In cooperation with the University of Nahrain Department of Sector Planning, a seminar will be held on the economic losses resulting from the discontinuation of the financing and implementation of the regional development program projects
The scientific and consultative cooperation team of the Department of Sector Planning in the Ministry of Planning and in collaboration with the University of Nahrain held a seminar on the study of the economic losses resulting from the suspension of funding and implementation of the projects of regional and petrodollar development program due to the financial crisis and combating terrorist organizations. The head of the department of evaluation of feasibility studies in the Department of Sector Planning, Dr. Bushra Wadi Abdel Sada and the author of this study, which explained that the purpose is to study the impact of reduced allocations of the investment budget in development projects included in the program of regional development and petro dollars to calculate the economic losses borne by the national economy at Year stop for these projects except the provinces of Kurdistan as well as the calculation of financial losses of the three provinces that were outside the control of the central government and affected by the terrorist operations, represented by the province of Nineveh, Salahuddin, Anbar. 

She added that "the study came out with a number of conclusions, which included (The adoption of the Iraqi economy in the financing of development projects on oil revenues make their implementation linked to" fluctuations in oil prices, which led to the suspension of many of the projects listed in the development of regions and the decline in the volume of annual allocations, (4338.6) billion dinars decreased to (748.8) billion dinars in 2018, as the Ministry of Planning contributed to address the effects of the decline in the financing of investment budget projects and the program of development of regions through the decisions of the Council of Ministers, the number of projects was reduced from (6535) To (5011) subscribers In 2016, and this resulted in the reduction projects included in the total budget cost by (41771) billion dinars, as well as raising indirect or re-examine Elv components and identified by executing and reducing the remaining obligations and not affect the project, 

The total projects of the Regional and Petro-Dollar Development Program amounted to 3625 projects, either financial needs amounted to (19247.9) billion dinars and if we add damage losses with the financial needs it will be (20238.8 billion dinars) (748.8 billion dinars), this indicates that the projects that are suspended until the completion and reconstruction of projects affected by terrorist operations and military in the light of these assignments require completion of at least (27) year The size of the losses of the annual estimate and according to assumptions of study of the disappearance Borne by The national economy as a result of the projects included a stop in the regional development program and the petro-dollar (483. And the losses of the cost of escorts and protections for the sites of the suspended projects, in addition to the losses resulting from the failure to provide basic and necessary services to citizens, which will negatively affect their lives.


 The total losses resulting from the direct damage to the three governorates (Nineveh, Salah al-Din and Anbar) as a result of the terrorist and military operations amounted to (990.9) billion dinars, and if they were collected with the annual loss of the three governorates affected by (46.4) The losses of these governorates amounted to (1037.3) billion dinars. 


The number of projects that have been lost to the governorates of (12) governorates (1148) projects and the three governorates that were outside the control of the central government (308) projects after we excluded the new and ongoing projects that have not been disbursed within the program of development of the regions as well as land acquisition projects Rehabilitation and payment of accounts. While the total financial needs of the projects in the program of development regions, amputation and dollar ((16408.0 billion dinars, if collected with the needs of projects that did not start by (2839.9 billion dinars will total needs (19247.9) billion dinars, and when adding direct damage losses, (990.9) billion dinars, the financial needs of the total projects of the program of regional development and petro-dollars may reach (20238.8) billion dinars, excluding the losses of extinction borne by the national economy annually due to continued projects, which amounted to (483.2 billion dinars annually) The losses of the projects listed in the investment budget, which were calculated in a previous study entitled (decrease of the investment budget and its economic impact on development projects in Iraq) amounted to (3473.7) billion dinars annually and when collecting these financial losses with the losses of the annual extinction of projects included in the program of regional development and petro Dollars, the total financial losses of the total investment budget borne by the national economy each year may amount to (3956.97) billion dinars, as well as losses of damage to the three provinces, which amounted to (990.9) billion dinars, explaining that the annual depreciation of the bank The discontinuation of the PDP program depends on the cumulative expenditure and the ideal state of each project without taking into account the specificity of each project and the study of its paragraphs in terms of technology, equipment used, and surrounding climatic and social impacts for the purpose of determining actual extinction.


 The head of the feasibility studies section pointed out that the study included a number of recommendations, namely, to provide the necessary allocations in paragraph (3) of the above conclusions to reduce the financial losses incurred by the national economy as a result of the suspension of the projects under implementation and the need to take the decision to cancel the suspension of projects and financing through loans allocated for this purpose And to deduct at least 10% of the allocations of the Ministry of Oil (development and operation contracts for licensing rounds) for the completion of these projects. It is also necessary to seek additional funding from international loans to complete priority projects through increased financial allocations. Talents. And to work on diversifying the economic base to get rid of the state of the rental economy and the transition to a diversified economy through the use of increasing percentages of investment returns in non-oil activities, especially agriculture and industry to increase non-oil production and thus contribute to the expansion of public budget revenues.


 As well as activating the role of partnership between the public and private sector through the establishment of an institutional and legislative framework that regulates administrative, technical and financial matters with the inclusion of the largest number of projects in this manner to reduce losses of extinction and damage. As well as work to encourage foreign investment in the provinces through the completion of all legal and institutional frameworks to manage investment and create an appropriate investment environment.
