unfortunately I thought it needed parliament final vote as well, but still do NOT see where the Agreement was voted on and passed by parliament

On the July 31 Call Squad call (Call #64), they carefully went through the articles proving that ERBIL has been completed and only needs to be implemented. The first two hours of that call are awesome.
