He added, "It is possible that the improvement in oil prices and the achievement of good incomes for the country will contribute to achieving two goals, namely reducing severe poverty and reviving some aspects of the economy, but we are bound by a ten-year development plan that establishes to employ oil revenues in investments that absorb a growing human force without job opportunities in the future. ".

The financial advisor to the Iraqi prime minister continued: "Therefore, we have before us the slogan of every rentier dollar that exceeds urgent social and humanitarian needs. It must go to productive employment and generate income."

He stressed that "Iraq has a decade-long opportunity from now until the early thirties of the current twenty-first century for productive investment in three areas, the first being large-scale agriculture with high monetary returns with the development of infrastructure projects related to water regulation, irrigation and agricultural industry, that is, manufacturing agricultural inputs and manufacturing its products."

The financial advisor to the Iraqi prime minister added that the second area is mineral and geological investment to provide additional financing and support, especially in phosphates, silicon, sulfur and others, and the third area is achieved by radically changing the digital infrastructure for all aspects of life without losing the country's backbone represented by electricity and strategic transportation.

He pointed out that, "In view of the above, the organized market must play the role of partnership with its financial and technical surpluses in drawing and implementing the economic image of Iraq. Let the ten years from 2022 to 2032 be the first development decade for Iraq after four decades of nothing in a young nation, half of its population from 19 years down."
