Draft law of accession of the Republic of Iraq to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located in the Continental Shelf, 1988

The Council of Ministers approved the draft law on the accession of the Republic of Iraq to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms in the Continental Shelf of 1988, which entered into force on 1/3/1992, and referred it to the Council of Representatives in accordance with the provisions of Articles 61 / item I / 80 / Section II of the Constitution, while retaining the reservation of the Republic of Iraq in Article 2 of the Law of Accession to the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation No. 113 of 2012.

Confirmation of the reservation of the Republic of Iraq that signing, ratifying or acceding to the said Convention does not in any way imply recognition of (Israel) or entry into any relationship with it, based on the provisions of Article (21 / clause II) of the Law on the conclusion of treaties No. 35 of 2015.

Approving the recommendation of the Ministerial Council of Energy on exempting imported pipes for the benefit of the Central Oil Company from the product protection fee

The Council of Ministers approved the recommendation of the Ministerial Council of Energy to approve the reduction of the rate of fees to be (0%), for the purpose of exempting imported pipes for the benefit of the Central Oil Company used for the development and exploration of exploration patch No. 8 of the product protection fee.

In another resolution, the Council approved the recommendation of the Ministerial Council of Energy regarding the approval of increasing the cost and extending the contractual period of the consultative contract for the Karbala refinery (French Technip Company).

In another resolution, the Council of Ministers gave the Ministerial Council for Social Services and the Ministerial Council for Human Development the power to exempt from the instructions of the implementation of government contracts No. 2 of 2014.

Supporting the Student Sports Club

The Council of Ministers approved the Ministry of Higher Education and Scientific Research to benefit from part of the annual support amount for the restoration and rehabilitation of the stadium and the halls, ie from the 50% allocated under paragraph 8 of the Council of Ministers Resolution 289 of 2017, for the purpose of paying the ministry's obligations arising from the Student Sports Club, These include the exchange of players' wages and the requirements of participating sports teams.

Memorandum of Understanding between the Republic of Iraq and the General Secretariat of the League of Arab States on the amortization of 75% of the debt of the Republic of Iraq within the support funds provided to Arab countries

The Council of Ministers authorized the Permanent Representative of Iraq to the Arab League Ambassador Ahmad Nayef Al-Dulaimi to sign a memorandum of understanding between the Republic of Iraq and the General Secretariat of the League of Arab States on the amortization of 75% of the debts of the Republic of Iraq. 127 of 2019, subject to the consideration of the opinion of the Secretariat of the Council of Ministers established under the memorandum of the Legal Department in this regard.

Agreement on the implementation of special programs between UNDP and the Secretariat of the Council of Ministers

The Council of Ministers decided that the Ministry of Finance will transfer 46 billion dinars in terms of commitments, contributions and financial assistance to special programs in the budget of the General Secretariat of the Council of Ministers.

Granting the International Academy School in the province of Basra establishment license

The Council of Ministers approved the granting of a license for the International Academy of the National Academy in the province of Basra, based on the provisions of Article 4 / item I of the system of private and foreign education No. (5) for the year 2013.

The Ministry of Education completes the preparation of the instructions mentioned in Article (4) of the Private and Foreign Education Law No. (5) of 2013.
