The General Secretariat of the Council of Ministers held a ceremony to end the pilot program for the first and second group decentralization project implemented by the Canadian Institute of Governance with funding from the Canadian Ministry of Foreign Affairs.
The Secretary-General of the Council of Ministers d. Mahdi Al-Alak said during his speech at the ceremony that the government's approach is towards building national capacities to achieve the optimal transfer of powers, especially financial ones, according to the Constitution, which stipulated that the federal system in the Republic of Iraq from the capital and regions and provinces and decentralized local administrations, The great support of the Government of Canada in the field of administrative reform and strengthening the principle of decentralization and access to good governance.

The ceremony concluded by giving participants from the first and second groups, which included the advanced cadres in the legislative and executive branches, including the governors of Missan and Diwaniyah, and the participants from the Kurdistan region, certificates proving that they passed six intensive training modules in the implementation and application of transfer of powers.
