The Federal Financial Control Bureau revealed the loss of large amounts of floods and rainwater because they are not stored in dams, especially the 14-dam water harvesting.
Cost of up to (93) billion dinars in the whole of Iraq and from 2003 until 2015, has not been invested in the best form in the provision of drinking water for citizens and irrigation of agricultural land or storage of water for use in the seasons of water scarcity.
This came in a report evaluating the performance of the Ministry of Water Resources in the implementation of projects dams and reservoirs since 2014 until 2017, which was prepared by the Department of Technical Affairs and Studies in the Office of Financial Supervision in April 2018 to discuss the reasons for the decline of water reservoirs achieved dams and reservoirs.
The report pointed out that the General Authority for Dams and Reservoirs has not been able to implement (23) dams of the harvest dams listed within the five year plan of the Ministry of Water Resources for the years 2013-2017 due to lack of technical and economic feasibility study for most of these dams, (62.09) million cubic meters, as well as the sinking of some agricultural projects in the provinces of (Maysan, Muthanna, Basrah, Wasit and Diyala).
He also pointed out that there is a deficit in the water imports of the Tigris and Euphrates rivers from neighboring countries with Iraq (Turkey, Syria and Iran), reaching 17.07 billion cubic meters for the year 2017 compared to 2016 due to the non-activation of international agreements between Iraq and upstream countries, In order to meet its humanitarian needs, and that the Turkish side did not start with Eliseo, which would reduce the water imports of the Tigris by more than 45%, as well as Iraq's accession to the Helsinki Convention (concerned with regulating international water management between countries in quantity and quantity) Which legally obligates riparian states to grant Iraq their shares Of water in accordance with international conventions prevailing.
On the same level, due to the decrease of water reservoirs for dams and reservoirs in the community, the conflict between the southern governorates around the water quotas worsened, as well as the decrease of the agricultural plan for wheat and barley crops for the winter season of 2017 due to the lack of sufficient water revenues. Irrigation projects, which include the establishment of lakes to raise fish that lead to the deprivation of agricultural land estimated area (31779.4-63558.8) acres of water.
The report was prepared in the light of approved criteria and indicators, including the indicators contained in the reports of international and domestic organizations, and the strategic study of water resources prepared by the Italian side in 2014, which warned that by 2020 Iraq will not have sufficient quantity, good quality of fresh water to meet Development needs, without agreement with riparian states to solve the problem radically.
