You're so right... I watched that site often and wondered what was up... then someone made sense of it to me... seems that the site is more of a 'depot' of information reporting on the 'Operational Rates' of those currencies at the moment of the update of that report... (sort of like a 'newsletter', if you will) and has nothing to do with imposing, recommending or establishing any country's rate by the UN... (if I understand the purpose of the site...)
