In the event of a tie, the Assembly would proceed to second round of voting restricted to candidates with equal number of votes. However, in this instance, voting was completed in a single round, as the General Assembly approved the candidates endorsed by the regional groups. Afghanistan, Algeria, Australia, Belgium, Chile, the Czech Republic, Guyana, Italy, Iraq, Lebanon, Moldova, Nigeria, Peru, Rwanda, Somalia, South Africa, the United States, and Vietnam were elected to serve on ECOSOC for the 2016-2018 term

Millionday: According to the General Assembly’s rules of procedure, member states are eligible for immediate re-election to ECOSOC following the expiration of their term. During today’s session, Australia, Italy, South Africa, and the United States were re-elected as members of the Council. Notably, the United States has served longer on the Council than any other member, having first been elected in 1945. In addition to these changes, Ireland will replace Austria on the Council at the end of 2015 as part of an internal agreement within the Western European and Others Group. In recent years, WEOG members have occasionally agreed to divide ECOSOC terms between two member states.

According to Chapters 5-7 of the UN Charter the Council bears primary responsibility for the “maintenance of international peace and security.”The Security Council is made up of only fifteen members, making it the smallest of the principal organs. This group of fifteen includes five non-elected, permanent members (China, France, Russia, the United Kingdom, and the United States), leaving only ten countries as the elected portion. By contrast, the General Assembly includes all 192 member states and ECOSOC has 54 elected members.

The scope of the term “international peace and security” is currently a topic of discussion and disagreement between the Security Council – who see security as a widening concept as global circumstances shift – and members of the General Assembly, who are wary of Security Council “encroachment” on issues under the GA purview.

So tell me what does the UN Economic and Social Council have to do with anything? Over 25% of the UN members are a part of the council, including many of the poorest and smallest countries in the world, so either way it's big whoop.
The seats are divided as follows:
Regional Distribution of Seats
Region Total
African States 14 seats
Asian States 11 seats
Eastern European States 6 seats
Latin American and Caribbean States 10 seats
Western European and other States 13 seats
Each region nominates members according to the number of seats allocated to that region for the year. The candidates are then voted upon by the General Assembly. Considering that Bangladesh, Congo, Haiti, Zimbabwe and a few countries I have never heard of are members it's pretty obvious that neither economic strength nor financial acuity are election criteria ... as usual, a whole lot of nothing seen through RV colored glasses.
