Prime Adil Abd Al-Mahdi held talks in Berlin today with German Chancellor Angela Merkel on strengthening the strategic partnership between Iraq and Germany, the economic development and reconstruction of Iraq as well as regional peace and security.
Prime Minister Abd Al-Mahdi arrived in Berlin on Monday for his first official visit to Germany since taking office in October 2018.
The Prime Minister is accompanied by a high-level delegation including the Ministers of Foreign Affairs, Trade, Electricity, Construction and Housing, the National Security Adviser and a number of other officials.
During the visit, the two sides will sign several agreements and MoUs covering several areas including energy, economic cooperation and trade.
Prime Minister Abd Al-Mahdi will also visit Paris for talks with the French President, Emmanuel Macron.

The agency "Economy News", details of the agreement between Iraq and the German company Siemens to repair electricity and add 11 thousand megawatts over the next four years.
In the presence of Prime Minister Adel Abdul Mahdi and German Chancellor Angela Merkel, the Iraqi Ministry of Electricity, at the headquarters of the German Chancellery in Berlin, concluded with the German company Siemens on Tuesday, 30/4/2019, the agreement to implement the roadmap for the development of the electricity sector in Iraq.
Like the Iraqi Ministry of Electricity, Minister Luay Khatib, and the German company, its chief executive and chairman Joe Kaiser.
"After decades of challenges in the power supply portfolio, poor sanitation and lack of services, this efficient map will pave the way for economic, social and service development in Iraq," the Electricity Ministry said in a news release.
"This agreement marks the beginning of a strategic relationship between the Republics of Iraq and Germany, starting with the energy and economic affairs file. The map will develop a comprehensive concept for the electricity sector in Iraq (production, transportation and distribution) (650,000) million euros, will add to the national electricity system capacity of up to (11 thousand) megawatts, as well as the processing of many transformer stations (400, 132) KV, and power transmission lines, as required by the Ministry of Electricity " .
"In addition to the addition and implementation of smart grid distribution project in selected areas, as a basis for the development of networks in all governorates of the country, it was agreed to continue negotiations on the projects specified in this map to improve the terms of the agreement, including prices to get the best, That these projects collide with the work of other firm companies or limit their opportunities to invest in energy in Iraq. "
He added that "the paragraphs of the agreement confirmed the implementation of three-year, short (accelerated) one-year, was concluded by the amount of (700) million euros, which will include the processing (13) transformer station (132) KV, and cooling systems for production stations, (750 MW) to the system, while the second phase (medium range) is two years long and the third stage (long term) is four years. "
The ministry pointed out that the aim of this agreement is to provide promising job opportunities and invest the Iraqi cadres, develop them and create a promising private sector to build a profitable and profitable national network that manages the state budget and reduces the risks to the minimum acceptable standards.

"The roadmap presented by Siemens to refuel Iraq with electricity consists of short-, medium- and long-term plans of action designed to meet the reconstruction goals of Iraq and support the requirements of economic development in the country," the company said.
"The economic feasibility of the plan will generate billions of dollars in cash savings from fuel economy and additional revenue in the energy sector," the company said. "The company is drafting several scenarios to create tens of thousands of jobs over the period of implementation of these projects."

Siemens offered the plan to Baghdad in February 2018, and includes the construction of 13 new substation stations concentrated in the south of the country.

Germany’s Siemens and the Iraqi Ministry of Electricity have agreed on the award of contracts valued at approximately EUR 700 million for Phase 1 of their “Iraq Roadmap“, covering short-, mid- and long-term addition of new highly-efficient power generation capacity, rehabilitation and upgrade of existing plants, and the expansion of transmission and distribution networks.
The agreement builds on the exclusive Memorandum of Understanding signed between the ministry and Siemens in October last year, and outlines the specific projects, associated budgets and timelines for the execution phase, covering all essential elements of the electrification of Iraq.
The document was signed by Joe Kaeser (pictured), President and CEO of Siemens AG, and Luay al-Khatteeb, Iraq’s Minister of Electricity, in Berlin in the presence of Adil Abdul-Mahdi, Prime Minister of Iraq and Angela Merkel, Chancellor of the Federal Republic of Germany.
Projects include the EPC construction of a 500 megawatt gas-fired power plant in Zubaidiya; the upgrade of 40 gas turbines with upstream cooling systems; and the installation of 13 of 132 kilovolt substations along with 34 transformers across Iraq.
The ‘Siemens Roadmap for the Electrification of the New Iraq’ is a series of short, medium and long-term plans designed to meet the reconstruction goals of Iraq and support the country’s economic development. Along with the electrification scope, Siemens had also committed to the donation of a smart health clinic, a 60 million US-dollar software grant for universities of Iraq, and the training of more than 1,000 Iraqis in vocational education.
The clinic will be equipped with the company’s medical devices to make healthcare more accessible to Iraqis and will support the rehabilitation of populations in liberated areas of the country, with the capacity to treat up to 10,000 patients per year. As for the grant, it will empower local university students with the digital skills essential for the future.
The economic viability of the plan is secured by billions of US dollars in potential fuel savings and revenue generation for the electricity sector. The company also envisions the creation of tens of thousands of jobs over the course of the projects. The roadmap focuses on energy, education, compliance and financing, aiming to advance sustainable economic development, national security and quality of life for the people of Iraq. Siemens initially presented the Roadmap to the Government of Iraq during the Iraq Reconstruction Conference in Kuwait, in February 2018.
Kaeser commented:
“Our mission is to secure reliable and affordable electricity for the Iraqi people and help them rebuild their country. This binding agreement addresses the various aspects of the roadmap. We are also committed to supporting Iraq in arranging financing for the projects, creating attractive jobs and opportunities for small and medium enterprises.
