Japan is not the first Central Bank to offer negative interest rates. Simply put, they are trying to force the commercial banks with deposits in the CB to loosen up lending criteria which will hopefully encourage capital investment and help restart their economy. As rough as the economic news has been here, it's far worse in most of the world. The European Central Bank, Norway, Sweden and Switzerland have all been offering negative interest rates, and higher negative rates at that, for a while. How come dodo .. err ... IKO didn't mention them? Japan's economy is just starting to turn around and was showing negative growth as recently as July, despite 0% interest rates since 2010. Last quarter's growth was only 1% so they felt more impetus was needed.

We may still see a crash in the markets, but not for the reasons IKO says. More bad news from China, further destabilization in the Middle East, worse than expected economic indicators, oil prices dropping further ... any of those things could trigger a downward move in not a flat out crash, though thus far the correction has been rather gentle, down gradually over the year.

Speaking of oil, the price makes perfect sense. It's actually following a pretty usual pattern. It bottomed out a couple of days ago. One of two things will happen, it will continue to rise for a while, or it will level off after a few days and then continue the trend downward, a pattern that has been prevalent for the last year or more. The telling factor will be whether or not OPEC can carry through on their promise to cut production.
