...we as a team feel that the cabinet is what is about to be presented to the citizens of Iraq. Then we feel a rate because Kurdistan is happy with the mathematics of the budget for article 140. That is the key telling us the rate is approved and ready to come out. Then the third thing would be a budget. Cabinet. Rate. Budget. Or give us the cabinet and then give us the rate and budget together. That is the sequence we are studying right now...
