Guru Poppy3:  Someone was comparing the Kuwait RV process to this. While there are similarities it is not the same. Kuwait had to borrow billions from the World Bank to rebuild their country and had applied for the large loan and raise their value to over $9.00 for I think 3 days, before droping it back to the $3.00 rage. The reason it was that high was to qualify for the huge loans. Once the documents were signed and approved they lowered it. GUYS Dr. Shabibi will not need to do this. He has stated several times he wants a median value they can sustain for at least 24 months without fluctuation. This is to further stabalize their economy.

Guru SoonerPatriot: Cappy has spent a lot of time determining that today’s exercise with the rates was in fact a test. Okie was not informed that this was a test, and thus felt this was the real thing – an easy mistake to be made in this tense environment

Here on Cap’s Corner we are fortunate that gtabdinar happened to be in a regional bank in his hometown and was at that moment watching the screens and seeing what was happening. He was on the phone with me and I was able to use my experience to alert Cappy to what I thought was happening. Cappy took it from there and after exhaustive phone calls and receiving substantive evidence; has determined that today’s exercise was indeed a test

Not only was this a final test to insure communications down to the lowest levels, but also a test of a newly designed group rate code column that tested inserting a specific test code into the system and seeing if that resulted in the proper newly revised rate value.

Now there is some who might wonder why the rates shown were used, and there is a simple explanation for this that I will try to explain.

The numbers 2, 3, 4, 5, and 8 are the widest numbers in our 10 number characters. The numbers used in today’s test were 42.38, 2.50, and 44.88 all the widest numbers except for the zero, but that was used by design as well

If you’ve ever used excel spreadsheets and had a column too narrow for the numbers used, the program truncates the values to ##.##. If that were to happen for the currency screen, a PB or teller would have a difficult time determining what value to pay the customer.

Thus you use the widest numbers in a test to insure that the column is wide enough so a two digit number out to two decimal places is not truncated. 2.50 was used, as the programmers desired to test the add-on function of the group rate, but also wanted to make sure the final number added up to using .88 – the widest numbers.

The test is finishing up as we read this, and initial reports say this test has been smooth from start to where they are now. We are hoping that after a review of the success and a go/no-go decision, a go decision will be made and an attempt of the final step, which is pushing this out to the teller screens. We don’t have a clue when this might be, maybe instantaneous or the PTB may delay for a few hours for some reason. Only they know the timing.

Hopefully this gives you some clues as why this process may have been delayed a few days (programming this group rate code function), how many digits they are allowing for in the system conversion, and that they are now prepared to utilize the group rate code function.

If you want to play intel guru, this is your chance to use this intel to best determine your own ideas and guesstimate of when this might best domino.

You all are the best educated Dinarians around and I know you’ll glean much information, add it to what you know, and look at the past tendencies of when things have been done in the past few weeks. Just know that Cap is watching this closer than close and is on top of this event with a keen sense of when all this is coming down.

No oil being pumped now for over 3 weeks in Kurdistan region means no oil revenues. Iraq govenment bills are piking up. Its the end of the month and they have over 3 billion in bills to pay out to contractors and gov't employees. Most large gov't projects have been put on hold too. Someone has to cave in soon. News from Iraq since Friday is that this is happening. Shabibi holds the money (bank) and Talibani as head of the budget, spends the money. There is enormous pressure coming from Talibani to open the 2012 budgets. Parliamentt can do this without Arbil GOI and without CBI. Once its opened CBI must RV to .86 to 1.17 to cover expenses of Gov't and pay Talibani what he needs to run gov't. If this happens the IMF is going to step in a hurry and give us the full blown RV rate ($4.20 +) since they are worried investors will quickly buy up dinars and inflate currency again. Maliki- he has already agreed to implement Erbil agreement and keeps saying he has done all he has to do, however that is not true. He has to publically announce that the gov't is completed (GOI). Once he does this Shabibi will give us the full RV. Shabibi has said many times "give me the GOI and I'll give you the RV".

First of all OKIE truthfully told you what the screens were showing, secondly I have told you all along there are 2 schools of thought, 1. It's all about Iraq, or 2. The banks have the rate. Meaning BEAR vs OKIE, I don't think for a minute we will get $40+ but I am hopeful for $4+ JMHO but it did show the high rate. STAY BALANCED!!!!!
