The subject proposed by Kazakhstan reflects the evolution of the development and strengthening of the interaction between the countries of Europe and Asia in order to guarantee a safe and sustainable development of Eurasia.

Eurasia is a pillar of the modern world. It is the largest continent, accounting for 65% of the world's population, 75% of energy resources and 40% of global GDP.

At the same time, the diversity of economic systems, the considerable imbalance in the level of development between the parts of the continent, as well as the growing tendency towards regionalization, prevent us from describing Eurasia as a single economic entity.

The current level of economic and commercial interdependence requires closer interaction of all and taking into account the interests of the Eurasian countries.

Kazakhstan's main message is to position Eurasia as a platform to test a fundamentally new model of partnership based on a common and collective solution of emerging disagreements among certain states, as well as to face common challenges.

The first president of Kazakhstan, Nursultan Nazarbayev, announced for the first time the idea of Eurasian integration in 1994. After several stages of development, it is implemented today in the form of the Eurasian Economic Union ( UEE). This year marks the 25th anniversary of its Eurasian integration initiative.

The strategic initiative proposed by Nursultan Nazarbayev for the creation of partnerships across the Eurasian continent was then enshrined in the 2010 Astana Declaration of the Organization for Security and Co-operation in Europe (OSCE). OSCE participating States have declared their commitment to the principle of a common and indivisible Euro-Atlantic and Eurasian community.

In 2015, in his address to the United Nations General Assembly, the First President of Kazakhstan proposed the creation of a Greater Eurasia, which involves bringing together the Eurasian Economic Union, the Economic Belt of the Road of the silk and the European Union. integration project.

The unprecedented project of Greater Eurasia calls for the harmonization of the efforts of these entities and initiatives, including the liberalization of commercial relations between their participants, the joint development of transport corridors, the diversification of the energy sectors, the development of investment cooperation and other issues of economic interaction.

In April, at the Second Forum on International Cooperation between Beijing and the Beijing Belt, Nursultan Nazarbayev called on the international community to create a new geopolitical reality of 2019D, which proposes the creation of the Three Dialogues.

The first dialogue is needed at the global level between the United States, Russia, China and the European Union.

The second dialogue is needed at the Eurasia level to bring together the capabilities of the Conference on Interaction and Confidence Building Measures in Asia and the Organization for Security and Cooperation in Europe.

The third dialogue would be a systemic economic dialogue between the Eurasian Economic Union, the European Union, the Shanghai Cooperation Organization and the Association of Southeast Asian Nations. The development of economic cooperation in such a format can, on the one hand, give a powerful impetus to the development of our countries, to the growth of the economies and to the improvement of the well-being of the citizens. Second, it can create new sources of diversification, enhance competitiveness, improve the business climate, and increase the attractiveness of states for investment. Third, it can turn into a call to strengthen the global role of Greater Eurasia.

The launch of these dialogues is in the common interest of all European and Asian countries and will contribute to the formation of interconnections for a sustainable future of a united Eurasia.

Therefore, the main objective of the fourth meeting of Speakers of parliaments of Eurasia is to establish a direct multilateral dialogue between the heads of legislative bodies of Europe and Asia, as well as the heads of the organizations international and interparliamentary level, in order to deepen cooperation in the Eurasian area.

The role of parliaments in identifying key areas for the political and economic development of states will serve as a sound basis for the search for common points of interaction and mutually acceptable solutions at the regional and continental levels.

The main elements of the agenda may include:

First, the coordination of the basic principles of the economic development of the Eurasian space.

The main objective is to fully realize the integration potential of the Greater Eurasia, notably through the development of transport and transit infrastructure, the intensification of trade, the expansion of industrial and innovative cooperation - the arrival a "moment of Eurasia", a unique combination of international relations. political and economic circumstances.

Secondly, discussion on the algorithm of a dialogue through cultural and humanitarian links and the development of interparliamentary interaction in the Eurasian space.

If we look at the history of the event, the initiators of this forum are the State Duma of the Federal Assembly of Russia and the National Assembly of Korea. The three previous meetings were held in Moscow (2016), Seoul (2017) and Antalya (2018) and have become an effective platform for discussing topical issues regarding cooperation in the interests of sustainable development and the good -being Eurasian countries.

The number of participants increases each year. The delegations of the 19 countries attended the first meeting in Moscow, the country delegations 26 at the Seoul meeting, while the countries 38 were represented in Turkey.

At present, the international parliamentary event of such a level will be held in Kazakhstan for the first time.

Heads of parliaments of European and Asian countries 84 and heads of international and interparliamentary organizations 16 were invited to the Nur-Sultan forum.

We are currently working on serious organization and preparation. So far, parliamentarians from more than 50 countries have confirmed their participation, including speakers from over 40 countries. All international organizations 16 have confirmed their attendance.

The participation of influential parliamentarians from Europe and Asia in this forum will be an opportunity to exchange views on current development issues, as well as to find a vision and practical recipes for moving towards sustainable win-win model for Eurasia.

We hope that the outcome of the discussion will be the adoption of the final document, the joint declaration of the presidents, which will reflect the views of parliamentarians on the further development of the Eurasian continent on the path of our common future.

Ultimately, the upcoming forum will contribute to strengthening global interaction and cooperation in Eurasia and the development of interparliamentary contacts and partnerships.
