The Washington Post reported several messages in the meeting that brought together Iraq's top Shiite cleric Ayatollah Ali al-Sistani and Iranian President Hassan Rowhani on Wednesday.
According to the source, the Najaf meeting sends a message that the religious, cultural and economic ties linking Iran to Iraq will not be affected by US efforts to isolate Tehran.
The meeting with the Shiite authority, after Rohani and Prime Minister Adel Abdul Mahdi, signed agreements to promote trade exchange, as well as the establishment of a rail line between the two countries and the removal of restrictions on the movement of tourists and investors.
"Iran agreed to return to a 1975 agreement on the two countries' sharing of an important water resource. The Iranian side thanked Baghdad for not joining the US sanctions imposed by Washington following its withdrawal from the nuclear agreement in 2015," he said.
In May 2018, US President Donald Trump announced his country's withdrawal from the nuclear deal signed by Iran with six superpowers. The White House attributed the decision to Tehran not to stop its hostile behavior in the Middle East.
According to a researcher at the European Council on Foreign Relations, a London-based think tank, he said that meetings between Iranian officials and their Iraqi counterparts show that the Iraqi government is unwilling to take part in the US-led crackdown on Iran.
A statement issued by Sistani's office said the supreme authority welcomed "any move to strengthen Iraq's relations with its neighbors ... based on respect for the sovereignty of states and non-interference in their internal affairs."
He added that: "The most important challenges facing Iraq is to combat corruption and improve public services and arms inventory by the state and its security services."
This statement was widely interpreted, and many saw it as a warning to the militias, which were supported by money and equipment from Iran, and had previously attributed their activities to fighting the terrorist organization.
Iran's Revolutionary Guards have dominated Tehran and Baghdad for years, and military officials have recently criticized President Rowhani as weak in the face of US pressure following the withdrawal from the nuclear deal.
In the message sent to the Americans, the International Crisis Group expert Ali Hafez said that Washington should recognize that Tehran has the privilege of soft power in Iraq, something that the United States has not.
If Washington wants to compete with Tehran in Iraq, the United States is called upon to help Baghdad become more independent in its decision, Hafez said.
