The report of the Federal Audit Bureau in May 2018 revealed the existence of obstacles that led to the deterioration in the implementation of some health programs implemented primary health care sector in Adhamiya, which resulted from the lack of medical, health and administrative staff in general and the low utilization of financial allocations for the implementation of programs, Control of infertility, family medicine, immunization, malaria eradication project, epidemiological surveillance, hepatitis, etc.) ranging from 0 to 71% for the years 2015, 2016 and 2017 and applying these programs to the public interest.
The report pointed out that the implementation of the pollution control program there are errors in the mechanism of disposal of medical waste, which is stored in the headquarters of the sector may have a storage period of up to ten days in some cases and then the sector sent to the Hospital of Neuroscience or Al-Nu'man Hospital for the purpose of Altalftha.
Regarding the transitional diseases program, the report pointed to the inaccuracy of the information received regarding those suffering from transitional diseases and therefore the inability of the sector to identify the places of the patients and take the necessary preventive measures against the contact, especially as these diseases epidemic infectious and uncontrolled lead to spread.
The audit report concluded that the percentage of real completion of the annual plan implemented in the primary health care sector and the exploitation of financial allocations for the implementation of health programs must be accurately calculated by adopting the real need of funds and ways of exploiting them, as well as training the staff working on implementing these programs. Medical waste and continuously increase the number of inspection visits by Pollution Control Program officials in the sector.
