i'm unclear how it works on an international scale but it appears as if the paris club was one of perhaps several creditors who were unwilling to discharge all the debts owed by iraq after they had filed for bankruptcy protection and had most recently completed their obligations.
what am i overlooking?

Maybe the Paris Club is the source of the FINAL NOTICE wanting to be paid between the 17th-20th in Revalued Iraqi Dinar????

And as the wave continues to move west is it possible the same burden could be removed from the list for the USA? It is our turn in fact.
