Where is the article that has this quote????? I can't find it. Does anyone know where it is?

I love some of the wording, " for the time being the project will be implemented soon".

Soon - they have been saying that for at least 5 years. That statement is NOT anything new at all. They have said it so many times. But, the gurus have made it sound like it was a declaration of immediate change. If we had just a nickle for every time the Iraqi's have said that, we would all be rich.
Just like gurus to take one little thing and make it sound like it is the pivotal key and we have an RV.

The only thing that is clear is that there is an ongoing division between the GOI and CBI as to when and how to make the changes. So , the GOI seems to have been having their way. Will they in the future? Only time will tell.
