He is now saying that the current administration says it is not the best time to implement it. Well we will just need to wait and see but with the announcement of the bond offering in the form of IQD by the end of the year 2013 to help raise the value of the IQD I feel we have a great window of seeing this take place the first of the year 2014. By itself they can cover up what he let slip out on Sunday but with the announcement of the bonds we have a great chance of seeing this take place.

And then again today we have a member of the Parliamentary finance committee saying it can't possibly start before 2015 ... so who is the truth teller?
