I bring you a short newsletter today.

No, the reinstatement did not happen. They are not trading the dinar in other countries or trading it at all. Who the hell wants it at less than an 8th of a penny?

Any changes in rates at the banks on holding patterns are from re-running the system that calculates the rates according to the new Basel requirements and bumps each currency according to their assets and the assets of other countries in their basket. Like I keep telling everyone they are already now using a basket of 5 currencies to calculate the Iraqi dinar rate. These five currencies are (Yen, British Pound, Yuan, US dollar, EURO).

Just keep remembering that the VALUE is different from the RATE. Yes, someday we hope the RATE will reflect the true and honest VALUE of the Iraqi dinar. In fact, if it was not for the three zeros the dinar would be worth just under one US Dollar already.

How do I know this rate for a fact?

First, all you have to do is drop off the zeros and what is the rate? We all should know about the “project to delete the zeros” by now.

Secondly, in 2013 within the quarterly report to Congress on Iraq (see the clip from it below) it stated and I quote- “ the reform would have made the Iraqi dinar slightly less than a dollar”. What reform? They are talking about executing the “project to delete the zeros” and we know they will also reinstate the dinar once this happens.

Am I saying that in YOUR opportunity to exchange, the rate will be around a dollar?

No, I did not say this so don’t put words in my mouth. I just said exactly what I said and no more. We all should get out of our baby investor mode and decide we are adults and can think for ourselves. Of course, the dinar will be put on a float someday once reinstated. This will drive up the rate quickly. They project it will come out around $3.00 + USD per one dinar and rise quickly. So, you will probably never even see the initial rate of a dollar since it will drive up so quickly prior to you getting chance even to go to the bank. Get it? I have told everyone this before many times. Are you even listening to me?

IS ARTICLE 140 ALL COMPLETED?

(Mnt Goat - Better ask Kurdistan before making ANY such statements! (YES, all you intel gurus out there) Just the FACTS, No Hype, No Rumors, No Opinions….Mnt Goat is right again….as usual….Article 140 is not completed and needs a legal referendum. This is stated right in the Iraqi constitution. Go read it for yourself. )

Article 140

First
The executive authority shall undertake the necessary steps to complete the implementation of the requirements of all subparagraphs of Article 58 of the Transitional Administrative Law.

Second
The responsibility placed upon the executive branch of the Iraqi Transitional Government stipulated in Article 58 of the Transitional Administrative Law shall extend and continue to the executive authority elected in accordance with this Constitution, provided that it accomplishes completely (normalization and census and concludes with a referendum in Kirkuk and other disputed territories to determine the will of their citizens), by a date not to exceed the 31st of December.

The Council of Ministers of the Kurdistan Region will hold a meeting on Wednesday morning to discuss government reforms and the application of Article 140 of the Iraqi Constitution on the disputed areas between Erbil and Baghdad.

The meeting is scheduled to be held at 11 am today headed by Prime Minister Masroor Barzani.

In addition to the draft government reforms and guidelines for the new government's program of work in the region, the meeting will also discuss the situation in Kirkuk and the application of Article 140 of the constitution, especially after an interpretation by the Federal Supreme Court on a judicial authority in Iraq.

The Federal Supreme Court ruled at the end of July to remain in force Article (140) of the Constitution of the Republic of Iraq, stressing that this continues until the implementation of its requirements and achieve the goal of its legislation.

PROGRESS OF THE REINSTATMENT

There is not much more to say that I did not say already say in my last newsletter of this week dated Tuesday Aug 6th.

In the newsletter I told you that the FIRST parliamentary session of the year was supposed to end at the end of June. We were all disappointed when we did not see the reinstatement when July arrived. Previously they told us the reinstatement would happen by the end of the FIRST session. This was scheduled to end on June 30th.

But here is what happened:
Then they decided to extend the first session until Aug 1st not on June 30th. So we all breathed a sei of relief… Later, just recently, they then told us the 2nd session would begin on September 3rd.

So using all this data they presented to us we can conclude that we can expect a window of opportunity somewhere between now and September 3rd. What do you think? I am only going by what they tell us. No guessing and no banks screen stories or secret bank memos. No secret sources.

My CBI contact in Iraq also agrees with this analysis. By the way this contact now has a more permanent position and is not going to be fired as it was a proxy positions before the clean up of the CBI.

The corruption in the CBI is being cleaned up. I thought an interesting article came out this week on the economic and financial progress of Iraq. I asked myself where in hell does this info come from. It was way off target. We know much better and the news media has been telling us now for a year the great strides in the economy. Iraq has the best agricultural harvest since before Saddam Hussein ordered the fertile lands to be flooded. The banks are now loaning money, housing units are being build and these refugee camps are closing. Buildings are being reconstructed, roads being repaired and they are very close to having gas fired electricity throughout the entire southern region of Iraq thanks to Siemens and GE. The IMF concluded that Iraq is stable and doing better than ever since the wars in their last Article IV consultation findings. Also they said the Iraqi dinar is now free from all sanctions and obstacles. What better news can we have? So why all of a sudden such a negative article out of seemingly nowhere? APRIL 2012, QUARTERLY REPORT TO CONGRESS

This report was sent to the United States congress. it plainly shows in this report they expected the dinar to revalue at around a dollar in 2013.
this report is from page 84 of the massive sigr report (special inspector general for the reconstruction of Iraq.


(Mnt Goat – this is the “Special Inspector General for Iraq Reconstruction” – April 2012, quarterly report to Congress. It is telling us back then they expected the dinar to come out at just under $1.00. They were referring to the upcoming 2013 planned Reinstatement that was postponed.)

IRAQ HAS REACHED THE STAGE OF ECONOMIC COLLAPSE?

A member of the Finance Committee in Parliament, Faisal al-Issawi, on Thursday, that the country has reached the stage of economic collapse, while stressing that the real problem in the Central Bank .of Iraq Faisal al-Issawi, during the program " viewpoint

Presented by Dr. Nabil Jassem on the channel "Tigris" and followed (Baghdad today), that "IRAQ HAS REACHED THE STAGE OF ECONOMIC ".COLLAPSE," NOTING THAT "THE REALITY IS GREATER THAN THE INTERNATIONAL MONETARY REPORT Al-Issawi added that "the country is now in a real political and economic dilemma," stressing that "the government's actions did nothing to resolve the crisis," noting that "salaries increased by about 6 ".trillion dinars this year from last year. (Mnt Goat – he is referring to the last IMF Article IV consultation report that just came out)

He continued, "The policy of indifference in the collection of resources and UNEXPLAINED SPENDING CAUSED A LOT OF PROBLEMS IN THE REAL STRUCTURE OF THE ECONOMY," pointing out that "the high spending currently caused by oil licenses and debt, at the time of the Iraqi government is obliged to pay 20 ".trillion oil companies during the next year.

He stressed a member of the Finance Committee in parliament, "THE REAL PROBLEM IN THE ECONOMY, IS THE CENTRAL BANK OF IRAQ," and called on Prime Minister Adel Abdul-Mahdi to "pressure and amend the "bank's policies to withstand the challenge of the problems of the country.

(Mnt Goat – this is exactly what parliament is trying to achieve by passing the Financial Management Law this year)

A member of the Parliamentary Economic Committee, Jassem Tahmir, warned on Tuesday (7 May 2019), Prime Minister Adel Abdul-Mahdi not to fall into what he called the "trap of the International Monetary Fund", by rejecting the recommendations imposed by the Fund and the adoption of a fiscal .policy contrary to it,

Tahmir said, in an interview to (Baghdad today), "These recommendations imposed by the "International Monetary Fund serve the interests of countries that dominate and control,

He added, "IRAQ NEEDS NEW ECONOMIC AND POLITICAL FINANCIAL REFORMS, BUT NOT CONDITIONED BY EXTERNAL INSTITUTIONS," stressing the need to "reform sagging career in the institutions of the Iraqi state, and "support the private sector and provide appropriate conditions for investors
He pointed out that "policies and structural austerity programs implemented by the Fund and recommended, often lead to a doubling of the number of poor people significantly and high "unemployment.

The head of the IMF mission to Iraq, Gavin Gray, RECOMMENDED LAST MAY, A NUMBER OF MAJOR REFORMS THAT IRAQ MUST FOLLOW TO REFORM THE FINANCIAL STRUCTURE.

(Mnt Goat – remember one of these reforms was the currency reform and the IMF told Iraq to “release the currency on a float”. The only way they can do this is to reinstate to the global trading platforms such as FOREX)

The first of these reforms is public-sector wages that can ease short-term spending pressures" through compensation measures such as setting allowances, bonuses and other non-core wage payments, and not replacing retirees in full," Gray said Structural measures will be required in the medium term, based on a functional review of the" workforce as well as a deeper reform of the civil service once new human resource and information .management systems are in place," he said.

Gray made a second recommendation on electricity reforms, which he considered "a key factor in addressing poor quality of service and reducing high budget costs, due to modest rates of consumer tariffs, chronic non-payment of electricity bills, poor maintenance, over-reliance on expensive " generation sources, and losses." Throughout the generation and distribution process.

HOW SECURE IS IRAQ? IS THERE YET ANOTHER WAR BREWING?

(Mnt Goat – I have told everyone that these Iranian militias are going to cause trouble and eventually will become yet another ISIS like group. They must be dealt with. Mahdi has given them the ultimatum and so we watch to see what will happen. Iraq will need the help of the US troops if it comes to forcefully taking them out. This could get interesting…. Could this hold up the reinstatement? Of coure it could and I only hope the do it prior to this pot boiling over. Yes, another obstacles. When will it all end? )

A powerful alliance of about 50 Shiite militias, who helped Iraq defeat the Islamic State, is resisting calls by the Iraqi government to surrender its weapons and join civilian life, according to observers on the ground.

Much of the territory captured from the Islamic State (known also as the Islamic State of Iraq and Syria, or ISIS) in northern Iraq is currently controlled by the Popular Mobilization Forces (PMF), a collection of around 40 different Shiite militias consisting of over 150,000 armed fighters.

The militias began to form in the summer of 2014, after Sayyid Ali al-Husseini al-Sistani, the spiritual leader of the Iraqi Shiite community, issued a fatwa (religious degree) that called or the destruction of ISIS.

The Iranian-supported PMF proved instrumental in the territorial defeat of ISIS. However, the group’s leadership IS IDEOLOGICALLY ALIGNED WITH IRAN, and many of its members will not cooperate with the Iraqi Armed Forces, because of the latter’s proximity to the United States.

According to the German broadcaster Deutsche Welle, northern Iraqi cities like Mosul, Bashiqa and Nineveh are largely under the command of the PMF today, a full 18 months after they were recaptured from ISIS.

All political and economic activity in the region is controlled by PMF fighters operating under the command of the 30th Brigade, which is one of the most hardline pro-Iranian militias in the PMF.

It is alleged that the MILITIAS RECEIVE ECONOMIC KICKBACKS from Shiite-owned Iraqi firms who are awarded multi-million dollar contracts to rebuild the city. Meanwhile, as The Washington Post and other news media have reported, PMF MILITIA MEMBERS ARE BEGINNING TO EXHIBIT “MAFIA-LIKE” BEHAVIOR, establishing protection rackets and kidnapping motorists at night in order to release them for a fee paid by their families.

There are also allegations, made by Deutsche Welle and other Western media, that the PMF has conducted mass executions of Iraqi Sunnis as part of its goal to rid Iraq of Sunni Islam.

Last month, Iraqi Armed Forces tried to dismantle PMF-controlled checkpoints into Mosul, but was confronted by armed PMF forces who refused to cede control.

Following the failed attempt to recapture the checkpoints, Iraq’s Prime Minister ADEL ABDUL-MAHDI WARNED THE PMF THAT IT HAD UNTIL JULY 31 TO DISBAND.

Its members were called to join a newly established gendarmerie under the command of the Iraqi Ministry of Defense. Failure to do so would mean that the militias would be considered outlaws and would be treated as such by the Iraqi Armed Forces, the prime minister warned. But the PMF has requested more time to lay down its weapons, as some of its more moderate commanders are trying to convince the Iran-aligned militias to declare allegiance to a state army that they consider to be pro-American. The future will show how likely that is to happen.

I have composed a prayer maybe we can all pray today in our own way and until the reinstatement of the Iraq dinar occurs.
