The Parliamentary Committee in charge of confronting the Corona epidemic held today, Sunday 22 March 2020, its first meeting chaired by Mr. Hassan Karim Al Kaabi, First Deputy Speaker of the House of Representatives and its entire members, in the presence of Undersecretary of the Ministry of Health, Dr. Hazim Al Jumaili and Director General of the Ministry of Public Health in the Ministry, Dr. Riyad Abdel Amir.

The meeting discussed the latest developments regarding health conditions throughout the country and the procedures followed from the ministerial crisis cell and institutions related to facing the Corona epidemic, in addition to the most important needs of the government cell during this emergency and activating decisions and recommendations in this regard.

During the closing of the parliamentary meeting, the following recommendations and decisions were agreed upon:

1. Agreement that the deputy, Dr. Jawad al-Moussawi, be the rapporteur of the Parliamentary Committee, and Representative Dr. Faleh Al-Ziyadi as a media spokesperson for it.

2. Agreement to add the heads of the ministerial crisis cell in the governorates, “conservative gentlemen” and gentlemen of health directors in the governorates to the Parliamentary Committee.

3. Contracting with retired medical and health cadres, graduates of medical and health colleges for the past year, and lingering in referring medical and health cadres and excluding them from the provisions of the Retirement Law No. 9 of 2014 as amended.

4. Requesting the Prime Minister and the Ministry of Finance to exclude the Ministry of Health from contracting and purchasing instructions and import all necessary medical equipment and supplies to treat patients and protect medical and health cadres, as well as excluding them from the implementation of government contracts for the year 2014 and to follow other instructions and accept donations outside the controls in respect of the corona epidemic exclusively This is due to the urgent circumstances that the country is going through that requires giving full powers of exchange to the crisis cell charged with confronting this epidemic.

5. Call on the Prime Minister and the Ministry of Finance to provide the Ministry of Health with all its financial needs, due to the lack of financial allocations allocated to the Ministry regarding the response to the Corona epidemic, and to transfer an amount of $ 50 million quickly from the Ministry of Health's allocation for use in purchasing a number and requirements for prevention and treatment.

6. Recommend to support the health and medical cadres “financially and morally” and provide them with all means of care and attention as the first blocking wall and the basis for facing this disease.

7. Inviting the government crisis cell and the relevant authorities to activate the Public Health Law with all its provisions.

8. Inviting the Commander of Baghdad Operations, the Governor of Baghdad, and the Capital Secretariat to facilitate all procedures related to the burial of those who died due to the Coronavirus.

9. Requesting the Ministry of Commerce to distribute two or three meals of the ration card items to citizens during this week.

10. Requiring mobile phone companies and the Internet to consider local calls and the Internet “free” during this month, to support citizens sitting in homes throughout the days of the ban.

The Iraqi government Crisis Cell announced a series of additional measures to curb the spread of Covid-19. The measures include:

Extending the curfew in Baghdad and all of Iraq until 11:00 pm on Saturday, 28 March. 


The curfew excludes pharmacies, medicine stores, food stores, bakeries and petrol stations. It also excludes medical, security and media personnel, and staff of internet service providers (ISPs)

Schools, universities, and colleges to remain closed until Saturday 28 March

Flights to and from Iraq to remain suspended until Saturday 28 March

The Municipality of Baghdad and municipal departments in the provinces are directed to suspend the collection of levies and other financial dues from residents to ease the financial burden caused by the coronavirus

Relevant authorities are directed to suspended deductions for loans from the salaries of all state employees

Requests the Ministry of Finance to transfer US$50 million to the Ministry of Health accounts to purchase medicines and medical supplies

Declaring the period of the coronavirus crisis a force majeure for all projects and contracts effective from 20 February, 2020

The Crisis Cell also announced that it will submit a request to the Council of Representatives (Parliament) to grant Iraq’s Ministry of Health the power to spend funds in its efforts to combat the coronavirus  and to exempt it from all relevant laws and regulations.

The Iraqi authorities earlier announced other measures, including banning entry into Iraq passengers arriving from France, Turkey, Spain, Nigeria, China, Iran, Japan, South Korea, Thailand, Singapore, Italy, Kuwait, and Bahrain.
The authorities also banned all travel between Iraqi provinces.

Crisis Cell underscores that the public must follow the advice of Iraq’s Ministry of Health and that of the World Health Organization.

On Thursday, the Cabinet discussed developments in the health, economic and service conditions and efforts to confront Corona virus, stressing the readiness for the next stage.

The media office of the president of the council said, in a statement received by "Al-Iqtisad News", that "the cabinet held its regular session, headed by Deputy Prime Minister and Oil Minister Thamer Al-Ghadban," noting that "the council conducted a review of the health, economic, financial and service conditions in the country in the face of countermeasures Corona pandemic, curfew, easing burdens on the general public, and preparations for the next stage.

The Cabinet listened to "a detailed explanation provided by the Minister of Health and Environment Jaafar Sadiq Allawi, the technical representative and the Director General of the Ministry of Public Health in the ministry on the developments of efforts to prevent the spread of the epidemic and the ongoing preparations throughout Iraq."

And discussing "the necessary measures related to providing services and strategic storage of foodstuffs and ensuring the facilitation of marketing agricultural products between the governorates and related services, as well as examining the requests of Iraqis residing abroad to return to the country, where the ministers presented their observations and proposals."

The Cabinet conducted an "assessment of the implementation of the curfew, the extent of its commitment to it, cooperation between health and security agencies, the importance of intensifying preventive campaigns, awareness-raising efforts, and health advice."

The Council of Ministers renewed the call to all citizens, "the necessity to adhere to the curfew and health instructions, and to avoid any gathering and mixing in order to ensure their safety."

According to the statement, the council reassured the citizens of "measures to achieve food security and provide the needs of citizens and the necessary services", expressing "its appreciation for the efforts made by the crisis cell and health teams across the country."

The Cabinet held its regular weekly meeting in Baghdad on Thursday under the chairmanship of Deputy Prime Minister and Minister of Oil, Thamir Ghadhban.


The Cabinet reviewed the impact of restrictions to contain Covid-19, including curfews, on the health, financial and service sectors, and discussed measures to lessen the burden on Iraqis.


The Cabinet received briefings from the Minister of Health, Dr. Jaafar Allawi and senior officials on current measures to contain the spread of the epidemic in Iraq.


The Cabinet urged all citizens to abide by curfew regulations and follow the advice of health professionals, including practicing social distancing and avoiding gathering for their own safety and that of all Iraqis.


The Cabinet discussed measures to ensure food security, continuation of essential services, transport of agricultural produce between provinces and requests from a number of Iraqi citizens abroad who wish to return home but are unable to do so because of current restrictions on air travel in several countries.


The Cabinet thanked the Crisis Cell for its role in mobilising national efforts to contain Covid-19, and expressed its gratitude to Iraqi health teams, security forces, volunteers and community leaders for their hard work and dedication at this difficult time.


The Cabinet decided to:



  • Extend the curfew to 11 April 2020 in all regions of Iraq, and for current exemptions to be maintained

  • Direct all ministries, public bodies and local authorities to use their financial and other resources such as vehicles and equipment to support the Crisis Cell and the Ministry of Health

  • Authorise the Minister of Health to allow some health professionals who have reached retirement age to continue in their posts for the duration of the crisis.

The Council of Ministers held its regular session, today, Thursday, 26 March 2020, headed by the Deputy Prime Minister and Minister of Oil Mr. Thamer Al-Ghadban.



The Council reviewed the health, economic, financial and service conditions in the country in light of the procedures to confront the Corona epidemic and the curfew, and reduce the burdens on citizens in general, and preparations for the next stage .



The Cabinet listened to a detailed explanation provided by the Minister of Health and Environment Dr. Jaafar Sadiq Allawi, the technical representative and the Director General of the Ministry of Public Health in the ministry on the developments of efforts to prevent the spread of the epidemic and the ongoing preparations throughout Iraq.



The Council of Ministers discussed the necessary measures related to providing services and strategic storage of foodstuffs and ensuring the facilitation of agricultural products marketing between governorates and related services
On the other hand, he discussed the requests of Iraqis residing abroad to return to the country, where the ministers presented their observations and proposals .



The Cabinet evaluated the implementation of the curfew, the extent of its commitment to it, cooperation between health and security agencies, the importance of intensifying preventive campaigns, awareness-raising efforts, and health advice   .



The Cabinet renewed the call for all citizens to adhere to the curfew and health guidelines and avoid any gathering and mixing in order to ensure their safety, and that the Council reassures citizens on the procedures for achieving food security and providing the needs of citizens and the necessary services, expressing his appreciation for the efforts made by the crisis cell and health teams in the country in general praising the spirit Solidarity, volunteer campaigns and community support, and the efforts of the security forces in all their formations .



The Cabinet issued a number of decisions, including the following    :
 


  • The curfew has been extended until the date 11-4-2020 in all regions of Iraq and with the same current exceptions, and the Prime Minister is empowered to grant the necessary additional exceptions .



  • The ministries and entities not affiliated with the Ministry and all governorates use their efforts and resources to support the Diwaniya Command Committee (No. 55 of 2020) and the Ministry of Health in the governorates with the money, equipment, vehicles, etc. they need by donating or loaning or otherwise, to help them to combat and contain the spread of Corona Virus The committee and the Ministry of Health have the authority to receive donations and in-kind donations from donors from outside Iraq .



  • The Minister of Health is empowered to approve the continuation of the work of a number of health and medical professionals not exceeding (10) after referring them to retirement and their disintegration as a contract with the same amounts they are currently receiving from salaries and allowances until the end of the Corona virus crisis .



  • The Ministry of Foreign Affairs shall provide the necessary housing for workers in the embassies and missions abroad who have reached the legal age for referral to retirement or have completed the period of postponing the disengagement until the border ports are opened .

The Cabinet directs all ministries to provide full support to the Corona Virus 

Special Committee



The Council of Ministers decided in its twelfth regular session, held on 3/26/2020, that all ministries and entities not affiliated with a ministry in all governorates should use their efforts and resources to support the Diwaniya Committee No. 55 of 2020 and the Ministry of Health and Environment and its departments in the governorates with the funds, equipment, vehicles, and other things they need By donating, loaning, or otherwise, to help it fight and contain the spread of (Corona Virus).


According to the decision, the committee and the Ministry of Health and Environment have the authority to receive donations and in-kind donations from donors from outside Iraq (individuals and individuals) to dispose of them in the fight against the epidemic, provided that the Ministry subsequently notifies the Ministry of Finance of this in order to take over the last registration adjustments.




The Council of Ministers creates a committee to handle the requests of the owners of private mills


The Council of Ministers formed a committee to handle the requests of the owners of private mills in Iraq.

The Council of Ministers decision stated that a representative of the Ministry of Commerce should assume the chairmanship of the committee, membership of representatives of the ministries of finance and planning, and a representative of the Federal Financial Supervision Bureau and the Integrity Commission and the owners of mills in Iraq.

The committee shall study the requests indicated in the letter of the Ministry of Commerce on 3/3/2020 and submit the necessary recommendations on the subject to the General Secretariat of the Council of Ministers within a period of one month starting from the date of issuing this decision.

And granting the Council of Ministers the authority to use the committee as it deems appropriate from other government agencies.

The Cabinet approves direct contracting for a guarantee fund at the Ministry of Defense to provide for the requirements of corona protection


The Cabinet agreed that the Health Insurance Fund in the Ministry of Defense would directly contract to purchase requirements for health protection from Virus Corona for the Ministry’s employees for the period from 3/26/2020 to 7/31/2020.
The fund covers the expenses of staying in government hospitals, in addition to the expenses of medical examination and treatment in consulting clinics and hospitals.


The Council of Ministers: Imam Hussain, forty days, Iraqi volunteering


The Council of Ministers approved the recommendation of the Ministerial Council for Social Services regarding the adoption of the twentieth day of the month (Safar) of each year (forty years of Imam Hussein, peace be upon him), the Iraqi day for volunteer work.


The Council of Ministers decides to extend the curfew until April 11 in the regions of the country in general 

The Council of Ministers decided to continue the blanket curfew until the date of 11-4-2020 throughout Iraq, and with the same current exceptions.
The decision authorizes the Prime Minister to grant the necessary additional exceptions.


The Cabinet approves the receipt of medical supplies and materials from donors to fight the emerging coronavirus


The Council of Ministers agreed at its 11th regular session, held on 7/2/۱۷, to accept the donation made by the charity regarding supplying supplies and necessary materials for combating the Corona virus (such as (fogging materials, sprayers of those materials, masks, paws, etc.) under the supervision of the crisis cell formed according to the order Al-Diwani No. (55) for the year of ۲۰۲۰, and the governorates undertake to receive them duly, with the exception of the instructions issued.


The Council of Ministers establishes a Higher Committee for National Health and Safety with the aim of combating the new Corona Virus pandemic


The Council of Ministers decided at its 12th regular session, held on 3/26/2020
To amend his decision No. (64) for the year 2020, according to the following:

1. Forming a Supreme Committee for National Health and Safety with the aim of combating the emerging Corona Virus (19-COVID) pandemic, which will develop policies and public plans, oversee their implementation, take major decisions, enhance integration between all executive bodies, and coordinate with legislative and judicial authorities and international bodies related to combating the spread of HIV and authorizing The aforementioned committee is the most exclusive of the powers of the cabinet, and it is the supreme body concerned with combating the spread of the virus, and all cells, committees, and other related formations are linked to it. 

2. The aforementioned Supreme Committee is chaired by the Prime Minister and membership of the ministers (oil, finance, planning, external, internal, higher education, scientific research, trade, health, agriculture, work, social affairs, transportation, and communications), the Secretary-General, the Cabinet, the director of the Prime Minister’s Office, the Governor of the Central Bank of Iraq, and the National Security Adviser And advisors to the Prime Minister who is appointed by him, the Chairman of the Advisors Committee, the Deputy Commander of Joint Operations, the personal secretary of the Commander-in-Chief of the Armed Forces, the head of the Secretariat of the Supreme Commission for the Coordination of Governorates For border ports and a representative of the Kurdistan Region and Chairman of the Advisory Committee in the Ministry of Health and Chairman of the Civil Aviation Authority and Chairman of the executive arm of the Communications and Media Commission and the President of the Iraqi Media Network and Head of the Legal Department of the General Secretariat of the Council of Ministers and the Director of the Information Office of the Prime Minister

3. The General Secretariat of the Council of Ministers / Cabinet Affairs and Committees Department shall perform the duties of the rapporteur, and the Prime Minister may add or delete members of the committee according to the requirements of the public interest

4. The bodies represented in the National Committee for Health and Safety composed of the above, each according to its specialization, shall study all the effects of the epidemic or the remedial and preventive measures to combat it, and submit recommendations to the Supreme Committee for decision.

5. The aforementioned Higher Committee for National Health and Safety, forming cells or subcommittees assigned to specific tasks and linked to the Supreme Committee.

6. The Committee for Diwaniya Order No. (55) for the year 2020 is responsible for the direct medicinal and preventive aspects and the provision of health services to citizens. The committee submits its recommendations to the Prime Minister for approval.


7. The Minister of Health grants the authority to conduct transfers from one disbursement unit to another disbursement unit with the approval of the Minister of Finance in line with the provisions of Article (25) first of the Federal Financial Management Law No. (6) for the year 2019 and contract for the purpose of confronting the virus, with the exception of instructions to implement government contracts No. (2) of 2014, provided that contracts are audited by the Federal Financial Supervision Bureau within a maximum period of five days from the date of sending the contract.

The Council’s directive required that all travelers upon their return
to Iraq undergo medical examination and quarantine according to the instructions of the Ministry of Health to ensure that they were not infected, as stated in the directive that the Ministry of Foreign Affairs, through its embassies and missions abroad, continues to prepare a base for the
Corona virus, while giving necessary information to Iraqis who have recently traveled It includes a list of this important information for the purpose of submitting it to the Committee of Diwaniya No. (55) for the year 2020.

Prime Minister Adil Abd Al-Mahdi on Sunday chaired the first meeting of the Higher Committee for Health and National Safety.


The Committee was established to direct and coordinate Iraq’s national efforts to combat Covid-19.


The Prime Minister, on behalf of the Iraqi people, thanked medical teams for being on the frontline delivering care to fellow Iraqis during the Covid-19 pandemic, and for doing so under challenging and difficult conditions.


The Prime Minister also thanked the Iraqi armed and security forces, and friendly countries for supporting Iraq’s efforts to contain the spread of Covid-19.


The Prime Minister praised the work of the Government Crisis Cell, which will continue to oversee health and preventative measures in relation to Covid-19.


The committee received a briefing from the Minister of Health on the latest developments, and the ongoing efforts to contain the pandemic in Iraq.


The Committee discussed the economic impact of Covid-19 on Iraqis and the necessary mechanisms to support citizens at this time. The Committee also reviewed procedures to facilitate the entry of goods and foodstuff through Iraq’s border crossings.


The Committee discussed a number of proposed additional measures to contain the spread of  Covid-19, including the proposal to grant an amnesty to prisoners who have not been found guilty of committing serious crimes, acts of terrorism or corruption.


The Committee will announce its final decisions in relation to these measures at a later date.


The Higher Committee for Health and National Safety was established by order of the Cabinet on 26 March 2020 to direct and coordinate Iraq’s national efforts to combat Covid-19.


The  Committee, which is chaired by the Prime Minister, includes several ministers, the Secretary-General of the Council of Ministers, the Governor of the Central Bank of Iraq, the National Security Adviser, and a number of other officials.


The Committee is mandated with setting out policies, and adopting the necessary measures to contain Covid-19.


It will also coordinate with the Council of Representatives (Parliament), the judicial authorities, as well as relevant international organisations.


The Government Crisis Cell will continue to have responsibility for taking the necessary preventive measures and the delivery of Covid-19 health services, subject to the approval of the Prime Minister.

The Parliamentary Crisis Cell confirmed, on Monday, that there is no legal objection to sending the financial budget to Parliament by the government, stating that approving the budget will end the crisis of providing funds in the face of Corona.

The committee's spokesman, Faleh Al-Ziyadi, said in a statement to "Information" that "the resigned government avoided sending the budget to parliament not because there was no legal basis, but because of the large budget deficit without the government finding any solution to this crisis."

Al-Ziyadi added, "The sending of the budget and an amendment by the House of Representatives, especially regarding the allocations of the Ministry of Health, will contribute to strengthening the war against Corona in Iraq at an early date."

The spokesperson for the cell pointed out that "the parliament crisis cell is in continuous contract with all government agencies in order to import medical supplies and health tools that contribute to the ruins of life."

The Parliament Crisis Cell decides to host the Ministers of Planning and Agriculture for a meeting tomorrow, Thursday

Today, Wednesday, April 1, 2020, the Parliament Crisis Cell held the sixth meeting chaired by Mr. Hassan Karim Al Kaabi, First Deputy Speaker of the House of Representatives, in the presence of the Chairman of the Security and Defense Committee, Mr. Mohammad Reza Al Haider, Chairman of the Higher Education Committee, Mrs. Ghaida Kambash, and its entire members.

This meeting was devoted to hosting the Minister of Labor and Social Affairs, Mr. Bassem Abdel-Zaman, to discuss the urgent measures taken by the Ministry to support the needy families and the owners of daily sustenance, and expedite the payment of social protection salaries to other eligible families.

Al-Kaabi agreed with the Minister of Labor to release salaries for 67 additional sixty seven thousand families who were affected during the current circumstance, especially after the existence of adequate financial allocations to them by the Ministry, calling on all ministries to invest their resources available to relief the owners of daily sustenance and the vulnerable segments present throughout the country.

Member of the Finance Committee, Dr. Majida Al-Tamimi, presented during the meeting a review of a number of proposals to address the financial crisis and the availability of cash liquidity in the country, which is one of the most important challenges facing the achievement of food security for the citizen during the crisis of Corona.

Al-Kaabi appreciated the role of the Ministry of Labor in assigning exceptional emergency cases in the country, calling for the need to provide all kinds of support and synergy and coordination with social solidarity programs and the owners of donations that work together to overcome the crisis, praising the contribution of the Association of Iraqi banks and donors and Iraqi located in China through Donate to buy the necessary medical equipment and supplies.

At the end of the meeting, the cell decided to host the ministers of planning and agriculture at a meeting tomorrow, Thursday, calling on all parliamentary committees to complete their urgent proposals to meet the financial challenge that is fully related to addressing the current crisis.

Prime Minister Adil Abd Al-Mahdi on Wednesday chaired a meeting of the Higher Committee for Health and National Safety.
The Committee was established to direct and coordinate  Iraq ’s national efforts to combat Covid-19.


The Committee agreed a number of measures, including:



  • Exempting all medicines, medical supplies and devices, diagnostic and laboratory equipment from import license regulations

  • Transferring 50 million US dollars to the General Company for Marketing Medicines and Medical Supplies

  • Establishing a committee to assess current and future market needs in terms of food, medical supplies and agricultural produce, with a mandate to promote Iraqi products

  • Facilitating the transit of lorries and refrigerated trucks carrying foodstuff, agricultural products, medical and veterinary materials between provinces and within cities

  • Monitoring the prices of essential goods to ensure that they remain stable, and to take measures against profiteers, according to law

  • Facilitating the transport of agricultural harvesters and livestock between provinces

  • Establishing a committee at the General Secretariat of the Council of Ministers to investigate and report on support mechanisms for workers in the private sector during Covid-19

  • Establishing a committee to be chaired by the Minister of Planning to report on the financial impact of Covid-19 on citizens, and to suggest options to provide financial support to affected groups, especially those on low income






The Committee also discussed declaring a national day of solidarity to show support for those leading the national effort to combat Covid-19, to thank all Iraqis for their steadfastness and unity, and to pay the nation's respect to Iraqi families who lost loved ones because of Covid-19.
During the proposed national day of solidarity, which will be specified later, sirens will sound at a particular moment in the day, and the national anthem will be played on all TV channels, radio stations and other media throughout Iraq .
The Higher Committee for Health and National Safety, which is chaired by the Prime Minister, includes several ministers, the Secretary-General of the Council of Ministers, the Governor of the Central Bank of  Iraq , the National Security Adviser, and a number of other officials.
The Committee is mandated with setting out policies, and adopting the necessary measures to contain Covid-19.

The Cabinet held its regular weekly meeting in Baghdad on Wednesday under the chairmanship of Deputy Prime Minister and Minister of Oil, Thamir Ghadhban.

The meeting was conducted via video conferencing.

The Cabinet discussed Covid-19, the needs of the health sector and the impact of the pandemic on the economy and key services.

The Cabinet also discussed other policies, and approved measures to strengthen protection for Iraqi agricultural produce, and support Iraqi gypsum manufactures by imposing additional import duties amounting to 125% per unit of imported gypsum for a period of two years.

Prime Minister Dr. Adel Abdul Mahdi, a recommendation to the President of the Republic d. Barham Salih, by issuing a special amnesty for the convicts. 



The special pardon recommendation includes those who have completed half of their sentence period or who have less than one year of their sentence or who have been convicted of one year or less,

except for each of: (Special right only after the complainant or relatives of the victim have abdicated before the investigating judge or the competent court, and those convicted of crimes International, terrorist, and breaches of the external and internal security of the state stipulated in the Penal Code, human trafficking, or possession and use of silencers, firecrackers, special-class weapons, financial and administrative corruption, crimes of smuggling of prisoners, prisoners, or arrested, and rape and homosexuality Adultery, drug trafficking, money laundering, kidnappings, embezzlement and theft of state funds, deliberately wasting public money unless he paid his money before his release, crimes of smuggling antiquities, counterfeiting currency, and forging official documents that led to the counterfeit obtaining the rank of general manager And above) 
.



Also excluded from the provisions of this pardon is those who are covered by the Amnesty Law No. 19 of 2008 and 27 of 2016, while the special pardon includes foreigners sentenced for violating the Aliens Residence Law No. 76 of 2017 .



According to the recommendation, the Ministry of Justice and related authorities take the necessary measures based on the approval that will be received from the President of the Republic .

The Cabinet held its regular weekly meeting in Baghdad on Tuesday under the chairmanship of Deputy Prime Minister and Minister of Oil, Thamir Ghadhban.

The meeting was conducted via video conferencing.

The Cabinet discussed the health situation in the country and the economic impact of the curfew on citizens, and measures to mitigate it.

The Cabinet agreed a number of measures, including:


  • Suspending all repayments due on residential plots of land sold or leased to citizens from all government institutions until the end of the current emergency, with no penalty interest for a period ending on 31/07/2020 at the latest

  • Exempting commercial, industrial and other government real estate tenants from paying rental fees for the duration of the current emergency

  • Exempting occupants and tenants of commercial, industrial and other properties that belong to municipal institutions  from paying cleaning services fees for the duration of the emergency



The Cabinet authorised the Minister of Finance, the Minister of Construction, Housing, Municipalities and Public Works, Baghdad Municipality and religious endowments to establish appropriate mechanisms to implement these decisions.

The General Secretariat of the Council of Ministers has formed a crisis management team, which handles the tasks of receiving complaints from citizens, regarding the problems and obstacles facing them as a result of the Corona pandemic and the curfew period, regarding the obstacles facing the entry of food, vegetables, medicines and all medical supplies .



The free hotline (160) was devoted to receiving complaints, requests and inquiries from citizens in the governorates in general to facilitate the flow of entry to the aforementioned materials, for the period from eight in the morning until six in the afternoon, starting tomorrow, Thursday and throughout the week .



The team will coordinate with the Office of the Prime Minister, the National Operations Center and relevant authorities, to find immediate solutions to these complaints .

The High Committee for Health and National Safety held a meeting in Baghdad on Wednesday via video conference to discuss measures to facilitate the return of Iraqi nationals abroad who wish to return to Iraq during the current Covid-19 health emergency.
The meeting was chaired by Prime Minister Adil Abd Al-Mahdi.
The Committee decided the following:

  • Based on the advice of Iraq’s Ministry of Health, countries with an infection rate of more than 500 per million people are deemed to be high risk (Group A), while countries with a lower infection rate are deemed to be low risk (Group B)

  • Iraqi nationals returning form countries listed in (Group A) will be subject to a medical examination at Iraq’s border crossings and a 14-day quarantine at appropriate medical centres

  • Iraqi nationals returning form countries listed in (Group B) will be subject to medical examinations at Iraq’s border crossings, including polymerise chain reaction (PCR) tests, and will be asked to sign a legally-binding undertaking to self-isolate at home until the results of the tests are known

  • The Ministry of Interior will retain the passports of all Iraqi nationals returning from both groups of countries until after the quarantine and self-isolation periods have elapsed

  • The Ministry of Foreign Affairs to collate the names of all Iraqis abroad who wish to return to Iraq, and inform them of the processes that they need to follow in order to facilitate their return home

  • The Ministry of Transport will be responsible for preparing flight schedules and for providing all ground transportation from Iraqi ports of entry to quarantine centres and hospitals

  • The Ministry of Health to arrange for health staff and trained volunteers to be present at Iraqi ports of entry to meet returning Iraqi nationals, and to provide advice and information, especially on quarantine, self-isolation rules and Covid-19 preventative measures


The Committee also agreed to task the Iraqi Armed Forces with providing all necessary support at airports and border crossings as directed by the Commander-in-Chief of the Armed Forces.

The Crisis Management Team in the General Secretariat of the Council of Ministers conducted a field visit to the control of Al-Laj, which links the governorates of Wasit and Baghdad .




The team was briefed on the flow mechanisms for the passage of these materials, after confirming the loads and official identification papers, conveying the directives of the higher management in the General Secretariat of the Council of Ministers, the necessity to adhere to the directions issued by the Diwaniya Cell No. (55) for the year 2020, and to provide the necessary facilities for the passage of basic goods .




The visit came on the basis of complaints submitted by some citizens on the hotline, with some obstacles facing the flow of materials, as they were found to be inconsistent with the decisions of the Crisis Cell in Wasit Governorate .




The control workers affirmed their commitment to the instructions issued by the official authorities, and to providing the facilities officially available, pursuant to the exceptions issued and emergency humanitarian cases .




Today, Thursday, the Crisis Management Team in the General Secretariat of the Council of Ministers began receiving telephone calls on the toll-free hotline number (160), from eight in the morning until six in the afternoon, and throughout the week .

The Higher Committee for Health and National Safety, which directs and coordinates Iraq’s national efforts to combat Covid-19, announced on Saturday that the Iraqi government was making available a temporary monthly grant to those affected by the nationwide curfew and other restrictions.

The grant is only available to Iraqi citizens who are residing in Iraq.

Government employees, those receiving state pensions, social security payments or any other income from the state are not eligible to apply.

Those eligible can apply to receive the grant via a dedicated website, minha.iq between Saturday 11 April and midday on Thursday 16 April.

After completing the simple application process, each applicant will be allocated a unique identification number. Applications will then be reviewed and verified, and once approved, applicants will be notified before the end of April on how and when they will receive the grant.

Several Iraqi ministries and state institutions announced earlier other measures to provide relief to various groups and to lessen the burden caused by Covid-19, the curfew and other restrictions, including:

The Cabinet held its regular weekly meeting in Baghdad on Wednesday under the chairmanship of Deputy Prime Minister and Minister of Oil, Thamir Ghadhban.

The meeting was conducted via video conferencing.

The Cabinet discussed and approved a recommendation from the Ministry of Education to allow all students with normal attendance records who are at stage 3 of intermediate education and stage 6 of  secondary education to sit for the National Baccalaureate Examinations.

The Council of Ministers decided to postpone the collection of rental fees from the tenants of the lands covered by the Ministry of Agriculture, Decision of the Revolutionary Leadership Council No. (44) for the year 1997 until the date of 12/31/2020, and postpone the payment of rental fees from the tenants of the remaining land Of the remaining installments with their liability until 12/31/2020 .






The text of the decision also stated that the Board of Directors of the Agricultural Cooperative Bank in the Ministry of Finance and the General Company for Agricultural Equipment in the Ministry of Agriculture to fulfill (50%) of the loans due to farmers and farmers during the year 2020.

The Higher Committee for Health and National Safety held a meeting in Baghdad on Sunday via video conferencing under the chairmanship of Prime Minister Adil Abd Al-Mahdi.

The Committee decided the following:


  • From 21/04 until 22/05, the curfew hours will be between 7 PM and 6 AM Sunday-Thursday, and for 24 hours Friday- Saturday

  • Current exemptions for certain business categories including bakeries and pharmacies, and key workers such as health teams and security forces, will be maintained

  • Restrictions on public gatherings and social distancing rules remain in place

  • Schools, universities, educational institution, sport venues, malls, wedding halls, mosques and places of worship will remain closed

  • Restaurants and  cafes will remain closed, but will be permitted to provide delivery services

  • Shops and factories can resume work but only outside curfew hours

  • Government departments are permitted to resume working, but with minimum staffing which must not exceed 25% of the workforce

  • Taxis can operate, but large public transport vehicles are only permitted to carry four passengers at any one time

  • International travel in and out of Iraq remains suspended as is travel between Iraqi provinces

  • The wearing of face masks outside the home becomes compulsory, and those who do not comply with the rule will face legal action



Supporting Iraq’s health workers

The Committee discussed measures to support Iraqi frontline health workers and agreed to:

  • Make a monthly bonus payment to frontline health teams who are caring for Covid-19 patients

  • Allocate, free of charge, a plot of land to all health workers who are caring for Covid-19 patients

  • Request the General Secretariat of the Council of Ministers to prepare a draft law to double the period of service of frontline health staff during the current emergency for the purpose of calculating future pensions; the law will also seek to extend the retirement age for doctors


The Committee urged all Iraqis to continue to follow health instructions and guidelines, and to only leave home when it is absolutely necessary.

The result of the spread of the phenomenon of domestic violence in Iraq, especially in light of the economic crisis resulting from the ban imposed due to the outbreak of the Corona epidemic and its social and psychological repercussions. It is a glaring example of the many negative social phenomena present in all Iraqi governorates, from which only a few are known.


On April 19, 2020 a joint meeting of representatives of women in the legislative and executive branches was held, represented by the Chairperson of the Women, Family and Childhood Parliamentary Committee, the Chairperson of the Iraqi Women Parliamentarians Gathering, the Advisor to the Prime Minister for Women Affairs and the Director General of the Iraqi Women Empowerment Department at the General Secretariat of the Council of Ministers.


After extensive discussions, the communities recommended the following:


First: Expediting the legislation to protect against domestic violence and making it a priority for the work of the House of Representatives in its next sessions and recommending to the Presidency of the House of Representatives to place it on the agenda of the first sessions.


Second: Appeal to the judiciary for the purpose of giving family violence crimes the highest importance and to ensure that perpetrators do not escape fair retribution.


Third: Requesting the government and the Ministry of Interior to provide the necessary support to the Family Protection Directorate and the community police to enable them to carry out their duties in an optimal manner and in accordance with the great challenges


The societies agreed to continue and follow up with the relevant authorities in the three authorities and civil society in this regard.

The Council of Ministers took several economic decisions that included marketing of the barley crop for export purposes, at a value of $ 120.

The Cabinet said in a press statement, which was received by "Al-Iqtisad News", "The Council of Ministers decided to grant the Secretary of Baghdad the authority to operate the daily procedures, provided that their number does not exceed the numbers of those who do not work with them for any reason, from the Municipality of Baghdad within the approved provisional secretariat, and that this does not follow. request for additional financial allocations, the amounts to be allocated to the secretariat of Baghdad, for the year 2020 " .

He also added , in the regular session held yesterday, Tuesday, April 21, 2020, under the chairmanship of Deputy Prime Minister and Minister of Oil, Mr. Thamer Al-Ghadban, that the recommendation of the Ministerial Council of Economy regarding marketing of barley crop has been approved according to the following :

1 . The Ministry of Agriculture sells the barley crop for export purposes at the best prices, at least (125) dollars, only one hundred and twenty five dollars per ton .

2 . The Ministry of Agriculture sells barley crops inside Iraq to livestock breeders and feed plants at a price of (200,000) dinars only, two hundred thousand dinars .

3 . Paragraphs 1 and 2 above apply to the previous season and the current season (2019-2020 ).

4 . The Border Ports Authority and the General Authority of Customs tighten its procedures to prevent the smuggling of wheat and barley crops from outside Iraq, and instruct the National Security Agency to supervise the procedures for receiving the crops in marketing centers throughout the marketing period for each region .

5 . Buyers are not prepared for barley crops, whether for export or for local consumption, except after the end of the marketing season for the crop for the current year .

6 . Transfer the sales amounts of locally prepared and sold barley for export purposes to pay the purchase amounts of the crop, and the Ministry of Finance to pay the remaining purchase amounts to the Ministry of Agriculture   .

The Cabinet approved the following :

1 . The Ministry of Health and Al-Muthanna Governorate coordinate with the Ministry of Finance and Planning, for the purpose of transferring an amount of (3 billion dinars) dinars, only three billion dinars, to rehabilitate Al-Hussein Teaching Hospital in Al-Muthanna Governorate within the exchange rate (1/12), according to the provisions of the article
(13 / First) of the Federal Financial Administration Law No. (6) of 2019 .

2 . Empowering Al-Muthanna Health Department to direct direct invitations to specialized companies and referrals,
As an exception to the instructions for implementing government contracts No. (2) of 2014, and standard documents.

The Cabinet authorised the Ministry of Health and Al-Muthanna Province to coordinate with the Ministries of Finance and Planning  to arrange for the transfer of three billion dinars to rehabilitate Al-Hussein Teaching Hospital in Al-Muthanna Province.

The Cabinet approved recommendations from the Ministerial Economic Council to authorise the Ministry of Agriculture to export barley at 125 USD per ton. It also agreed to fix the price of barley sold as animal feed in Iraq.

The Cabinet directed Iraq‘s Border Crossings Authority and the General Authority of Customs to tighten procedures to prevent the smuggling of wheat and barley crops into Iraq.

The Council of Ministers, at its 16th ordinary session held on April 21/2020, approved the recommendations of a meeting minutes regarding the proposed mechanism for granting entry privileges to workers in
Companies involved in investment projects with government agencies, according to the following:


1. Extending the entry visa for foreigners working in foreign companies currently present in the projects
Governmental and contractors with government agencies who have not expired for the period of their entry, according to
To the provisions of Article (17 / First) of the Aliens Residence Law No. 76 of 2017, after a review
The Ministry of Labor and Social Affairs pursuant to Article (30) of Labor Law No. 37 of 2015 and instructions for foreigners to work in Iraq No. 18 of 1987


2. Replacement of an entry pass for foreign workers in foreign companies who are currently in investment projects and contracted with government agencies whose entry period has expired and exhausted
The extension period is according to the aforementioned article from (multiple feature) to (regular feature) based on a request submitted by their companies in support of the government agencies contracted with after reviewing the Ministry of Labor and Social Affairs pursuant to Article (30) of Labor Law No. 


(37) for the year 2015, And instructions for the practice of foreigners to work in Iraq No. 18 of 1987, and the period extending from the date of the expiry of entry permits until the purpose of their replacement (an emergency circumstance), and for workers in the private and mixed sectors, provided that the period does not exceed the date (31/7/2020) according to developments in the epidemiological situation.


3. The Ministry of Labor and Social Affairs will collect an amount
Only (two hundred and fifty thousand Iraqi dinars), for issuing work permits for foreign workers who did not obtain them previously or for renewing them instead of the ones currently in force in the ministry, and preparing instructions for work permit fees as quickly as possible in accordance with the provisions of Article (30) of Labor Law No. (37) For the year 2015.


4. The Ministry of Health should establish field health teams in coordination with the government and investment agencies after completing the procedures in paragraphs (1 and 2) above, conducting checks on foreign workers in the projects above and providing the Directorate of Civil Status, Passports and Residence in the Ministry of Interior with the results of the tests.


5. The contracting companies and government agencies with foreign workers designate their authority to follow legal procedures to implement the above.


6. The inclusion of foreign workers in non-investment governmental projects, as well as contractors of foreign workers with government institutions in the fourth axis, paragraph ( ۳) item (5) of Cabinet Resolution No. (245) for the year 2019


7. The mechanism is being implemented above until the end of the Corona pandemic crisis, as determined by the Supreme Committee for Health and National Safety.
 


 
The Council of Ministers decides to register vehicles for diplomatic missions operating in Iraq
 


At its 16th ordinary session, held on April 21/2020, the Council of Ministers issued a decision regarding the registration of vehicles for diplomatic missions operating in Iraq.


The text of the decision stated (for diplomatic missions operating in Iraq to purchase vehicles from the local market and register them and amend the plates of registered vehicles from them that are purchased from the local market from civil panels to diplomatic plates according to a mechanism that is developed from the ministries of (Foreign, Interior, General Traffic Directorate, Finance Customs Authority).

The Cabinet approved in its sixteenth ordinary session, held on April 21, that the Ministry of Health and Muthanna Governorate coordinate with the Ministries of Finance and Planning, for the purpose of transferring an amount of (3,000,000,000) dinars, three billion dinars only, to rehabilitate the Hussein Teaching Hospital in Al Muthanna Governorate within the exchange rate (1/12), based on the provisions of Article (13 / First) of the Federal Financial Management Law No. (6) of 2019.


By approval, the Council authorized the Muthanna Health Department to direct direct invitations to specialized companies and referrals, as an exception to government contract implementation instructions No. 2 of 2014, and standard documents.

The Cabinet gave Mrs. Amin Baghdad the authority to run the daily procedures provided that their number does not exceed the numbers of those who do not work with them for any reason from the Municipality of Baghdad within the temporary secretariat and headquarters, and that this does not result in requesting additional financial allocations for the amounts that will be allocated to the Baghdad Municipality for the year 2020 .

The Higher Committee for Health and National Safety held a meeting in Baghdad on Monday via video conferencing under the chairmanship of Prime Minister Adil Abd Al-Mahdi.


At the start of the meeting, the Prime Minister thanked frontline teams from all sectors for leading Iraq’s national efforts to combat Covid-19 and protecting the health and safety of the Iraqi people.


The Committee received a detailed briefing from the Minister of Health on Covid-19, including on the latest scientific and medical advice.


The Committee then discussed the partial lifting of the curfew which came into force last week, and its impact.


The Committee agreed to tighten several procedures to ensure continued compliance with health regulations and preventative measures, saying that more details will be released later.


The Committee underscored that current preventative measures, including the compulsory wearing of masks in public places and the ban on gatherings, remain in place.


The Committee warned that anyone violating these rules will face legal action.


The Committee called on all Iraqis to continue to stay at home, to go out only when absolutely necessary, and to comply with physical distancing rules.

Iraq’s Higher Committee for Health and National Safety on Tuesday announced measures to ensure continued compliance with the nationwide curfew, health regulations and restrictions currently in place to combat Covid-19.
The measures include:

  • Amending the hours of the nationwide curfew so that it starts from 6 PM until 6 AM Sunday-Thursday. The curfew will remain in force for 24 hours a day Friday-Saturday
  • Imposing a fine of 50,000 dinars on public transport vehicles carrying more than 4 passengers, and on saloon cars carrying more than 3 passengers. The drivers of the vehicles will also be fined if their passengers do not wear face masks
  • Imposing a fine of 10,000 dinars on each individual not wearing a face mask in public. It is permissible to wear a fabric mask provided it completely covers the nose and mouth
  • Permitting only 1 customer for every 5 square metres of space in shops and stores, and allowing only those wearing a face mask to enter such premises. Shop owners will be subject to a 100,000 dinar fine if they do not comply with these regulations, and risk their shops being closed down

The Committee directed the competent authorities to assess the impact of these measures and to report back within seven days.
The Committee said that it will take further measures and impose other restrictions if necessary. 
The Committee called on all Iraqis to continue to stay at home, to go out only when absolutely necessary, and to comply with physical distancing rules.

The Higher Committee for Health and National Safety held a meeting in Baghdad on Monday via video conferencing under the chairmanship of Prime Minister Adil Abd Al-Mahdi.

The Committee reviewed and evaluated current measures to combat Covid-19 and received briefings from the Ministry of Health, specialists and officials from relevant ministries.

The Prime Minister commended the high degree of coordination between relevant government departments and the crisis cells across the country, which he said contributed to enabling Iraq to make progress in combating the coronavirus pandemic.

‘Odd-even’ rule for vehicles

The Higher Committee decided that, based on even and odd numbered license plates, vehicles will be allowed on roads and public highways on alternate days. This measure comes into force on Tuesday 05 May 2020.

Helping families to return home

The Higher Committee discussed how to assist families who, because of curfew and restrictions on movements, have been unable to travel between Iraqi provinces to return to their home.

The Committee said it is considering easing some restrictions for one day only to enable these families to return to their home towns, adding that it will make an announcement on this issue soon.

Restarting Iraq’s cement plants

The Higher Committee also discussed plans to restart Iraq’s cement manufacturing plants to meet the needs of the local market and to maintain price stability.

Stay at home

The Higher Committee called on all Iraqis to continue to stay at home, to go out only when absolutely necessary, and to comply with physical distancing rules.

Iraq’s new Cabinet held its first regular meeting in Baghdad on Saturday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister welcomed members of the Cabinet, saying that his government will undertake the serious work to surmount the challenges facing Iraq.

The Prime Minister reiterated that a key priority of the government is to  create a safe and secure environment for early elections to take place, and to support the work of the Independent High Electoral Commission.

The Cabinet then discussed the latest health, economic and security developments.
The Cabinet decided to:


  • Authorize the Prime Minister and the Minister of Finance to release funds earmarked for the payment of pensions





  • Repeal Resolution No (97) issued by the previous Cabinet related to the suspension of expenditure





  • Approve a draft law to facilitate domestic and foreign borrowing to finance the fiscal deficit for the year 2020, and to submit it to the Council of Representatives for approval





  • Request the Council of Representatives to expedite the passage of the new Electoral Law.





  • Direct all ministries and official bodies to provide all necessary logistical and human support to the High Electoral Commission so that it can carry out its constitutional duties





  • Amend the Political Parties Law to regulate their legal status, and to ensure that their work is founded on a democratic national basis that guarantees political pluralism and democratic transformation

The Higher Committee for Health and National Safety held a meeting in Baghdad on Sunday under the chairmanship of Prime Minister, Mustafa Al-Kadhimi.
The Minister of Health provided an update on Covid-19 and briefed the Committee on the ongoing national response to combat the coronavirus.
Following discussions on current measures to combat Covid-19, the Committee decided to:

  • Amend the hours of the nationwide curfew so that it starts from 5 PM until 5 AM

  • Apply a full curfew throughout the Eid Al-Fitr holiday

  • Direct the Ministry of Transportation to set out rules to ensure the safety of people using public transport, and, in coordination with the Ministry of the Interior, to hold accountable those who break the rules


The Higher Committee called on all Iraqis to continue to stay at home, to go out only when absolutely necessary, and to comply with physical distancing rules.

The Cabinet announced the formation of the Emergency Cell for Financial Reform.

"The Cabinet held its regular session today, Tuesday, and decided to form an emergency cell for financial reform, and to form a cell to manage the financial situation in light of the current financial crisis, and to develop the necessary solutions to achieve financial reform and improve the performance of financial institutions," the council said in a press statement.

"The cell is headed by the Prime Minister and he has the authority to authorize the Minister of Finance to manage the sessions in his absence and the membership of the Minister of Finance, the Minister of Foreign Affairs, the Minister of Planning, the Governor of the Central Bank, the Prime Minister's advisers whom he calls His Excellency, the Secretary General of the Council of Ministers, and a representative of the General Secretariat To the cabinet. "

He stressed that the cell undertakes the tasks of  ensuring the provision of financial liquidity and making decisions related to financial reform through rationalizing expenditures, maximizing resources and reforming financial institutions, including restructuring and setting financing plans for reconstruction, development and investment projects, including financing resources and mechanisms outside of government spending , and Improving procedures and automating systems in financial institutions.

The Cabinet issued a number of decisions, including reducing and rationalizing the administrative structures of the state through the provision by each government agency of its vision in this field, and taking appropriate measures to legislate the laws required for the success of the e-government and the ministries and government agencies to accelerate their procedures to automate their work, especially in the area of ​​customs and tax And submit monthly reports on rates submitted to the General Secretariat of the Council of Ministers .

He also decided to assign the Ministry of Planning in coordination with the relevant authorities to review instructions for implementing government contracts to ensure updating the standards adopted in the awarding of tenders, and also to update the standards adopted in the selection of investment projects .

 
It also decided to provide the Federal Service Council with the appropriate staffing in order to take its role and exercise its tasks, and to approve the implementation of the Mobile Reconstruction Fund for areas affected by terrorist operations to implement mobile hospitals to quarantine and treat patients with HIV in areas that are agreed upon with the Ministry of Health and the governorates through a grant from The Federal Ministry for Economic Cooperation and Development through the German Development Bank, amounting to (15,000,000) fifteen million euros .

He also decided to accelerate the legislation of the general budget in line with the requirements of the financial situation, the low level of the oil price, and the diversification of budget sources . He urged the Ministry of Oil to expedite the completion of the oil and gas bill .

He decided that the Ministry of Labor and Social Affairs, in coordination with the Ministry of Planning and the Ministry of Finance, should study the expansion of the base of those covered by the Social Protection Law by improving the inclusion mechanism through demographic targeting by adopting poverty and social research data, and the study would be presented within one month.

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister told the Cabinet that this Iraqi government came to office to address the challenges facing the country, combat poverty, reduce unemployment among young people, and deliver a fair distribution of wealth.

He said ministers and government officials must not show favouritism or tolerate political interference, and that everyone must focus on implementing the government programme and on building Iraq’s state institutions.

Prime Minister Al-Kadhimi paid tribute to Iraq’s armed and security forces, saying that they had endured and sacrificed much, and that the authority of the military and security institutions must be restored.

The Prime Minister reaffirmed his commitment to protecting the right to protest, adding that he will not tolerate any act of aggression or violence against protestors, and that the government will work to fulfill their legitimate aspirations.

The Prime Minister concluded his remakes by saying that “we will not compromise on the dignity of our citizens, or the interests of our country.

Following discussions, the Cabinet decided the following:


  •  Establish the Emergency Cell for Financial Reform under the chairmanship of the Prime Minister, and with the membership of the Minister of Finance, the Minister of Foreign Affairs, the Minister of Planning, the Governor of the Central Bank, the Secretary General of the Council of Ministers, and other officials as nominated by the Prime Minister. The Cell’s mandate is to ensure financial liquidity,  agree measures to rationalise public spending, maximise resources, and propose mechanisms for reconstruction and investment projects from outside government funding streams





  • Direct government entities to submit plans for the rationalization of their administrative structures





  • Press ahead with the e-government programme and with the automation of procedures, especially in the areas of customs and tax collection





  • Conduct a review of all draft laws related to combating corruption, strengthen the role of the Integrity Commission and the Federal Board of Supreme Audit





  • Mandate the Ministry of Planning to conduct a review of the process of awarding government contracts and the basis for agreeing and selecting investment projects





  • Provide the necessary staff to enable the Federal Service Council to carry out its duties





  • Expedite the draft legislation of the general Federal Budget Law





  • Expediate the completion of the draft oil and gas law





  • Mandate the Ministry of Labour and Social Affairs to submit proposals within a month to increase the number of people entitled to social security benefits





  • Authorise the Reconstruction Fund for Areas Affected by Terrorist Operations to establish mobile hospitals to quarantine and treat patients with Covid-19 in regions to be agreed with the Ministry of Health, and to fund this project through the grant from the German Development Bank


The Cabinet also discussed proposals for a freedom of information law and other policies.

During its second regular session headed by Prime Minister Mustafa Al-Kazemi yesterday, the Council of Ministers decided to reduce and rationalize the administrative structures of the state, and while it formed the Emergency Cell for Financial Reform and Managing the Financial Situation in the Light of the Current Crisis, directed the Ministry of Labor and Social Affairs in coordination with the Ministry of Planning and Finance to study the expansion of the base covered by law Social protection.

A statement of the Prime Minister’s Office received by Al-Sabah stated that “Al-Kazemi opened the session with a speech in which he affirmed that this government is the government of difficult challenges, the most important of which is the economic challenge, the fight against poverty and unemployment among young people, and the fair distribution of wealth.” Calling “ministers and government officials to move away from compliments, favoritism and political interference. And work to develop state institutions, not political action. "



The Prime Minister reiterated his "protection of the right to demonstrate and intolerance of any aggression against the demonstrators, and that the government aims to achieve their legitimate aspirations," noting by saying: "We will not be courted at the expense of the dignity of the citizen and the interests of the nation, and we will work to save what can be saved, confront crises and diversify state resources."



On the work of the armed forces, Al-Kazimi stressed, according to the statement, that "the heroic army and security forces have endured a lot, and the prestige of the military and security institutions must be restored."
The Cabinet issued a number of decisions, including: -



1. Reducing and rationalizing the administrative structures of the state by providing each government agency with its vision in this field.



2. Take appropriate measures to legislate the laws required for the success of the e-government, and for ministries and government agencies to expedite their procedures to automate their work, especially in the area of ​​customs and tax, and to provide monthly reports on rates submitted to the General Secretariat of the Council of Ministers.



 3.Re-examination of the draft laws related to fighting corruption, and by activating the measures to combat it and strengthening their effectiveness, and emphasizing on strengthening the role of the institutions concerned with that from the Integrity Commission and the Federal Financial Supervision Bureau in coordination with the General Secretariat of the Council of Ministers.



4. Emphasizing the freedom to exchange information and the right to obtain it by expediting the legislation on the right to obtain information. 



5. Assigning the Ministry of Planning in coordination with the concerned authorities to review instructions for implementing government contracts to ensure updating of the approved standards in the awarding of tenders, and also to update the approved standards in selecting investment projects.



6. Providing the Federal Service Council with the appropriate staffing in order to take its role and exercise its functions.



7. The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister told the Cabinet that the government is determined to overcome the security, economic and health challenges facing the country, and urged all state institutions to work as a team to combat corruption and cut red-tape.

The Cabinet discussed Iraq’s national efforts to combat Covid-19, and received a briefing from the Minister of Health who reiterated the importance of continuing to follow official health advice, social distancing measures and abiding by the curfew.

The Cabinet discussed measures to mitigate the effects of the economic crisis on citizens, cut the deficit and maximize non-oil revenues.

The Cabinet authorised the Ministry of Finance to borrow to address the financial deficit caused by low oil prices.
Following discussions, the Cabinet decided to:


  • Authorise the payment of the salaries of state employees for May in full

  • Declare 21 – 28 May as Eid Al-Fitr holiday, and impose a total curfew during this period

The Higher Committee for Health and National Safety held a meeting on Wednesday, under the chairmanship of Prime Minister, Mustafa Al-Kadhimi.

The Committee reviewed measures to combat Covid-19, the latest reports from Baghdad and the provinces, and the level of compliance with the nationwide curfew and other restrictions.

The Prime Minister underscored the importance of following official  health advice and guidelines, and of complying with the partial curfew in force now, and with the total curfew which will come into effect during the Eid Al-Fitr holiday, calling on the security forces to enforce these restrictions.

The Prime Minister urged all Iraqis to follow official advice to keep themselves, their families and communities safe, and to avoid overwhelming the health system so that it can continue to provide care not just to Covid-19 patients, but to all patients especially those with chronic diseases.

The Committee also discussed administrative arrangements related to the movement of equipment to power stations and to ending the import of a number of agricultural crops in which Iraq is self-sufficient.

Prime Minister Mustafa Al-Kadhimi chaired on Saturday a joint meeting of  the Higher Committee for Health and National Safety and the parliamentary Covid-19 crisis cell.

At the start of the meeting, the Prime Minister paid tribute to Iraq’s health teams for being on the frontline during the current health emergency, and to Iraqi security forces for supporting Iraq’s national effort to combat Covid-19.

The Prime Minister thanked Iraqi families for observing the curfew and complying with other restrictions during this very challenging period.

Following discussions, the joint meeting agreed a number of measures, including:


  • Extending the nationwide curfew in Iraq until 06/06/2020. Grocery stores, bakeries and pharmacies are exempt, provided that no more than five customers are allowed into such premises at any one time, and that both staff and customers wear face masks

  • Restaurants to remain closed, but are allowed to offer home delivery service

  • All ministries will remain closed during this period, except for the ministries of Health, Electricity, Agriculture and Water Resources, as well security ministries and municipality services

  • The wearing of face masks in public remains compulsory, with fines for those who fail to comply

  • Domestic flights remain suspended, as are flights to and from Iraq

  • The security forces are directed to strictly enforce these measures in cities and towns, and within neighbourhoods




The joint meeting underscored the importance of all citizens continuing to follow official health advice and physical distancing guidelines, and to comply with the curfew to keep themselves, their families and communities safe.

The Iraqi government says Iraq faces an immediate challenge caused by the decline in oil prices and the impact this has had on the economy and fiscal liquidity.

Officials say that the impact of the fall in oil prices is compounded by other weaknesses caused by decades old policies of a command economy, and by the approach to the economy by successive Iraqi governments over the past seventeen years.

These policies, they add,  have led, amongst other things, to an exponential increase in the size of the public sector, low levels of private investment, mismanagement and administrative corruption.

According to official figures, salaries and staff allowances in the public sector constitute approximately 60% of public spending, and this does not include other expenditure on daily activities of ministries, while spending on investment projects represents 2% of the budget.

The figures show that the number of people employed in the public sector in 2005 was around 850,000, but the number of state employees has risen to more than 3 millions now, and this figure does not include contract employees or those on daily rates, costing Iraq US$36 billions annually, a ten-fold increase from US$3.6 billions annually a few years ago.

The new Iraqi Cabinet announced the establishment of the Emergency Cell for Financial Reform to lead the response to the crisis, under the chairmanship of the Prime Minister, and with the membership of the Ministers of Finance, Foreign Affairs, Planning, the Governor of the Central Bank, the Secretary General of the Council of Ministers, and other officials as nominated by the Prime Minister.

The Cell’s mandate is to ensure financial liquidity, agree measures to rationalise public spending, diversify resources, and propose finance mechanisms for reconstruction and investment projects from outside government funding streams.

As well as rationalising public spending, the new Iraqi government says it will embark on an economic reform programme in Iraq that includes:


  • Supporting the expansion of the private sector and encouraging investment

  • Introducing automation and simplifying procedures in the public sector

  • Adopting a single budget account to monitor spending by ministries to reduce waste and corruption

  • Expanding the electronic payment system for salaries, and pressing ahead with the e-government project

  • Rebalancing Iraq’s economic relations with all neighbouring countries



Earlier this month, the Minister of  Finance, Ali Allawi, said that cutting spending was essential, and that this will include reductions to the the benefits and allowances of state employees, including those of senior officials, but he stressed that the basic salaries of employees will not be reduced, and that any cuts will not include employees or pensioners who earn 500,000 dinars or less a month.

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister briefed the Cabinet on his visit to Kirkuk and his meetings with military commanders overseeing Operation Iraq Heroes – Victory of Sovereignty to hunt down terrorist remnants in the province.

The Prime Minister told the Cabinet that the Iraqi Armed Forces will continue to pursue terrorists, and that the Iraqi government will take the necessary action to protect Iraq’s security and stability.

The Cabinet received briefing from the Minister of Health on the Covid-19 health emergency, and from the Minister of Finance on the current financial and economic challenges facing Iraq.

The Cabinet agreed to hold a special meeting at a later date to discuss the financial crisis, and to agree measures to address it.

The Cabinet also discussed the impact of Covid-19 and the measures to contain it on students, and on their progression through the education system.

Following discussions, the Cabinet approved a measure to allow, for this academic year (2019-2020), students at stage 6 of primary education to progress to stage 1 of intermediate education based on their half-term exam scores.

Prime Minister Mustafa Al-Kadhimi chaired on Saturday a meeting of the Higher Committee for Health and National Safety.
At the start of the meeting, the Prime Minister paid tribute to Iraq’s health teams and security forces and thanked them for their hard work during the Covid-19 health emergency.
The Prime Minister called on all Iraqis to remain vigilant, abide by the curfew, follow official health advice and physical distancing rules, and avoid gatherings.
Following discussions, the Higher Committee for Health and National Safety decided to:

  • Extend the nationwide curfew until Saturday 13/06/2020

  • Impose a partial curfew between 6 PM and 5 AM from Sunday 14/06/2020

  • Impose a curfew for 24 hours a day every Thursday, Friday and Saturday

  • Maintain the ban on all gatherings in all their forms

  • Maintain the ban on travel within provinces


The Committee also decided that:

  • Parks, cafes, cinemas, malls, sport centres, private teaching institutes, swimming pools and shops to remain closed, except for food stores, bakeries and pharmacies which remain exempt

  • Restaurants will also stay closed, except for home delivery services

On Sunday, Prime Minister Mustafa Al-Kazemi chaired the special session of the Council of Ministers, devoted to discussing financial and economic reform.  



The Information Office of the Presidency of the Council of Ministers said in a statement, "People" received, a copy of it, (June 7, 2020), that "the Council of Ministers held an extraordinary session headed by Prime Minister Mustafa Al-Kazemi, to discuss financial and economic reform."  



The stifling financial distress raises concern in light of the government's lack of wide options to confront it, which led it to open the file of double salaries and financial reforms, which could mean entering into an "early conflict", according to specialists.  

And former officials indicate, according to a press report followed by "NASS" Monday (1 June 2020), that the file is very thorny and "dangerous" and may mean "fueling the street", especially as there are categories that receive three salaries and perhaps more, while specialists estimate the amount of financial spending in The issue of multi-salaries and aliens about 15 to 18 trillion dinars (12.5-15 billion dollars) annually.    



[size=20]Regarding the proposed solutions to the file, Judge Raheem Al-Okaili proposed that the political prisoners ’privileges be completely abolished, without recovering the compensation that was paid to them, indicating that these compensation were supposed to be paid for only ten years, according to the Political Prisoners’ Law in its first legislation in 2006.

The Iraqi government’s leadership is moving within the framework of discussing the issue of financial reforms in conjunction with the economic crisis that surrounds the country, in light of the decrease in resources due to the large drop in oil prices.    
Prime Minister Mustafa Al-Kazemi entered into an early conflict with the politically-supported multi-salary group, as his Financial Reform Commission discussed, on Saturday, May 30, financial reforms and a solution to the issue of double salaries and pensions.  
  
Al-Kazemi directed, according to a statement of the committee, "to make the necessary reforms in accordance with the principle of achieving social justice, by addressing double salaries and pensions for the detainees of Rafha and a group of residents outside Iraq who are receiving other salaries."  
  
In conjunction with the government movement, the head of the "Committee of Martyrs, Victims and Political Prisoners" in the Iraqi parliament, Abdul Ilah Al-Naeli, launched a harsh crackdown on the Prime Minister, saying that this measure is "contrary to social justice."  
  
He added in a statement, "The employee's salary is the employee's right because he provides service to the citizens and the state, while the salary of the martyr, wounded or imprisoned is the right of the sacrifice he made and approved by the laws in force and is for a limited period and not absolute."  
  
He pointed out that "the salaries of the repressive apparatuses whose number may reach 551 thousand and their imaginary salaries may reach 3 trillion dinars (2.5 billion dollars) annually, as well as the salaries of the Egyptians and the Palestinians," were not touched, asking, "Are these more important than the families of martyrs, victims and prisoners?" In order for their salaries to continue and be cut off from the deprived and the Mujahideen. "   
 
On the other hand, Haneen Qaddo, a member of the “Al-Fateh” coalition, said, “The Prime Minister has no authority to cancel the double salaries or the salaries of the beneficiaries of the Rafha law, because these salaries were legislated according to a law, and they are not canceled or amended except through a new law that is voted on Parliament. "   
 
  
Rafha Law  
This issue, in particular the so-called "Rafha Law", has always caused great controversy in popular and political circles, as protesters consider the law "an embodiment of the absence of social justice and the fair distribution of wealth." It also allows its beneficiaries to obtain more than one salary at the same time, in addition to their high salaries, compared to their peers who are not beneficiaries of the law.   
 
It seems that Al-Kazemi went early to start a confrontation that could open a political struggle with him.    
It is expected that many groups benefiting from this law will fuel a conflict with the Al-Kazemi government, at a time when observers express their belief that these groups represent a permanent electoral base for some political parties.
    
Meanwhile, the most prominent question remains regarding Al-Kazemi’s ability to win this struggle, which previous prime ministers were unable to address. Observers believe that what limited his predecessors ’ability to talk about these privileges is that deputies in their blocs belong to those groups that provide them with an electoral credit. As for Al-Kazemi, he does not belong to those groups and is not related to a mass of this type, which may allow him to move in This framework, but that does not make it far from political pressure from some blocs.    
  
Parliamentarians with more than one salary  
Meanwhile, member of the Finance Committee Ahmed Hama Rashid said in an interview with "The Independent Arabia", "In 2015 we tried to cancel these concessions, but the protests came from parliamentarians who receive more than a salary," adding that "the attempts continued in 2016 and 2017, but they did not succeed." ".   
 
He added, "There are parties, if they cannot argue over this issue, that go to provoke the street by talking about the martyrs, their rights and their families."   
 
He continued, "This is not the main issue in providing resources, but the government would like to address larger issues." 
   
  
Allocations and benefits in billions  
Economic specialist Majid Al-Suri estimated that "the amount of financial spending in the case of multi-salaries and space is about 15 to 18 trillion dinars (12.5-15 billion dollars) annually. There are those who receive up to four salaries officially."  
  
He added to "The Independent Arabia", "There is a waste of public funds and a lack of transparency in official figures and not following the salary scale, in addition to that the number of employees in the public budget is less than 3 million people, while in practice they are 4.5 million, because contracts, procedure and self-financing are not counted ".  
  
He pointed out that "according to the estimates of the Financial Supervision Bureau in 2012 after interviewing a small part of the official circles, it was discovered that about 24 thousand people receive more than one salary, including those who receive five salaries", noting that "it is not possible to know the number of aliens."  
  
Al-Suri estimated that "about a million people receive more than one salary or aliens in the state administration."   
 
He concluded that "undocumented official accounts show that the total salaries and benefits in the budget amount to 67 trillion dinars (55.8 billion dollars), 65 percent of which are allocations, privileges and benefits up to 45 trillion dinars (37.5 billion dollars)."    
  
250 thousand multi-salary  
In a related context, professor of economics Abdul Rahman Al-Mashhadani revealed that "since 2016, the International Monetary Fund has alerted to the issue of double salary for state employees. He pointed out that there are about 250 thousand people who are paid three salaries."  
  
He added to "The Independent Arabia", "The salaries of these groups came according to parliamentary legislation, and they were calculated doubly, starting from about a thousand dollars as a minimum," noting that "this created a gap in social justice."  
  
He continued, "176 trillion dinars, or about 147 billion dollars, is recycled from the budgets of previous years, including more than 112 trillion dinars (94 billion dollars) as advances to the state departments and ministries, and the remaining 64 trillion dinars (53 billion dollars) as surpluses for years between 2004 - 2018, "noting that" these funds disappeared and were not returned to the state budgets or payment of their receipts. "    
 
 
Allocations rise without assignments  
Al-Mashhadani revealed that "the other problem is related to salary and wage allocations, which rise annually by about 4-8 trillion dinars annually (3.3 - 6.7 billion dollars), while appointments have stopped since 2013, while the Ministry of Finance announced that the amount of bonus bonuses is about one trillion dinars ( 838 million dollars). "   
 
He continued, "The allocations of the social welfare network in the actual budget for 2019 amounted to about $ 10 billion. While the number of beneficiaries amounts to one million and 380 thousand beneficiaries with salaries amounting to about 75 thousand dinars (62.5 dollars) per person."    
  
Enrichment at the expense of public money  
On the other hand, the former head of the Integrity Commission, Judge Rahim al-Aqili, said that "transitional justice, especially with regard to those affected, is supposed to compensate them for harm, and this is not necessarily supposed to be associated with duration, unless the period is an essential element in reparation of harm."  
  
He explained to "Independent Arabia" that "what happened in the case of political prisoners, Rafha and others who were compensated, is an exaggeration of privileges to the extent of overcoming reparation, so that enrichment has become at the expense of public money, while other layers suffer poverty and lack of sources of livelihood", indicating "These damages violate the fair distribution of wealth, which is a constitutional principle."    

He pointed out that "the Law of the Political Prisoners Association in its first legislation in 2006, was supposed to continue that the pensions under it for a period of only ten years, ending in 2016, but it was amended in 2013 to become 25 years and this is very exaggerated."    

He added that "pension salaries are rights for those who pay deductions for the state and a type of insurance, and employing them in another way is considered a legal problem and a violation of the rights of the employee class, especially as the pension fund funds accumulated from deductions paid by these people."    

He revealed that "the salaries of political prisoners and others are paid by the Ministry of Finance from the public treasury, as well as another budget allocated to the Prisoners Corporation through which other benefits are paid," adding that "pension salaries only for those who are fired and political prisoners amount to about 1.2 trillion dinars (billion dollars), without The rest of the franchises. " 
   
He pointed out that "the legal solution is to abolish these privileges completely, because they took from the concessions what the repercussions they had received, compared to the millions of poor people who do not find the livelihood of their day, in addition to the fact that the foundations of compensation are not equal between them and the victims of terrorism and military operations."    [/size][/size]

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister told the Cabinet that the new government intends to implement a comprehensive reform programme that will mark the beginning of a new phase for Iraq and puts the country on the right path.

The Prime Minister added that that the government is acutely aware of the difficulties faced by many Iraqis, is determined to respond to their demands, and fulfill  their aspirations, saying that “we have no option but to succeed.”

The Minister of Health briefed the Cabinet on the latest Covid-19 developments and outlined measures to strengthen Iraq’s capacity for rapid screening for the coronavirus.

New spending priorities
The Deputy Prime Minister and Minister of Finance, Ali Allawi, presented a detailed report on the current financial situation and the proposed fiscal and economic reforms.

Following discussions, the Cabinet agreed to change public spending priorities as part of the government economic reform programme.

The new spending priorities will affect the salaries of senior public sector staff, those who receive two salaries from the state and the pensions paid to the former detainees at Camp Rafha, and to former employees of the dissolved entities of the previous regime.


The Cabinet approved a draft law to ratify the Double Taxation Agreement between the Republic of Iraq and the State of Kuwait.

, the Iraqi cabinet agreed to authorize Finance Minister Ali Abdul Amir Allawi to negotiate 5 loans to finance investment projects in the field of electricity.

The value of the loans exceeds one billion and 100 million euros, in addition to a loan of 120 million euros, all from European and international banks.

A cabinet statement said that during its regular session, today, Tuesday, headed by Prime Minister Mustafa Al-Kazemi, it was authorized to authorize Minister of Finance Ali Abdul Amir Allawi to negotiate and sign investment projects loans, according to the provisions of Article (80 / VI) of the constitution.

The loans that Mazzan News / and all of which were used to finance electricity projects included a "project for the implementation and completion of (8) turbo-cooling units, and the preparation and supervision of (32) other refrigeration units at an amount of (70800000) euros, only seventy million and eight hundred thousand euros, from a company German Siemens for the benefit of the Ministry of Electricity, financed by the German bank Cumber, and with the guarantee of the German Export Guarantee Corporation (Hermes).

Likewise, a loan project for the installation, installation and operation of (9) gas turbines for the Wasit power station in the amount of (362 million) euros, only three hundred and sixty-two million euros from the German Siemens company for the Ministry of Electricity, with funding from the Standard Gartard Bank and with a guarantee from the Swedish Export Guarantee Corporation (EKN). .

The regulations also included "a loan for the rehabilitation project of health services infrastructure with an amount of (185000000) euros, only one hundred and eighty five million euros, for the benefit of the Ministry of Health, with funding from the German Development Bank KFW."

The German Development Bank, KFW, will also finance the "loan project for the rehabilitation of infrastructure for the second phase electricity, with an amount of (400,000,000) euros, only four hundred million euros, for the benefit of the Ministry of Electricity."

The regulations also included "the multi annual maintenance project loan / fourth stage with an amount of (120,000,000) dollars, only one hundred and twenty million dollars, which is executed by the American company GE with funding from an international bank, and with the guarantee of the British Export Guarantee Agency UKEF."

It also included "the loan of the project to rehabilitate the Babylon power station 400 KV, at an amount of (38,000,000) euros, only thirty-eight million euros, which is executed by the Swedish company ABB, funded by the JPMORGAN Bank, and with the guarantee of the Swedish Export Guarantee Corporation (EKN)."
