The Council of Ministers exempted the contractors from paying the financial penalties resulting from their non-payment of the social security payments, pointing out that this is in accordance with the provisions of Article (30) of the Law of Pensions and Social Security of Workers No. 39 of 1971.

In a document obtained by the "Economy News" and signed by the Secretary General of the Council, Mahdi Alalak, carried many decisions concerning contractors, including "extinguishing the taxes achieved on the contracts of projects completed and received from the contracting parties before the date of issuance of this decision, with the Ministry of Planning study each project on Unit to identify projects that have been suspended as a result of contractors' delay in implementation or due to compelling reasons beyond their control. "

The document also included "fire extinguishing contractors for suspended projects as a result of the circumstances beyond their will, provided that the ministry decided to study the subject matter within a maximum period of 60 days from the date of issuance of this decision and that the Federal Audit Office verifies the validity of the coverage of the shops after their acceptance by the Ministry of Planning Based on the provisions of the Law on Financial Management and Public Debt No. 95 of 2004. "

The cabinet decided, according to the document, "to implement its decision and instructions issued to compensate contractors."

"The Ministries of Finance and Planning will activate their procedures regarding the amounts of escorts and protect the assets of the projects, and urge all contracting parties to comply with the Council of Ministers' Resolution No. 347 of 2015 and the directives of the Ministry of Planning in this regard."

The document obligates the Ministry of Finance to coordinate with the relevant authorities to resolve the issue of tax deposits from the companies' dues according to the law, in addition to the ministries and entities not affiliated with the Ministry of all restitution of the other collateral to contractors for the projects above according to the law.

The document also called for the Office of the Inspector-General in the ministries and entities not affiliated with the Ministry of Investigation of the "reasons for failure of the ministries and the parties to pay the dues of contractors in accordance with the law and the decisions of the Council of Ministers in the event of financial allocations in this regard."
