No, it is not from fallout. Its a human baby born with anencephaly. A birth defect that could happen if expecting mothers do not get enough folic acid in there diet.
It's really sad actually. A baby born without the top of its skull and much of it's brain. This baby in particular had other physical defects which are common. Enlarged (looking) eyes because of shallow eye sockets. Under weight...
