, the Iraqi cabinet agreed to authorize Finance Minister Ali Abdul Amir Allawi to negotiate 5 loans to finance investment projects in the field of electricity.

The value of the loans exceeds one billion and 100 million euros, in addition to a loan of 120 million euros, all from European and international banks.

A cabinet statement said that during its regular session, today, Tuesday, headed by Prime Minister Mustafa Al-Kazemi, it was authorized to authorize Minister of Finance Ali Abdul Amir Allawi to negotiate and sign investment projects loans, according to the provisions of Article (80 / VI) of the constitution.

The loans that Mazzan News / and all of which were used to finance electricity projects included a "project for the implementation and completion of (8) turbo-cooling units, and the preparation and supervision of (32) other refrigeration units at an amount of (70800000) euros, only seventy million and eight hundred thousand euros, from a company German Siemens for the benefit of the Ministry of Electricity, financed by the German bank Cumber, and with the guarantee of the German Export Guarantee Corporation (Hermes).

Likewise, a loan project for the installation, installation and operation of (9) gas turbines for the Wasit power station in the amount of (362 million) euros, only three hundred and sixty-two million euros from the German Siemens company for the Ministry of Electricity, with funding from the Standard Gartard Bank and with a guarantee from the Swedish Export Guarantee Corporation (EKN). .

The regulations also included "a loan for the rehabilitation project of health services infrastructure with an amount of (185000000) euros, only one hundred and eighty five million euros, for the benefit of the Ministry of Health, with funding from the German Development Bank KFW."

The German Development Bank, KFW, will also finance the "loan project for the rehabilitation of infrastructure for the second phase electricity, with an amount of (400,000,000) euros, only four hundred million euros, for the benefit of the Ministry of Electricity."

The regulations also included "the multi annual maintenance project loan / fourth stage with an amount of (120,000,000) dollars, only one hundred and twenty million dollars, which is executed by the American company GE with funding from an international bank, and with the guarantee of the British Export Guarantee Agency UKEF."

It also included "the loan of the project to rehabilitate the Babylon power station 400 KV, at an amount of (38,000,000) euros, only thirty-eight million euros, which is executed by the Swedish company ABB, funded by the JPMORGAN Bank, and with the guarantee of the Swedish Export Guarantee Corporation (EKN)."

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.
At the start of the meeting, the Prime Minister thanked health teams for their sacrifices on the front line during the Covid-19 pandemic.
The Cabinet received a briefing from the Minister of Health on the latest developments and the ongoing national effort to combat the pandemic.
Following discussions, the Cabinet decided to:

  • Implement a previous decision by the government to award, free of charge, plots of land for health staff who have direct contact with Covid-19 patients

  • Direct the Ministry of Higher Education and Scientific Research to allocate additional places on postgraduate courses, outside its current plan for the 2020-2021 academic year, for health staff wishing to pursue further studies


The Cabinet discussed other items on its agenda, and decided to authorise the Minister of Finance to negotiate and sign loan agreements to ensure funding for several investment projects in the electricity and health sectors, as follows:

  • A loan to complete a project for the Ministry of Electricity to install (8) turbine refrigeration units and (32) other refrigeration units at a cost of 70,800,000 euros from Siemens

  • A loan for the installation and operation of (9) gas turbines for the Wasit power station for the amount of 36,000,000 euros  from Siemens for the Ministry of Electricity, funded by Standard Chartered Bank and with a guarantee from the Swedish Export Credit Agency,  EKN

  • A loan for the rehabilitation of health services infrastructure in the amount of 185,000,000 euros for the Ministry of Health funded by the German Development Bank, KFW

  • A loan for the rehabilitation of electricity infrastructure in the amount of 400,000,000 euros, for the Ministry of Electricity, funded by the German Development Bank, KFW

  • A loan for the multi-annual maintenance project – the fourth stage in the amount of US$120,000,000 implemented by GE with funding from an international bank and  guaranteed by UK Export Finance, UKEF

  • A loan for Babylon’s 400 KV Power Plant Rehabilitation Project, in the amount of 38,000,000 euros, implemented by Sweden’s ABB company, funded by JPMorgan Bank and guaranteed by the Swedish Export Credit Agency,  EKN


The Cabinet also approved a draft law to ratify the agreement on air transport services between the Republic of Iraq and the United Arab Emirates, and to submit it to the Council of Representatives.

Iraq’s Council of Ministers (the Cabinet) on Monday announced details of its decision taken at its regular weekly meeting on 09/06/2020 in relation to the payment of more than one salary and other benefits to former detainees at Camp Rafha.

The decision ends the payment of more than one salary, restricts the payment to heads of household provided that they reside in Iraq, and limits the amount to no more than 1,000,000 Iraqi dinars per recipient.
Here is the decision in full:

The Council of Ministers
Decree No. (27) for the year 2020


The Council of Ministers decided at its fifth regular session, held on 9/6/2020, the following

1- The payment of the entitlements to detainees at Camp Rafha shall be made in accordance with the provisions of Law (35) of 2013, provided that the amount does not exceed an upper limit of  1,000,000 Iraqi dinars and meet the following conditions:
a) The detainee must be residing in Iraq
b) The detainee is currently the head of a household – payment will only be made to heads of household, and not to any other member of their household
c) The detainee is not in receipt of other salary, pension or any other income from the state
d) Recipients bear the responsibility for receiving salaries other than those in paragraphs (a, b, c) above, and proceedings will be taken against them

2- The Foundation of Political Prisoners shall ensure that the aforementioned conditions are met.

3- Other than the aforementioned, the financing of pensions and any financial entitlements of the detainees of Camp Rafha as stipulated in the Political Prisoners Law number (4) of 2006, as amended by Law number (35) of 2013, shall be suspended until further notice.

4- The implementation of Article (10) of Law number (26) of 2019, and of the First Amendment of the Unified Pension Law number (9) of 2014 regarding the abolition of all legal texts that allow for the payment of two or more salaries, except for the categories mentioned above.

The Iraqi government took this decision as the first in a broader set of reforms aimed at rationalising expenditure, reducing costs, delivering fairness, and addressing anomalies in public spending.

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister outlined the challenges facing the country in relation to Covid-19 and the Iraqi government’s efforts to combat the pandemic and provide support to health institutions and medical teams.

The Prime Minister called on all Iraqis to follow the directions of the Higher Committee for Health and National Safety, and to follow official health advice for their own safety and that of all Iraqis.

The Cabinet discussed recent protests in relation to grievances to do with the Ministries of Defence, Education and Electricity. The Prime Minister directed ministers to engage in a dialogue with the protesters in order to reach realistic solutions commensurate with their demands and with the difficult challenges facing the country.

The Cabinet discussed current economic and financial challenges, and the necessary measures to encourage and promote investment in Iraq’s economy as a key driver of growth and of job-creation.

Following further discussions, the Cabinet decided to:

– Allow students at stage 3 of intermediate education to progress to stage 1 of secondary education based on their half-term exam scores
– Authorise the Minister of Health and Environment to take all necessary measures to combat the coronavirus pandemic
– Consider combatting the pandemic a competency of the federal government, and falls within the general policy of the state
– Provide the necessary support to expedite the completion of hospitals in Dhi Qar and Maysan provinces

Prime Minister Mustafa Al-Kadhimi chaired on Monday a meeting in Baghdad of the Higher Committee for Health and National Safety.
At the start of the meeting, the Prime Minister told the Committee that the coronavirus pandemic challenge facing Iraq is unprecedented, and that this challenge has been exacerbated by cumulative past administrative failures.
Following discussions, the Committee decided to:


  • Provide the necessary additional funding, through inter-government fiscal transfer arrangements, to the Ministry of Health

  • Direct state-owned profitable and self-financing enterprises to support the Ministry of Health, and for the extra funds to be used by the provincial health authorities for the direct purchase of medicine and medical supplies

  • Permit the Ministry of Health to recruit additional medical staff, both on continuing and short term contracts, and to fund their salaries through inter-government fiscal transfer arrangements

  • Direct the General Secretariat of the Council of Ministers to prepare a draft law to grant medical and health professionals who have died as a result of their work combatting Covid-19 a pension equal to their last salary

  • Allow a number of  accredited private laboratories to conduct Covid-19 tests based on the strict criteria set by the Ministry of Health

  • Permit oxygen imports to enter Iraq via all border crossings, and to suspend payment by the Ministry of Health of the cost of oxygen supplies until its finances have recovered

  • Amend the partial curfew to start from 7 PM to 6 AM in line with the increase in daylight hours

  • Direct Baghdad Operations Command and the operations commands in the provinces to strictly enforce the curfew restrictions, and to hold them responsible for curfew violations

  • Direct Baghdad Municipality and the Directorate Civil Defence to disinfect areas in Baghdad which have a high rate of Covid-19 cases 

  • Exclude staff of the Arab Company for Antibiotic Industries and Supplies (AKAI) from curfew restrictions 

  • The Ministry of Health and the Ministry of Foreign Affairs shall coordinate with other countries which have announced that they are working on a potential treatments for Covid-19, and to negotiate with these countries to ensure that Iraq receives the necessary medicines and supplies

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.
At the start of the meeting, the Minister of Health presented a detailed briefing on the the latest Covid-19 developments, and the efforts to combat the pandemic and provide support to health institutions and medical teams.
The Cabinet discussed financial allocations earmarked for combating Covid-19, and directed the Ministry of Finance to provide an additional 50 billion Iraqi dinars from the contingency reserve to the Ministry of Health.
The Cabinet also discussed other policies and draft laws, and approved:

  • An amendment to Cabinet Resolution No. (358) of 2018 regarding a draft agreement to avoid double taxation and prevent tax evasion on income and capital between the Republic of Iraq and the Republic of Armenia

  • A draft law ratifying the air services agreement between the Republic of Iraq and the Republic of Tunisia

  • A draft legal and judicial cooperation agreement in civil and criminal matters including extradition between the Republic of Iraq and Ukraine

Good I will give you my opinion Jayzze on your opinion on the sharing of the articles which I post on the forum, in the first place of I am no guru, and I do not read them their articles not more, waste of time as you say !! As the new Iraqi government begins to address the economic and fiscal crisis facing Iraq, the Deputy Prime Minister and Minister of Finance, Dr. Ali Allawi outlined the scale of the challenge, and the broad objectives of the government’s reform programme.

Protecting low-income groups


Dr. Allawi reiterated in a recent interview the government’s commitment to protecting the income of  low and middle income public sector workers and pensioners, saying that the “benefits and pensions of low and middle income groups are a red line, and will never be cut. The government took this decision from the start.”
Iraq’s Deputy Prime Minister and Minister of Finance was also clear that the reform programme seeks to support people on low income who work outside state institutions.

This, he said, will be achieved through the creation of an environment that encourages entrepreneurship and investment, supports the private sector, traders, craftsmen, and industrialists to help the economy recover and raise the living standards of all low-income groups in Iraq.

However, Dr. Allawi acknowledged that the investment environment in Iraq is deficient, and does not encourage foreign and Iraqi investors, and that reforms are essential to address these shortcomings and remove any obstacles and restrictions that stifle the private sector and discourage investment.

Over-reliance on oil revenues


Iraq‘s Deputy Prime Minister and Minister of Finance explained that the main financial challenge facing Iraq is the almost total reliance on oil for revenues.

“Oil exports provide 92% of the state’s resources. We don’t have any other revenue. The whole country, the state finances, and the economy of Iraq as a whole, are dependent  on oil prices and the volume of oil exports” he said.

He added that the current deficit is caused by the state spending more than its revenues, and by waste and mismanagement.

Dr. Allawi said that the reform programme will cut public spending, stop waste and tackle corruption.

He added that in the short term, the Iraqi government will address the current fiscal deficit through borrowing, and that it had submitted a draft law to Parliament to allow it to borrow from Iraqi and foreign banks, and from global financial institutions.

The law was approved by Parliament last week, allowing the government to borrow US$5 billion from foreign sources and up to 15 trillion dinars locally for the 2020 financial year.

The borrowing law stipulates that no less than 15% of all loans are to be spent on ongoing investment projects outside of the oil sector which creates fiscal space.

However, Dr. Allawi added that this will only address the problem in the short-term and is not a permanent solution.

A reform White Paper


Dr. Allawi said that the government is now in the process of preparing a comprehensive and integrated programme for the reform of the Iraqi economy and for its development. This programme, he added, will be presented in a White Paper to Parliament during the next three months.

The reforms will impact all productive and service sectors of the Iraqi economy, and aim to diversify the sources of state revenues, through ending the waste of public money, tackling corruption and increasing income from customs and direct taxation.

Critical to the reform programme is growing the private sector and freeing it from decades-long bureaucratic shackles and other restrictions so it can play its leading role in the economy and provide a prosperous and decent life to all Iraqis.

“When the private sector grows, employment opportunities and domestic production increase” explained Dr. Allawi.

The government is also working on other priorities, including holding early, free and fair elections, but Dr. Allawi made it clear that implementing economic and financial reforms was essential to create the right environment for all the other political, electoral and social reforms that the government intends to carry out.

He also underscored that the government will strive to empower Iraqis to be able to influence fundamental decisions that affect them, and is seeking to narrow the inherited wide gap between government and citizens.

Iraq’s Higher Committee for Health and National Safety on Monday decided to:

  • Continue to impose a nationwide partial curfew between 7 PM and 6 AM from Sunday to Wednesday, and a full curfew from Thursday to Saturday

  • Close all private doctors’ surgeries, medical clinics and centres for two weeks, starting from 07/07/20 until 20/07/20

  • Direct relevant authorities to strictly enforce official preventative health measures, including the mandatory wearing of face masks, and social distancing rules in shops, in all government and private-sector buildings and vehicles, and to hold to account those who break the rules

  • Permit the resumption of partial trade exchange via Shalamcheh and Mendali border-crossings for two days a week, and direct local health authorities to take all the necessary precautions to ensure the safety of workers and goods

The Cabinet held its regular meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.


At the start of the meeting, the Prime Minister extended his condolences and paid tribute to Dr. Hisham Al-Hashimi who was assassinated by a group of armed outlaws.


The Prime Minister said that the perpetrators of this crime will be pursued and brought to justice, as will those who have spilled the blood of other Iraqis.


The Prime Minister made it clear that he will not allow Iraq to be held to ransom by gangs, and that the government is determined to reassert the authority of the state and the rule of law.


The Prime Minister said that this government came into office in very challenging circumstances, and it will take the necessary action to fulfill the aspirations of Iraqis.
The Cabinet then received a briefing from the Minister of Health on the latest developments in relation to Covid-19, and the ongoing efforts to combat the pandemic.



Following discussions, the Cabinet decided to:

  • Approve a draft law on the pension rights of medical and health professionals who died as a result of their work caring for Covid-19 patients, and to submit it for parliamentary approval

  • Approve the recommendations of the Ministerial Council on Human Development on secondary education, including the creation of a new arts track in secondary education, in addition to the current science and humanities tracks

  • Commission the Ministry of Labour and Social Affairs to prepare an urgent study on the actual numbers of those entitled to social security benefits, the cost of their inclusion in the system, and the measures taken by the Ministry to address any abuse of the social security network

  • Authorise the Minister of Finance to sign a memorandum of understanding between the Ministry of Finance and the German Development Bank regarding a grant in the amount of 15,000,000 euros to equip five temporary hospitals for Covid-19 patients in various locations

  • Renew the licenses of mobile phone companies for five years, on conditions they pay 50% of their outstanding debt, and commit to introducing 4G commercial services by early 2021




The Cabinet also discussed other policies and draft laws and issued several directives.

Al-Kaabi said during the meeting, which was attended by a number of consultants and general managers in the House of Representatives: The Iraqi constitution stipulated that the followed political system is a parliamentary system, and there are several institutions that follow this authority, but we have noticed that there are overlaps and attempts to withdraw some powers from other authorities, This is a clear violation of the constitution that would not have occurred if there had been a clear strategy for the work of the parliament.


He continued, "This meeting is the first to discuss a set of proposals, studies and papers related to this strategy, stressing that the legislative authority should have a clear vision, whether for legislation, oversight or administration, and it is more like a clear-cut map that facilitates the work of the upcoming parliamentary sessions, and will work to prevent what is known To expeditiously legislate laws, after which to show imbalances that affect the work of the state. ”

The recommendations stipulated that the executing company should be exempted from the electricity wages during the previous period, in addition to handling the periods according to the controls and instructions given that the projects are suspended for the compelling circumstances of the past period, that the company should intensify efforts to complete the work until 1/12/2020 and the period of implementation of the works after this date A delay period, subject to the applicable instructions and controls .




The committee also recommended that the company be exempted from paying the debts arising from it related to hospital construction projects exclusively that the names of employment be approved by the Ministry of Health and for all previous time periods, and the release of an amount of 2.5% of maintenance insurance with the Ministry of Health after deducting the required amounts recorded in the minutes of a committee Initial receipt and minutes of the final receiving committee .




The committee rejected the request of the Turkish company to disburse maintenance amounts for the Basra, Maysan and Nasiriyah sites, while it agreed to exchange an amount of 7% of the amounts allocated to medical devices and equipment to be equipped in hospitals .

The resolution adopted the third method of calculation mentioned in the Board of Trustees ’decision to ensure the success of these investments and partnership between the private sector and the government in achieving the goals of the state to support the upgrading of service and the introduction of modern technologies (the fourth generation) and the maintenance of revenue because the total amount required for renewal at the current frequencies for eight years is about (233.6) Million dollars. 




The decision stipulated that the additional frequency spectrum be calculated in the current packages by adopting a mechanism issued by the authority later, and granting additional frequencies within other frequency packages when needed, to ensure keeping pace with technological development, as well as the commitment of companies to continue to complete all the obligations mentioned in the original contract during the extension period and is considered An integral part of the parent contract .




The decision obliged the companies to launch the commercial service for modern technology (the fourth generation) with the latest internationally approved technical version dated 1/1/2021, provided that the regulations for the quality of service issued by the authority are adhered to, and coordination between them and the Ministry of Communications companies to prepare the requirements related to infrastructure and increase the volume of capacities, The executive body is empowered to sign the extension of the renewal contract with the powers to make appropriate amendments to the contract clauses in a manner consistent with the interest of the country, the consumer, and technological developments .

The Cabinet held its weekly meeting in the city of Basra on Wednesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of the meeting, the Prime Minister said that the Cabinet meeting in Basra is the first of a series of such meetings that will take place in other Iraqi cities and provinces.

The Prime Minister added that Basra is Iraq’s economic and cultural gateway and has a special place in the hearts of all Iraqis.

The Prime Minister paid tribute to the people of Basra, saying they have endured the horrors of dictatorship and wars, just as they endured the consequences of corruption, mismanagement and bad planning that afflicted their city and its environment.

The Cabinet then discussed several projects in Basra, and agreed to:


  • Press ahead with contracting procedures in relation to the Great Basra Water Project, and for the work on this strategic project to commence

  • Direct the Ministry of Water Resources, in cooperation with the Ministry of Construction and Housing, and Basra Governorate, to submit a plan to implement the Al-Bida Water Project

  • Direct the Ministries of Finance and Planning to include Al-Bida Water Project in the 2021 Federal Budget

  • Establish an infrastructure implementation programme to press ahead with the distribution of residential plots of land to entitled groups through the Ministry of Construction, Housing and Municipalities which will work with the consultant contracted by Basra Governorate to review and update the designs of Al-Sayyab Residential city

  • Authorise the Governor of Basra to pay the salaries of 30,000 Basra citizens from the Governorate cash reserves

  • Refer all delayed projects in Basra to the Ministerial Council on Services which will submit to the Cabinet recommendations to expedite them

  • Refer Al-Zubair Sewage Project to the Ministerial Council on Social Services which is required to make recommendations to the Cabinet to expedite the project after inviting the Governor of Basra to take part in its deliberations.

Mubasher: The Secretary General of the Iraqi Council of Ministers, Hamid Al Ghazi, revealed a trend to approve the budget for the current year

Al-Ghazzi told the Iraqi News Agency (INA) today, Wednesday, that there is a basic clause in the current year’s budget by providing financial allocations for the implementation of Resolution 315.

He continued: "Failure to approve the budget disrupted this decision, except for ministries and institutions that have liquidity and financial allocations."

The Council of Ministers decided, at its thirty-fifth session, held on September 8, 2019, to adopt mechanisms to address the conditions of workers as contracts and a daily procedure in government institutions, which were set up by the committee in charge of that.

The General Secretariat of the Council of Ministers directed the ministries and entities not affiliated with the Ministry, the governorates and all the governorate councils, to implement the decision, by completing the procedures for converting the daily employees into contracts for those who have been in paid employment (a period of not less than one year).

Iraq’s Higher Committee for Health and Public Safety meets in Bagdad and decides to:

  • Amend curfew hours to start from 9:30 PM to 6.00 AM, effective Sunday 19/07/2020

  • Lift the nationwide curfew after the Eid Al-Adha holiday

  • Allow malls and shopping centres to reopen, provided they implement preventative health and social distancing measures

  • Allow Iraq’s airports to reopen from 23/07/2020

  • Allow Al-Mundhiriyah, Safwan and Al-Shaib border crossings to reopen for trade and commercial exchange






The Committee underscored the importance of adhering to strict preventative health measures and social distancing rules, and reiterated that Covid-19 remains a serious threat to public health, urging all citizens to continue to follow official health guidance.

The Prime Minister issues urgent directives regarding the resolution of the delaying Basra projects







During his presidency of the tenth regular session of the Council of Ministers held in Basra Governorate on the date of 15 July, the Prime Minister directed that the Ministerial Council for Social Services hold a special session in Basra Governorate, during which its governor and the advanced owners in the governorate would be hosted to decide all the reluctant projects and submit final recommendations thereon to Cabinet during a maximum period of work (one month), for approval.



The Prime Minister also directed the referral of the Al-Zubair district sewage project to the aforementioned Ministerial Council, and to provide it with all relevant priorities, for consideration in the presence of the Governor of Basra and to submit the appropriate recommendation in this regard to the Council of Ministers.




The Council of Ministers decides to set up a program to implement infrastructure in the residential city of Al-Sayyab




The Council of Ministers decided that the Ministry of Construction, Housing, Municipalities and Public Works, to benefit from the consultant contracted with Basra Governorate, for the purpose of reviewing and updating the designs prepared for Al-Sayyab Residential City.



This came during the tenth ordinary session of the Council, held in Basra Governorate on July 15, 2020.



The decision also stipulated the setting up of a program to implement the infrastructure of the city, in order to proceed with the distribution of residential lands to their beneficiaries.






The Council of Ministers decides to involve Basra Governorate in the follow-up to the Basra Grand Water Project




The Council of Ministers decided during its tenth regular session, held in Basra Governorate on the date of 15 July 2020, to involve the province in the periodic follow-up work of the Great Basra Water Project, through specialized committees, provided that coordination between them and the Ministry of Construction, Housing, Municipalities and Public Works is carried out, and to submit periodic reports on The project to the General Secretariat of the Council of Ministers.

Prime Minister Mustafa Al-Kadhimi on Sunday chaired a meeting of the Higher Committee for Health and National Safety.
At the start of the meeting, the Prime Minister thanked Iraqi health workers and paid tribute to their efforts during the coronavirus pandemic, and for treating and looking after those affected by Covid-19.
In his remarks, the Prime Minister underscored the role of citizens in combatting Covid-19 and the importance of following preventive health guidance, social distancing and other rules.
Following discussions, the Higher Committee decided to:

  • Impose a total curfew during the Eid al-Adha holiday, from Thursday 30 July until Sunday 9 August

  • Permit private health clinics to reopen provided that they meet the conditions set by the Ministry of Health and the Iraqi Doctors’ Syndicate

  • Approve the recommendations on Covid-19 preventive measures at Iraqi airports

  • Direct the Ministry of Health to provide the  necessary support to investors wishing to build medical oxygen production plants

  • Direct the Secretary General of the Council of Ministers to liaise with the authorities in the state of Kuwait in order to facilitate the entry of medical oxygen tanks to Iraq through the Safwan border crossing in Basra

  • Direct the security forces to implement the decisions of the Higher Committee regarding the wearing of face masks, social distancing rules and other directives, including the imposition of fines and the seizure of vehicles of those who break the rules.

The Cabinet held its weekly meeting on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.
The Cabinet discussed the needs of Iraq’s health sector, and agreed several measures to expand existing capacity and introduce new services. The measures included:

  • Adding additional ward capacity for the treatment of cancer patients at the National Amal Hospital and the National Cancer Centre

  • Establishing general nuclear medicine centres in Anbar, Basra, Babylon, Najaf and Nineveh provinces


The Cabinet discussed other policies and agreed to:

  • Make a one-off payment in the sum of 75,000 dinars to citizens who receive social security benefits on the occasion of Eid Al-Adha

  • Cancel the outstanding debt due from 17,552 families who receive social security support

  • Appoint graduates of medical colleges to positions in the health sector

  • Refer Al-Khairat Power Station Project to the consortium led by Hyundai. This important project will contribute to increased power generation and support the operation of the Karbala Refinery Project

  • Approve a recommendation from the Ministerial Council on Energy in relation to the fluid catalytic cracking (FCC) project at Basra Refinery


The Cabinet reviewed and approved a number of other measures and policies.

 The General Secretariat of the Council of Ministers announced the suspension of official working hours in government institutions during the coming week on the occasion of the blessed Eid Al-Adha, coinciding with the high temperatures in the countries that exceeded the fifty-degree Celsius mark.



The Secretariat of the Council of Ministers said in a statement that "the suspension of permanence will be in line with the holiday approved by the Supreme Committee for Health and National Safety {Combating the Corona Virus Pandemic], which starts from next Thursday, July 30, until August 8, 2020."


The Supreme Committee for Health and National Safety decided to impose a comprehensive curfew on the days of Eid Al-Adha, provided that the ban would be reviewed after the Eid holiday, while obliging citizens to follow all preventive measures.

The Cabinet issued a decision requiring the Ministry of Health to appoint graduates of exclusively recognized medical colleges, and the Ministry of Finance must provide the necessary financial allocations to create job grades and appoint the aforementioned.



This came on the basis of what was presented by the Minister of Health urgently during the 11th ordinary session of the Council of Ministers, held on 7/28/2020. 



The decision also included the formation of a committee headed by the Minister of Planning, a ministerial membership (health, higher education, and scientific research) in addition to a representative of the Ministry of Finance. 



The committee would previously set up mechanisms and controls and remove obstacles that prevent the appointment of medical and health professionals.

The Secretary-General of Parliament, Dr. Sirwan Abdullah Sereni, chaired this morning a meeting that included the Deputy Secretary-General and General Directors of the Council.


At the beginning of the meeting, the attendees stopped to read Al-Fatihah on the souls of the victims of the Corona pandemic in Parliament and Iraq.


The meeting dealt with a number of administrative and technical issues related to the work of the House of Representatives for the coming period, especially the necessary procedures and preparations for holding Parliament sessions and the measures taken by the Crisis Cell regarding the prevention of Corona virus.


The meeting dealt with a number of topics that organize the Council's work.

The Council of Ministers held its regular session today, Tuesday, headed by the Prime Minister, Mustafa Al-Kazemi, and issued several decisions, most notably the inclusion of the martyrs and the wounded who fell in the demonstrations of October of last year and what followed, according to the Martyrs Foundation Law No. 2 of 2009.



A statement by Al-Kazemi's office, a copy of which was received by Al-Akhbariya, stated, “The Cabinet started its session with a discussion of developments in the Corona pandemic, its latest developments, government efforts to confront the increase in injuries, and the Ministry of Health’s plans in the areas of prevention and control of health and awareness.


In addition to the ministerial curriculum of the government of Mr. Mustafa Al-Kazemi, approved by the House of Representatives on May 7, 2020, the Council of Ministers decided to start implementing the second phase of the curriculum, related to the victims of the peaceful protest movement for the month of October 2019, and after the complete inventory of accurate statistics of the names of the martyrs of the daughters and sons of our people and the forces And considering all of them as martyrs of the homeland, the Council of Ministers approved the following:

1- Inclusion of the martyrs and the wounded who were killed in the demonstrations of October of last year and what followed them, by virtue of the Martyrs Foundation Law No. 2 of 2009, and they have the rights and privileges that are entailed in accordance with this law.

2- Instructing the Ministry of Health to form medical committees of various specializations to monitor the health status of the wounded. And provide the necessary treatment for them each according to his province.


3- Refer the injured who cannot be treated inside Iraq to the relevant committee in the Ministry of Health and facilitate their treatment outside Iraq.

4- The inclusion of victims of the peaceful demonstrations of October 2019 with health insurance, and the compensation law No. 20 of 2009 as amended.


5- Include a draft amendment to the Persons with Disabilities and Special Needs Law No. 39 of 2013, to include the handicapped and injured victims of the peaceful protest movement in October 2019, and those who became physically incapable of work, as a result of a handicap or physical disadvantage they suffered as a result of those events.


The Minister of Electricity gave a presentation to the Council on the reality of the system for the production and distribution of electric energy, which included a summary of the efforts made in this aspect to secure the electric energy and the maintenance of the stations.

The Council of Ministers approved a number of decisions in this regard, in a way that serves the Ministry's work and the priority of providing services to citizens.

The Council also discussed the remaining topics on its agenda and approved the following:
1- The Ministry of Education completes contracting procedures with government printers, some discreet private printing houses known for their high capabilities, media network printers, and holy shrines presses, provided that financial allocations are available in accordance with Article (13) of the Federal Financial Administration Law No. 6 of 2019.

2 - Maintaining the contract form with the importing companies of the machinery, machinery and equipment that are proven in the accompanying minutes linking the memorandum of the legal department in the Prime Minister's Office, number: DQ / 1741, dated December 16, 2019, according to the sale mechanism by disposal based on marketing Materials belonging to them.


3- Adoption of Minutes No. (12) and recommendations of the Diwani Order (45 of 2018) accompanying the linking of the Ministry of Planning’s book, number: WS / 1. / 2/492, dated 07/27/2020, relating to hospital projects.



In a part of its session, the Council discussed the requirements of Dhi Qar Governorate, and ways to meet the service demands of its people, and issued a number of decisions regarding this:

1- Allocating an amount of 50 billion dinars to Dhi Qar Governorate and disbursing according to the controls, including (10 billion dinars), and paid by the Public Telecommunications Company Informatics, a company of the Ministry of Communications, to be counted as payment of the previous debts of the company owed by it in favor of the Ministry of Finance for the previous years.

2- Approval of the Ministerial Council for Energy Recommendation No. 11 of 2020 regarding the extension of the Ministerial Council’s Resolution for Energy, and the Recommendation No. 35 of 2020 regarding the exemption of the Dhi Qar Oil Company from the instructions for implementing the federal budget, and the instructions for the implementation of government contracts No. 2 of 2014, regarding the amounts Disbursed from the social benefits of petroleum licensing contracts, to support health institutions in Dhi Qar Governorate, to exclusively confront the Coronavirus pandemic.

3- Approval of providing government departments with deferred gear material from the Ministry of Oil in implementing projects for Dhi Qar Governorate.

4- Instruct the Ministry of Construction and Housing to complete the maintenance work of the Dhi Qar Bridge Concrete in accordance with Article 13 / Second of the amended Federal Financial Management Law.


5- The General Directorate of Sewage / Ministry of Construction and Housing transferred a surplus amount of 20 billion dinars from the operating budget to the investment budget.

6- The Ministry of Oil is responsible for equipping the municipal departments in Dhi Qar governorate with all requirements for road cladding and rehabilitation through payment on credit.


7- Approval of signing the contract for the Nasiriyah International Airport project by the President of the Civil Aviation Authority, in coordination with the General Secretariat of the Council of Ministers.

The Cabinet held its weekly meeting on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.
At the start of the meeting, the Cabinet discussed Iraq’s ongoing national efforts to combat Covid-19 and the implementation of preventative health measures.
The Cabinet discussed compensation and support mechanisms for the families of the martyrs who died during the protests and measures to look after those who were injured.
The Cabinet decide to:

  • Include the martyrs who fell during the protests in October last year and in July of this year, and those who were wounded, in the provisions of the Law of the Martyrs Foundation.

  • Direct the Ministry of Health to form medical teams of various specialisms to monitor the health status of the wounded and to provide them with the necessary treatment.

  • Refer those who were injured and cannot be treated inside Iraq to the relevant committee in the Ministry of Health to facilitate their treatment abroad.

  • Include a draft amendment to the Persons with Disabilities and Special Needs Law No. 39 of 2013, to include those who became physically incapable of working because of a disability caused by injuries  sustained during the events that accompanied the October 2019 protests.






Dhi Qar Province
At its meeting today, the Cabinet discussed the urgent need of Dhi Qar province, and agreed to allocate 50 billion dinars to Dhi Qar Governorate.
The Cabinet also authorised Iraq’s Civil Aviation Authority to sign a contract for the construction of Dhi Qar International Airport.

Electricity
The Cabinet discussed the electricity service in Iraq, and received a briefing from the Minister of Electricity on plans to increase power generation and improve transmission.
The Cabinet approved a number of measures to support the work of the Ministry of Electricity to improve this priority service for citizens.

Recently issued statements conveying inaccurate and wrong information about the performance of the Parliament, which is contrary to reality and contradicts official statements,


As we confirm with the numbers confirmed in the reports and statements of the House of Representatives departments officially that the number of sessions that have taken place since the beginning of the current legislative session has reached 99, and that the number of laws voted on reached 38.


We also clarify that the laws that have been read in a first reading have reached 103 laws, while the laws that have been read reached a second reading of 58 laws.


We explain to the public opinion that the recent suspension of the Council's sessions came due to the recommendations and decisions of the Crisis and National Safety Cell, and that the Council is awaiting the decision of this body concerned with the Corona pandemic in order for the Parliament's sessions to reconvene normally and continuously as it was before the pandemic spread.


And that the work of the parliamentary committees and the presidency of the Council is continuous and has not stopped, many officials and ministers have been hosted, and many official directives and books have been issued regarding the country's issues and the various crises of the Corona pandemic and the financial crisis for which a special session was held to legislate the internal and external borrowing law and rejected the decision to cut the salaries of retirees and employees, as well as issues. Mubasher: The Iraqi Council of Representatives issued today, Wednesday, an explanation regarding what was discussed about the performance of the Council and the reasons for stopping the sessions, confirming the continuation of the work of the parliamentary committees, the presidency of the Council and its departments on a daily basis, like the rest of the ministries and government institutions, and according to what is decided by the health authorities.

The House of Representatives confirmed, in a statement today, that recent statements have been issued conveying inaccurate and wrong information regarding the performance of the House of Representatives, which is contrary to reality and contradicts official data, indicating that the numbers confirmed in the reports and statements of the House of Representatives departments officially indicate that the number of sessions that have taken place since the beginning The current legislative session has reached 99 sessions, and the number of laws voted upon has reached 38.

The General Secretariat of the Council of Ministers affirmed its commitment to implementing the requirements for the success of the national initiative to develop the capabilities of state employees, noting that the technical committees continue to meet candidates from the three presidencies, ministries, independent bodies, governorates and provincial councils, electronically.



 ”The rapporteur of the initiative's working group at the General Secretariat of the Council of Ministers, Mr. (Firas Munzer) explained The interviews are conducted electronically and under the supervision of the Adviser to the Ministry of Higher Education (Prof. Dr. Salah Al-Nuaimi), head of the National Initiative work team.



He added that overcoming the circumstances of the Corona pandemic necessitated resorting to electronic examinations to test the candidates' capabilities in terms of (the extent of possessing basic information, personal ability to dialogue, acquired experiences and participation in development courses, general culture ... and other matters).

The Cabinet held its weekly meeting on Wednesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

During the meeting, the Prime Minister briefed the Cabinet on his visit to the United States and on the outcome of the Iraq-Jordan-Egypt Summit in Amman.

The Prime Minister said that Iraq’s policy is not to be part of any axis.


The Prime Minister affirmed Iraq’s commitment to a foreign policy characterised by balance and moderation, and based on economic partnerships to strengthen the interdependence of the countries of the region, and to build bridges between its people.


The Prime Minister urged Iraqi ministers to increase their contact with their Jordanian and Egyptian counterparts to expedite the implementation of the decisions taken at the Amman tripartite summit.

The Cabinet received a briefing from the Minister of Health on Covid-19 related developments and the ongoing national efforts to combat the coronavirus.


The Cabinet underscored that the relevant authorities must implement all preventive health measures especially during religious occasions, including Ashura.

The Cabinet received a briefing from the Minister of Electricity on the current state of the grid, and on plans to improve the generation and transmission of power in Iraq.

The Cabinet authorised the Minister of Finance to negotiate and sign a draft agreement on double taxation and tax evasion between the Government of Iraq and the Government of the Swiss Confederation.

I just give an opinion from time to time on a few articles that I send you, or when I am sought to be called a liar, I send you the news, and it is up to you members of the forum to make your own opinion on the subject of dinars !!

Now I will give you a little summary of what I see since I post news on Iraq on your forum !!

If you are a leader of a large company like GE for example, or a leader of countries like the United States, Canada, and so on, who is going to invest in a country full of corruption ???

What has the central bank been doing since 2015, namely financial inclusion, and updating the banking system as it does internationally !!! I hope we agree on that !!

Now that we control the monetary side, what we have to settle to control corruption, it is to control the borders for entry-exit for trade, or for taxes for example, so we do what to control all this, is to put all this on the electronic system, that is why they are talking about the end of the realization of the E-Governance project !! I hope we agree on that !!

If you have noticed in the news that I am sharing with you, they had no border control until recently, that is to say for around 60 days, the first gesture that the Prime Minister has made is to send the army to take control, and to be sure that the customs officer is doing his job well, and with the electronic system it will help to control corruption !!

The Secretary-General of the Council of Ministers, Mr. Hamid Naim Al-Ghazi, confirmed that the completion of the e-governance project and its entry into force in its final stages will contribute to simplifying government procedures and combating corruption, and this is what the Iraqi government is seeking during the next phase .




This came during his meeting with the Information and Communication Technology Department at the General Secretariat of the Council of Ministers .




He added that the project has reached advanced stages, by linking ministries and institutions not associated with a ministry and the governorates electronically, with an exceptional effort supervised by the Information Technology Department, in coordination with the national effort of ministries and official institutions .




He added that the General Secretariat of the Council of Ministers is communicating with local and international companies to discuss mechanisms for establishing partnerships to provide consultations to complete this vital and giant project .




The Secretary-General called on the Information Technology Department to redouble efforts to complete the work stages of the project, as it provides exceptional services to state institutions and the Iraqi citizen .

The Secretary-General of the Council of Ministers directs the formation of a team to follow up the mechanism for developing the outputs of the strategic planning study

The House of Representatives begins the new legislative session next Saturday - Page 12 01-27-08-2020




The Secretary-General of the Council of Ministers, Hamid Naeem Al-Ghazi, has directed the formation of a special task force to follow up the mechanism for developing the outputs of the strategic planning study, within the national initiative to develop the capabilities of state employees .


This came during his chairing the consultative meeting to discuss the mechanism for developing the outputs of the strategic planning study, which is supervised by the General Secretariat of the Council of Ministers, in coordination with the Ministry of Higher Education and Scientific Research .


He added that the General Secretariat of the Council of Ministers is ready to provide all kinds of support for the development of the program, adding additional specializations, and expanding the program to include additional segments of the employees of state institutions, in order to supply a greater number of departments and divisions, with competencies holding higher diplomas .


The meeting discussed setting criteria for selecting research titles, to ensure that they are used in developing the work of government institutions, and evaluating graduates after they start their work .


The study program, which was established on the proposal of the General Secretariat of the Council of Ministers, is one of the important programs, by selecting employees and testing them in accordance with professional and academic standards, and following up the admissions throughout their study period, to ensure that their acquired skills are invested in the field of strategic planning and public policies .


The meeting was attended by the Adviser to the Ministry of Higher Education and Scientific Research, and representatives of the Cabinet Affairs and Committees Departments, Government Coordination and Citizen Affairs in the General Secretariat of the Council of Ministers .
