Following the defeat of ISIS, Iraq is now at a crossroads, facing major challenges on two fronts: security and the economy. The Iraqi government is working hard to revive, boost, and develop the Iraqi economy, concurrently working on the stabilisation of the security environment. To achieve this difficult but not insurmountable task there are multiple hurdles to overcome. This has not been helped by volatile geopolitics. Further, ISIS still represents a threat despite its territorial defeat. The Iraqi economy is still at the mercy of fluctuating oil prices.
Iraq’s political leadership is undergoing efforts to open up the Iraqi economy to investors worldwide, aiming to build on the defeat of ISIS by becoming a hub for trade and investment. It is stepping up its efforts to become the second largest producer of oil within OPEC. Iraq is recovering and is leading the way to a more secure and prosperous region.
To discuss these aspects of Iraq’s economy and security, in addition to the geopolitics and economics of the region, The Rafidain Centre for Dialogue (RCD) is honoured to announce the upcoming RCD Security and Economic Forum to be held in Baghdad on 26-28th Sept 2019 at the Babylon hotel.

The event attracted major media attention throughout the world in both English and Arab speaking media outlets. In excess of 750 delegates attended the event.

Al-Rafidain Forum for Security and Economy kicked off yesterday with a large local and international conference that will last for three days. .
Speaker of the House of Representatives Mohammed al-Halbousi talked about security and economic commonalities in relations between countries, and their important role in strengthening these relations, and the positive role of common interests by promoting ways of cooperation.

He pointed to "the existence of projects under design, including gas exploration in Western Sahara, exploration and development of border fields with Iran and Kuwait, and the development of marketing capabilities through the establishment of refineries in cooperation with other countries."

Mr. Hassan Karim al-Kaabi, member of the Presidency of the Council of Representatives, counting on oil in support of economic resources in the country is a “big mistake”, stressing that the House of Representatives has initiated two important laws in this framework, namely, “The law of industrial cities and the amendment of the Companies Law” and also seeks to pass a package of legislation To adopt a neutral and balanced policy that will provide an attractive and supportive investment environment to build and diversify the wealth and non-oil resources of “agriculture, tourism, industry and trade” as well as to establish partnerships with the private sector.
Al-Kaabi stressed during his attendance on Saturday, 28 September 2019, one of the sessions of the Rafidain Forum for Security and Economy in Baghdad under the title "Iraqi economy .. axis of the regional economy", the need for all political forces to activate their electoral programs, including support for the national economy, while praising the administrators of the Forum, Calling them to maturity of all visions and proposals during the sessions and send them to the House of Representatives and its competent committees to activate them and the possibility of implementation with the relevant executive bodies.
The meeting was attended by Mr. Salim Chalabi, Advisor to the Prime Minister, Mr. Jawad Al-Anani, Former Deputy Prime Minister of Jordan, Mr. Hussein Al-Qarra Goli of Deutsche Bank, and the Turkish Ambassador to Iraq, Mr. Faleh Yildiz.

" Hussein said during his hosting at the "Rafidain Forum": It "began to restructure the Iraqi economy by activating the sources of non-oil imports and reform of banks and government institutions and create jobs for young people and support local governments to improve the quality of services.

[rtl]I returned from Baghdad to Amman, after spending three days at a conference organized by the Rafidain Center for Dialogue entitled "Security and Economy" under the slogan "Iraq is recovering." Two key topics were discussed at the conference: security in Iraq, where it arrived? What are the challenges ahead ? Such as the integration of the Popular Mobilization into the regular army. [/rtl]
[rtl]The conference focused on the economic dimension, where it discussed important issues such as attracting investment, trade with the neighborhood, and how to stimulate the Iraqi economy to play a pivotal role in the region.
Officials and specialists represented Arab, Islamic and foreign countries. Of these, I am reminded of delegates from Kuwait, the UAE, Oman, Lebanon, Jordan, Turkey, Iran, Malaysia, the United States, the United Kingdom, France, Germany and China, as well as representatives of international organizations.
The Iraqis participated strongly in the conference, which was attended by about 200 people, and the attendance did not interrupt the sessions over time. The number of sessions was eight, the number of workshops was four, and the number of meetings with leaders was four.
The Iraqi side focused on important matters, the most important of which is that Iraq wants to assert its independence in the resolution, especially from both Iran and the United States.
Methodological points were raised at the Conference on the relations between the sectarian components.[/rtl]
[rtl]In an intervention by a well-known Kuwaiti figure, Saad bin Taflah, a former minister of information and university professor, the debate in Iraq with Daesh was titled State versus Caliphate.
A senior Shia scholar intervened to say that the only caliph who applied Sharia, as stated in the Qur'an and the Sunnah, was one, and the other three formed opinions that were not derived from the two main sources. He said that the burning of Da'ash, the Jordanian war pilot, Muath Kasasbeh, was not based on the Qur'an or Hadith, but was based on the work of Caliph Abu Bakr al-Siddiq.
Hence, sectarianism in Iraq carries ideological complications and opens the door to sectarian differences between Sunni and Shiite imams. The great disparity in reading history and differences over references, especially in modern science and the foundations of measurement and diligence, will be a source of problem in the future.
But many of Iraq's Arab Shiites, as well as Sunnis, are beginning to be fed up with this debate, arguing that it is this persistent ideological dispute that gives Iran the excuse to stay in Iraq, influence its policies, and keep the Hashd as it is.
One Iraqi speaker responded that we could not allow the Popular Mobilization to be compromised, or to undermine its existence as an independent organization.[/rtl]
[rtl]An Iraqi government official refused. He said that the crowd had been found to the end, and the end had disappeared. In addition, the budget of the crowd is ten billion dollars, and the Iraqi people pay these funds, and the right of its representatives in the House of Representatives to ask how to spend.
This issue seems to be the focus of the conflict between the government headed by Adel Abdul Mahdi, which seeks to reorganize all Iraqi institutions within a single institutional framework, allowing the issuance of clear laws, investment legislation and development, and enables Iraq, rich in resources to devote these resources to make Iraq a diversified economy amazed among opponents So.
Iraq has large debts amounting to about $ 150 billion, most of which are internal, and the external ones are about fifty billion, or 25% of GDP.
But Iraq 's foreign currency income reaches 99% from a single source, oil. Since oil income goes to the public budget, and constitutes about 90% of it, the budget achieved a surplus of $ 26 billion last year (2018).
The Western-Iranian conflict in Iraq is clear. He wants to develop his production, increase the production of his industries and invest his agricultural, tourism and mineral potential.
But the story is that this internal conflict must end. Iraqis are well aware that those who fought terrorism with him want to regain their costs. The Iraqis want the proxy wars in their country to end, get rid of these sectarian arguments, and give the opportunity to renegotiate with Iran and its exit from Iraq, and with Turkey to get its troops out of the north, and give them their fair share of the Tigris and Euphrates waters.
