with the prospect of further international sanctions hanging over the country.

“It’s a strong signal but the members of parliament themselves know that even if he goes the problem will not disappear with him,” said Mazdak Rafaty, managing partner at United Arab Emirates-based Ludwar International Consulting, which advises European companies operating in the Middle East. “Nobody else can tackle these issues in that position and bring solutions because they are not in the central bank’s hands.”

Seif has delivered on several fronts. Under his leadership inflation was curbed, as promised, to 9.6 percent from a high of 40 percent when Rouhani first took power. Banks’ bad loans dropped by 15 percent to $26.6 billion -- and now stand at about 11 percent of total lending -- compared with the start of the president’s first term in 2013.

But Iranian concerns about slipping back into isolation as U.S. President Donald Trump’s threatens to withdraw from the nuclear deal, have roiled currency markets over the past two months, with the rial plummeting as demand for dollars soared.

International concerns aside, some powerful entities in Iran are funded by the state but are outside the control of the central bank, or even Rouhani’s government, Rafaty said, limiting the governor’s ability to set policy effectively.

“A scapegoat is needed and who do you go to but the head of the central bank who is apparently responsible,” he said.

“It’s Not the Donations, Stupid”: Key Points from Kuwait Conference

‘It’s Not the Donations, Stupid’: Key Points from the Kuwait Conference

With a few exceptions, the coverage of the “Kuwait International Conference for the Reconstruction of Iraq”has been confusing at best, ranging from those who thought it was a failure for raising far less than needed to those who thought that that it was a reasonable success for raising a third of what was needed.

These thoughts were not helped by an Iraqi delegation that was focused on presenting a shopping list of projects that would need $88bn in financing. In the end, it was reported that Iraq received pledges of $30bn in loans and guarantees, just over a third of the required total.

Lost in all of this is the significant document “Reconstruction & Development Framework”that the World Bank Group (WBG) prepared with the Iraqi Ministry of Planning (MoP), as well as the IMF’s work on Iraq and its presentation at the conference.

The first is a comprehensive analysis of the reconstruction requirements across all sectors of the country and provides plans for short-, medium- and long-term reconstruction needs within the framework of a long-term recovery for the country. In combination with the second, they provide the structure for funding the reconstruction effort.

The key takeaway is that the Government of Iraq (GoI) is realistic in its expectations that external sources of financings will be small, and therefore it expects to utilize its own resources over the next five years for the required reconstruction.

However, given the high existing demands on its budget, it will augment its public investment budget with new financing approaches that are attractive enough to bring in syndicated bank loans, institutional investors and international stakeholders.

These financing approaches were developed with the WBG and thus are based on a thorough analysis of the country’s capabilities and challenges, as well as being in-line with the IMF guidelines set in the Standby Agreement (SBA) of June 2016. The IMF’s presentation argues that this is feasible and consistent with macroeconomic stability, which means that the reconstruction should contribute to sustainable economic growth.

The IMF argues that the GoI can contribute $77bn over the next five years from the required reconstruction bill of $88bn. This contribution would be made of $50bn from oil revenues and $27bn of debt from raising bonds in capital markets and borrowing from International Finance Institutions (IFI’s) and in investments. Crucially GoI’s contributions are bound by requirements that Iraq’s foreign currency reserves remain at the current $50bn level and that total debt as a percentage of GDP is about 50%.

Therefore, Iraq would need to be able to access debt capital markets or bank lending markets for $27bn and donations of $11bn, or a total raise of $38bn. Investments, depending on their type, would fit into either category. The $30bn pledged goes a long way towards filling the financing gap of $38bn and not towards the $88bn total. The amounts pledged are roughly spilt between investments and export credits/loans.

Sovereign loans and guarantees come with lower interest rates and easier terms than commercial loans or bonds and therefore result in a lower repayment burden on Iraq. While Investments by their very nature are made with expectations of attractive rates of return and thus, given Iraq’s needs, will most likely be in productive ventures that either fill a need or contribute to economic growth.

Sovereign export guarantees, while beneficial to the sovereign’s own domestic companies, yet by lowering their risk exposure would encourage these very companies to expand in Iraq. Ultimately, investments and guarantees are far more important and sustainable than donations as they are beneficial to both parties: they benefit the home companies as they seek higher growth in Iraq than in slowing mature home markets, yet for Iraq their presence is needed, and they contribute to overall economic growth.

The assumptions made by the IMF are provided in the table below taken from its presentation.

The future price assumptions of Iraqi oil prices are conservative and are derived from the futures markets. Based on prior IMF projections, they would assume that Iraq would not increase its current oil production or exports over the next five years. Moreover, they would assume that Iraq would still be bound by its OPEC production cut throughout 2018. Yet, Iraq has been exceeding these, leaving room for revenue upside in 2018.

Debt, current and new, at around 50% of GDP ensures that debt is below the threshold of 60% used in many debt targets. While debt service, on current and new debt, ensures that debt repayments are sustainable, and with the requirement of maintaining $50bn in reserves that no undue pressure will be exerted on the US $ peg of the Iraqi Dinar (ID). The IMF noted that to ensure that Iraq maintains $50bn in reserves that it, towards the end of the five-year period, would need to refinance some of the maturing debt and thus total financing need is $36bn.

It’s worth noting that $41bn out of Iraq’s $68bn in external debt at the end of 2017 is in the form of unresolved arrears to non-Paris Club creditors that were accumulated under the pre-2003 regime. This could be cut down by 90% if current negations with these creditors lead to the same debt relief terms accepted by the Paris Club creditors. Were this to happen, total debt as a percentage of GDP would be much lower than 50% giving Iraq greater flexibility to assume more debt while expanding its investment capital spending.

However, the crucial requirement is that Iraq must adhere to the prudent fiscal policy set by the IMF SBA agreement of June 2016 which is not only long overdue but essential to reduce the role of the state in the economy in order to diversify away from oil and for the development of private sector as the main driver of the economy.

The reconstruction needs and funding framework as articulated by the MoP, WBG and IMF fits with the thesis presented by the author in a recent study on Iraq’s Economy Post ISIS which concluded that:

“Guided by the IMF following the signing of the Stand-By Arrangement (SBA) in June 2016, the Iraqi government can embark on the long process of decentralizing the state by reducing its role in the economy, encouraging the development of the private sector in agricultural and industrial production, and stimulating private sector employment.

The straight jacket of the low oil price environment, the absence of financial buffers and sovereign wealth funds, plus the need for reconstruction will ensure that the government continues on this path, builds upon it, and ultimately ensures its eventual success.”

In conclusion, the Kuwait conference was not about raising donations for Iraq but a strategic meeting on how to rebuild Iraq properly. Or as reported by one of the informed reports:

“… conference in Kuwait was different, in that it moved from being a pledging event to a strategic meeting on how to rebuild Iraq. Private sector representatives joined ministers from key countries with a stake in strengthening Iraq. And the requirement was mainly for investment and credit lines to encourage the private sector to develop commerce rather than continuing the cycle of handouts, both promised and actual.”

TGIF (Thank God It’s Friday) so alright already where is that ding dang 800 number? Getting less and less differences in between conference calls today while the majority of the providers are sticking together with the same old same old story that the numbers will be released this month. Still there is at least one provider not expecting it to be released until mid-October. (Always has to be one far out provider) I, for one certainly hope is does come through this month in light of my current financial situation as I am fairly certain my creditors do as well. Keeping up is hard enough but late charges coupled with overdraft charges are eating me alive. However, the lights are still on, there is food in the fridge, my computer still works and there is gasoline in my old truck so I have to be thankful for that at least. Most Gracious and Heavenly Father we come this morning asking for protection for our members who live along the Gulf Coast in from the Hurricane headed inland over the next few days. I recall that each year I remember the forecasters saying that we were overdue for a major storm in the Gulf coast area. Lord we pray that this storm does no go into the history books for lost lives and property damage. Dear Lord God Almighty, once again we find ourselves in a “wait and see” mode for our chances to change the lives of many people not only in this country but around the world as well. Lord, I just heard some very disturbing facts this evening that over 90% of black members of our country cannot perform basic language skills and math skills. Lord helps us to find a way to make this right in our country. Well this Thursday was a very long day for many of us but I was proud to see that negativity amongst our members was kept at a minimal level. Let us all work together to make this new day even better in that area. Rest easy my friends and know that many of our members are praying for us and our families. May God Bless each and every one of you as you slumber. Our destiny awaits each of us and it is very close.
