What is meant by the 3 zeros?

Can someone  explain what is  is meant byh the 3 zeros deleation that is stated often?

I don't think anyone knows for sure. There is just too much ambiguity in the translations. I could mean a LOP as some have suggested, but other who suggest the zero's behind the decimal point in the exchange rate may also be correct. I only hope that you did not get into this because it was a sure thing, or a quick one, because it is neither. This ride is high risk, and the way things look right now, it's going to be a while before we get to the end, whatever that may be.

It's a lop.  When you see articles like the following that reference Turkey (who lopped) doing the same thing, there is zero ambiguity:

There have also been articles referencing Mexico and Russia, both of whom lopped.  Numerous articles.  Not every single article explains it like they're talking to a six year old, because they don't need to because Iraqis don't think their currency is going to appreciate by 100,000% like some American speculators erroneously do.

Also completely unambiguous are articles like the following, which explains there won't be an increase in purchasing power:
