12-15-14 MrT: I have been told to expect everything, including Art 8, the budget, and the HCL to show up in the Gazette on December 24th. Hoping it is before that, but do believe this will be over by the end of the year.

You are even stupider than JCR.  At least he was on the inside of a criminal organization before trying to strike out on his own.  I don't know your credentials but I have to believe they aren't very good.
