The Assistant Head of the Department of International Organizations and Conferences met with Minister Plenipotentiary Dr. Ali Hilal, Charge d'Affaires of the Embassy of the People's Republic of China in Baghdad, Mr. Jian Wangning on Sunday 22/9/2019 at the Ministry of Foreign Affairs. General Assembly of the International Civil Aviation Organization (ICAO) to be held from 24/9 to 4/10/2019 in Montreal.

03 SEP 2019 PARTICIPATION OF AIR SPACE DRONE AT THE 40TH ICAO ASSEMBLY
The 40 th ICAO Assembly will take place from 24 September to 4 October 2019 at ICAO Headquarters in Montreal.
ICAO what is it?
From the outset, ICAO's main role has been to establish the global regulatory framework for international civil aviation safety . The Chicago Convention, in its preamble, also gives it a role of economic organization of air services, which are established on the basis of equality of opportunity and operated in a sound and economic manner.
The International Civil Aviation Organization (ICAO) comprises, in addition to the General Secretariat, three bodies which meet at regular intervals: the Council, the Air Navigation Commission and the Assembly. The Council, the governing body of ICAO, is composed of 36 permanent members elected every 3 years. It is supported by the Air Navigation Commission, composed of 19 technical experts whose role is to review and recommend to the Council standards, practices and procedures. They meet each other 3 times a year. The sessions of the Council are divided into two phases: the Committee phase, with technical discussions, precedes the Council phase, during which decisions are taken following political discussions.
The role of the assembly
The Assembly brings together all 193 ICAO Member States , the last State to join Dominica, in April 2019. Its role is to review the work of ICAO, vote the budget, to elect the members of the Council, to propose political recommendations and to adopt resolutions. It meets at least once every 3 years. The next Assembly will take place this year, from September 24 to October 4 , at ICAO Headquarters in Montreal. This is the 40th since the establishment of the Organization in 1944. Thousands of delegates representing Member States, international organizations and professional organizations will participate.
The central themes: safety, security and the environment

The last session of the Council, which began on 15 April with the Committee phase and ended on 21 June 2019, was the last before the Assembly. This 217th session was an opportunity to finalize the details of the work to be discussed in the autumn . These include the Organization's budget for the period 2020-2022, the election of Council members, several advances in the field of cyber security, security and the environment, and new areas to regulate.
The governance part: election of the Council and vote of the budget
The Assembly votes every three years the budget for the next triennium . Thus, this year, a substantial part of the Assembly's session will focus on the vote of the budget for 2020, 2021 and 2022. The budget proposal is currently being studied by the Council.The Assembly is also marked by the election of the 36 members of the Council for 3 years. There are 3 categories of members: the States of major importance in the air transport (Category I - of which France is part since its creation in 1947), the States contributing the most to provide facilities and services for the air navigation (Category II), and States representing all regions (Category III). The States concerned must submit their candidatures and will have to promote it.

The 13th Air Navigation Conference (AN-Conf / 13 - 13th Air Navigation Conference) in October 2018 and the Second High Level Aviation Security Conference (HLCAS / 2 - 2nd High Level Conference on Aviation Security) in November 2018 opened several projects that will be presented to the Assembly. The Council has recently decided to adopt the recommendations of these conferences to prevent the internal terrorist threat and cyber security risks, protect passenger data, and continue the implementation of the Aviation Security Plan. the world (GASeP), regulate unmanned aircraft, and balance work on safety and security.

The agenda of the Assembly also provides several points in the field of environmental protection . Since the 39th Assembly which adopted 3 resolutions (A39-1 "General Provisions, Noise and Local Air Quality", A39-2 "Climate Change", A39-3 "Global Regime of Market-Based Measures (MBM) To focus on an environmental policy, ICAO has put in place several initiatives to limit greenhouse gas emissions, aircraft noise and reduce the impact of aviation on quality. air. The Compensation and Reduction Regime for International Aviation (CORSIA), which will begin its pilot phase in 2021, aims to achieve carbon-neutral growth by 2020.
