I have been researching the south American countries like Panama, Uruguay, Costa Rico and Guatemala. The best pensionado program seems to be in Guatemala but the least expensive, cost to get in to the country, is Costa Rico.
Guatemala has a program that costs $7500.oo USD that buy s you a "Cedulla" which is a type of secret passport that allows you to open a bank account without a name or passport, just the information that is contained on the Cedulla Card. Panama requires a minimum of $1,000.oo USD to get intot the country PLUS $100,000.oo USD invested in property or a business (something that adds to the country). After the Iraq RV this would be no problem for people but currently it might not be something most people could do.
Costa Rico Only requires $650.oo USD provable income... they may change that number soon, it is projected to go up to $800.oo USD but no date as to when it will happen.
The problem with Guatemala is its history... As recently as 1997 there were "Death Squads" roaming the country and even by their own count more then 200,000 people were killed in one year alone.
Historically and Politically speaking, The Corporations that wanted into that country bought off the politicians, who in turn looked the other way while squads of men went into the remote villages and killed many of the people in order to obtain their land (the behind the scenes story is that the village people did not want to sell their land - where would they go - this had been their land forever, and this was all these people knew).
The government of Guatemala has not changed - the greed and corruption still exists and can rear its ugly head at any moment for the right price. This one fact alone makes Guatemala a NON-DESIRABLE nation to most sane people.
Yes the land is beautiful, plentiful and inexpensive, and the common people there are hard workers and relatively honest. The Cedulla program is itself a passport that will allow you to visit up to 5 other countries without using your home passport.
Panama is one of the prettiest countries on the continent, and it is located in between north and south America, at its narrowest place. The width of the land is less then 57 miles across between two oceans (the Atlantic and the Pacific)... and they are trying to bring in Senior citizens (retirees and pensioners) to enrich their country, and yes, they do have a nice "Pensionado" program for those people who can afford to live there. And to be fair, once you actually get there the cost of products and services and having some fun is less then half of what you pay here in the USA.
