RV Processing, RV Paused or RV Delay?

President Obama affirmed the message of Iraqi stability & smooth transition of government through election as conditions for US full resource commitment to Iraq (RV implied?). [The range of policy strategy in Iraq & the ME as well as tactics are a long & complex discussion.] Maliki announced "today" that Iraq was back on track & the crisis was largely over... And Iraqis need to unite. Tony tweeted last night, "@THE_TNT_TEAM: Congrats Iraq- We understand you completed all the docs and processes required for the RV. #wearethepeople" There's no public sign of RV release at East Coast banks' opening (yet) today, Fri AM. And it would seem Iraq has completed their side of the international RV bargain. Is Obama the holdup again, standing on the USA framing of the Iraq news picture?
