Is it possible that the banks never changed the rate, but the street value dropped to almost nothing?

There are 1991 newspaper articles that tell what happened. Kuwait had records of the serial numbers of the notes stolen by Iraq, and they did not accept any of those. But when the banks opened, old notes were exchanged for new ones at $3.47 US for one Kuwait dinar. What was a Kuwait dinar worth before the banks reopened?
