The Republic of Iraq has ratified the Strategic Framework Agreement for a Friendship and Cooperation Relationship between the Republic of Iraq and the United States of America through the Iraqi Council of Representatives under Law No. (52) of 2008 published in Iraqi Gazette No. 4102 dated 24 December 2008. Window as of 1/1/2009.
The agreement consists of a preamble and eleven sections dealing respectively with principles of cooperation / political and diplomatic cooperation / defense and security co-operation / cultural cooperation / cooperation in the fields of economy and energy / health and environmental cooperation / cooperation in the field of ICT / Law enforcement and judiciary / joint committees / agreements and executive arrangements / and final provisions.
The agreement referred in the third section, which dealt with defense and security cooperation to the agreement between the Republic of Iraq and the United States of America on the withdrawal of US forces from Iraq and the organization of its activities during its temporary presence, which was approved by the Iraqi Council of Representatives and issued by law No. (51) for the year 2008 published in the Iraqi factsheet No. (4102) dated 24 / December 2008 and considered a window as of 1/1/2009.
The text of the Strategic Framework Convention draws attention to the fact that the term "long-term" is included in more than one preamble, where it is contained in preambular paragraphs (1, 3, 4 and 5), which contain only five paragraphs.
This agreement is complementary to the agreement between the Republic of Iraq and the United States of America on the withdrawal of US forces from Iraq, which we referred to earlier, and the important texts that we wish to refer to, which relate to the presence and withdrawal of US forces from Iraq, the phrase at the end of the third section of The agreement is under the title (Defense and Security Cooperation), which states that (This cooperation is carried out in the fields of security and defense in accordance with the agreement between the United States of America and the Republic of Iraq on the withdrawal of the United States forces from Iraq and the organization of its activities during its existence (Paragraph 1) of Article (24) of the Agreement on the withdrawal of US forces provided that all US forces must withdraw from all Iraqi lands, waters and airspace no later than 31 December 2011, (2) of the same article states: "All United States combat forces
Paragraph (3) of Section 1 of the Strategic Framework Agreement under the heading of "Principles of Cooperation" stipulates that the temporary presence of the United States forces in Iraq is at the request of the sovereign Government of Iraq and with full respect for the sovereignty of Iraq. (The United States should not use Iraq's territory, water and airspace as a launching pad or route to launch attacks on other countries, and do not seek or seek to have permanent bases or military presence in Iraq).
By reviewing the legal texts discussed above can reach the following: -
The US military presence in Iraq ended on 31 / December / 2011 under the agreement between theRepublic of Iraq and the United States of America on the withdrawal of US troops from Iraq , approved by Law No. (51 ) For the year 2008.

The Iraqi Government, in accordance with the provisions of paragraphs (3 and 4) of Section I of the Strategic Framework Agreement ratified by Law No. (52) of 2008 provided for the presence of a number of US forces in Iraq, but this presence is restricted under paragraph (4) Iraq's territory and airspace may be used as a launching pad or pathway for launching attacks against other countries and not to seek or seek to have permanent bases or permanent military presence in Iraq.

Article 2, paragraph (2) of the Convention states that "this Agreement shall remain in force unless either party gives written notice to the other party of its intention to terminate this Agreement and the termination shall take effect one year after the date of such notification."
In accordance with paragraph (4) above, Iraq has the right to terminate the agreement after it has submitted a notification to the United States of America stating that it has been terminated and one year after this notification Iraq is considered withdrawn from it if it deems it to be in its interest.
