Council of Ministers decisions of the ninth regular session for 2013

The ninth session of the regular Council of Ministers in Baghdad on Tuesday, March 12, 2013 under the chairmanship of Prime Minister Nuri al-Maliki and issuing the following decisions:

1. Adoption of the recommendations of the Ministerial Committee formed by order (110) for the year 2012 of the continuation working with ration cards by the Ministry of trade on condition that distribution should be in the form of cartoon boxes containing all the ration card items and carefully implement the Council of Ministers decision No. (408) for the year 2012 and choose the right time for its implementation, taking into account privacy covered network Social Welfare and work to reduce the high food prices through the adoption of stocks strategically according to the proposals submitted by the Ministry of Trade The continuation to withhold the ration card items for groups with more than monthly income of (1.5) million and activating application decisions related and approval of a plan to ration card reform committee (by the smart card) and to accelerate the provision of application requirements after 2013.

2. Approval to grant the families of the martyrs of the employees of the Internal Security Forces, the police and the army of mattresses full salary and allowances which was charging by the martyr during the service.

3. Grant the Energy Commission in the Council of Ministers the power to decide on ordering spare parts for the projects of the Ministry of Electricity due to urgent need and the speed of implementation of power plants.

4. Authorizing the Minister of Municipalities validity invitations directly for (5) specialized companies for the implementation of the project streams Numaniyah in Wasit province, for the reluctance of the previous company and withdrawing the work from them.

5. Approval of the granting of the license of the El Alamein Institute for higher studies in Najaf province based on the provisions of Article (5 / item I) of private universities and colleges amended Law No. (13) of 1996 subjected to notes of the Legal Department in the General Secretariat of the Council of Ministers.

6. Approval to authorize Ministry of Transportation to manage all civil aircraft contracts signed by the Ministry of Finance as the sectoral competent in the field of transportation with the abolition of the relevant committee of managing contracts with Boeing and Bombardier.

7.Approval to authorize the Chairman of the National Investment authority to negotiate and sign a draft agreement to encourage and protect investment between the Government of the Republic of Iraq and the Government of the Italian Republic and its supplement and three languages (English, Italian and English) based on the provisions of Article (80 / item VI) of the Constitution with the Foreign Ministry to prepare and document authorization necessary on behalf of the Government of the Republic of Iraq to the President of the Investment national board and according to the contexts approved and submit to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister .

8.Approval to authorize the Minister of Justice the authority to negotiate and sign a draft agreement transfer of sentenced persons with freedom deprivation penalties between the Government of the Republic of Iraq and the Government of the Republic of Tunisia, as amended by the Advisory Council of State based on the provisions of Article (80 / item VI) of the Constitution .The Foreign Ministry is to prepare a document required on behalf of the Government of the Republic of Iraq to the Minister of Justice in accordance with the contexts approved and submit to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister.

9.Approval to authorize the Minister of Human Rights to negotiate and sign the Covenant of Child Rights in Islam adopted of the at the Islamic Conference (32) of Foreign Ministers held in Sana'a . The Covenant was audited by the Advisory Council of State based on the provisions of Article (80 / item VI) of the Constitution with the Ministry of Foreign Affairs prepare a document authorization required on behalf of the Government of the Republic of Iraq to the Minister of human Rights and in accordance with the contexts approved and submit to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister.

10.Approval to forward the Municipality of Baghdad tender of processing (2000) tons instead of (4000) tons of chlorine on Al-Bajha to produce soda and chlorine to be supplied by General Chemical Industries of the Ministry of Industry and Minerals remaining quantity of chlorine needed by the Municipality of Baghdad when plant start chemicals production and shall not be supplied by another company to the Municipality of Baghdad bearing responsibility for the correctness of above tender procedures and sobriety prices certification.

11.Adoption of the recommendations of negotiating Iraqi delegation to settle the loans granted by the Iraqi fund for Overseas Development to the Islamic Republic of Mauritania based on the provisions item (11) of Section IV of the Financial Administration Act and the Public Debt number (95) for the year 2004 to cancel all accrued interest on government loans and loans Iraqi development fund of Foreign Affairs and of $ (30.6) million and scheduling of private debt loans government loans Iraqi fund for Overseas Development and the $ (52,666,000) dollars over (30) years with consideration (5) years, including a period of neglect to calculating the annual interest on the amount scheduled by (0.75)% and pay off the amount in the account of the Central Bank of Iraq.
