6-30-2014 Newshound Guru Enorrste Article: "National Alliance officially announced the biggest bloc, which he called its candidate for prime minister, and confirms the presence of the first session" So we see that the NA has legally claimed the right to have the first opportunity to form the new government. We also see...that they are nominating 3 candidates rather than just one. They are nominating Maliki, Mahdi, and Chalabi. As the new Parliament opens, then, the debate will begin in earnest (after the choosing of the 3 presidents, which may take a few days, although I doubt it). The debate will then be open for all to vote, rather than just the NA. This means that the entire 328 members will be choosing between the 3 nominees. Maliki will have a definite head start with his 100 committed members, unless some have already defected.
