1-21-2014 Intel Guru Footforward There are early cash outs going on but not at the scale that people are suggesting that it is. The $28, $32, & $36 rates are not happening. I do not believe that we are being cut out. Maliki is not a problem. If he was he would have been removed.

There are no early cash outs. But he is correct about the rates, nor do I believe Maliki is the issue. The truth is, if you study the facts, and what has been stated in the past as criteria for the RV to happen, Iraq is not ready for it to happen. Now perhaps some or even all of the things needed are indeed done, and awaiting to be revealed, but based upon the news, they are not done. In fact there was an article yesterday which clearly indicated that the HCL is not done, but in fact, has not yet made it out of the Council of Ministers to Parliament.
