Al-Kazemi said during a joint press conference with Iranian President Hassan Rouhani after their meeting in Tehran today, "My visit today confirms the importance of the historical ties that link Iraq and Iran. Today we are facing the challenges of Corona and the drop in oil prices. Therefore, coordination between the two countries is necessary."




He added, "We discussed the conditions of the region and how to establish peace, especially in light of the challenges of Corona," stressing that "the Iraqi people are loving and eager for relations with Iran according to the principle of non-interference in internal affairs."




And between Al-Kazemi: Iran was one of the first countries that stood beside Iraq in the fight against terrorism, and the Iraqis will not forget this, stressing that "Iraq policy is based on goodwill in the relationship with neighboring countries."




"The two countries face economic challenges, our people are waiting for us a lot, and this cannot be achieved without cooperation."




Al-Kazemi pointed out that "Iraq is searching for stability and must be strong and stable to be supportive of neighboring countries and the region. Iranian Energy Minister Reza Ardakianian reported that they reached an agreement to conclude two contracts in the field of improving and developing the electricity industry in Iraq.

This came after his meeting with his Iraqi counterpart Majid Hantoush, who is visiting Tehran as part of the delegation accompanying the Iraqi Prime Minister Mustafa.

 Ardakanian said that the two contracts relate to reducing damage to the electricity distribution network in the provinces of Najaf and Karbala, and repairing distribution transformers in this neighboring country, indicating that a final agreement will be reached on them.

Regarding the dues of supplying electricity to Iraq, Minister Erdakianian stated that it was agreed to pay a portion of the dues of the "Twanir" Company to generate, transport and distribute Iranian electricity starting from the end of this July.

The president of the Iran-Iraq Joint Chamber of Commerce, Yahya Al-Ishaq, announced on Tuesday that he is seeking to set a timetable for Iraq to pay off its three billion dollars in debts on importing energy from Iran.

The Iranian Energy Minister, Reza Ardakanian, had signed a two-year contract to export electricity to Iraq in June.

Tehran supplies 1,200 megawatts of electricity to Iraq via four lines; It is the Khorramshahr-Basra line, Karkhah-Al-Amara, Kermanshah-Diyala and Sarbel Zahab-Khanaqin.

The gas imported from Iran also contributes to operating Iraqi electrical stations that supply the system with approximately 3,300 megawatts.

The signing of the two-year electricity export contract comes after the United States announced last month a 120-day exemption for importing electricity from Iran to Iraq, following the formation of the government of Prime Minister Mustafa al-Kazemi.

Washington exempts Iraq from penalties for importing gas and electricity from Iran, due to Baghdad's inability to meet the domestic need for electrical energy.

According to the Ministry of Electricity, Iraq's production of electrical energy is 13,500 megawatts, and it plans to add 3,500 megawatts during the current year, by introducing new generating units into service; However, it is estimated that the country needs more than 20 thousand megawatts.

Meanwhile, Iraqi Finance Minister Ali Allawi announced that he would soon reopen the southern crossings of his country with Iran.

This came in a meeting between the head of the Iranian Customs Authority, Mahdi Mirashrafi, with the Iraqi Finance Minister Ali Allawi, on the sidelines of the meeting of Iranian President Hassan Rouhani and Iraqi Prime Minister Mustafa Al-Kazemi.

Allawi reported his country's decision to reopen the southern ports (Shalamcheh and Attractive) soon, which were closed due to the outbreak of the Corona virus and were partially operated recently.

The Iraqi Minister of Finance expressed his country's desire to cooperate and benefit from the experiences of Iranian customs in the field of automating procedures, suggesting that Iraqi experts and customs officials be dispatched in this regard.

The two sides stressed the necessity of establishing joint commercial portals, while the head of the Iranian Customs Authority expressed his readiness to implement joint measures in the field of customs information exchange, qualification of Iraqi customs officials and reopening of joint crossings.

Pointing out that reason, religion and experience require strengthening relations with Iraq in all areas more than before, the first vice-president of the Iranian President, Ishaq Jahangiri, expressed his hope that the steps of joint cooperation between the two countries will help overcome difficulties and immediate challenges.



On Tuesday, Prime Minister Mustafa Al-Kazemi arrived in the Iranian capital, Tehran, for an official visit, and the official reception ceremony was held for him by the President of the Islamic Republic of Iran Hassan Rouhani.



In an indication of the importance of the meeting with the officials of the two neighboring countries, Al-Kazemi started his first foreign visits from Tehran since he assumed power, while the guide of the Islamic Revolution, Ali Khamenei, before his meeting with the Prime Minister, did not have any domestic or foreign meeting five months ago. 
 

Joint press conference



The Supreme Leader of the Islamic Revolution in Iran, Ali Khamenei, stressed during his reception to the Prime Minister that Iran opposes everything that causes the weakening of Iraq, adding that reason, religion and experience require strengthening relations with Iraq in all fields more than before.



During a joint press conference, with the President of the Islamic Republic of Iran Hassan Rouhani, Prime Minister Mustafa Al-Kazemi said: “I thank President Hassan Rouhani for this invitation, and for the hospitality, and I emphasize the historical ties that link our two countries,” noting that “the bilateral relations between our two countries are facing The challenges of the Corona epidemic, the collapse of oil prices, and the relationship between us are not limited to shared borders that extend to 1458 km only, but also include cultural, religious and economic extensions. "

"

Health and economic cooperation



In turn, the Iranian President said, in a press conference held in the capital, Tehran: "We discussed with Iraqi Prime Minister Mustafa Al-Kazemi to raise the level of trade between Iraq and Iran to 20 billion dollars annually," indicating "We have sufficient capacity to help Iraq, and we want to exchange views between health officials And I discussed that with the Iraqi prime minister. "



Rouhani added, "We discussed basic economic issues such as the Cree Shatt al-Arab, the linkage of railways between Iraq and Iran, and we discussed the issues of the region and the role that Iraq can play to stabilize it," pledging to the government and people of Iraq that "Iran stands with him in the face of the emerging Corona Virus pandemic."



After that, the Iraqi and Iranian delegations held an expanded meeting headed by Prime Minister Mustafa Al-Kazemi and the first vice-president of the Islamic Republic of Iran, Ishaq Jahangiri.



The expanded meeting discussed, according to a statement of the Prime Minister's Information Office, received by "Al-Sabah", "the files on the agenda, which dealt with developing prospects for cooperation in various sectors between the two countries, ways of overcoming obstacles and overcoming problems that may hinder the progress of joint cooperation."
 



Facing challenges



The Prime Minister expressed his "thanks for this invitation from the Iranian side," stressing that "Iraq looks forward to forming the best relations between the two countries on the basis of common interests, in the service of the two neighboring countries."



Al-Kazimi added, "There are great challenges we face, and we must work together to overcome them, on top of which are the current economic and health challenges facing

For his part, Jahangiri welcomed "Al-Kazemi's visit and the accompanying government delegation," expressing his "wishes for the Iraqi government to succeed in its tasks, and that the negotiations be constructive between the two sides, to serve the relationship between Iran and Iraq."



Jahangiri stressed "Iran's support for the stability of Iraq and the restoration of its full role in the region," expressing "his hope that the steps of joint cooperation between the two countries will help overcome the difficulties and immediate challenges, represented by the Corona pandemic, and the economic crisis resulting from low oil prices."



On the sidelines of the visit, National Security Adviser Qassim Al-Araji, a member of the government delegation headed by the Prime Minister, met with the Iranian Minister of Intelligence, Mr.

During the meeting, according to the statement of the Information Office of the National Security Adviser, they discussed developing and strengthening relations between the two countries, especially on the security side, and reaffirmed their continued fight against ISIS.



In turn, the Iranian Intelligence Minister, Mr. Alawi, affirmed Tehran's support for the government of Prime Minister Mustafa Al-Kazemi.



Yesterday, Tuesday, Health Minister Hassan Al-Tamimi announced the formation of joint scientific teams between the Iraqi and Iranian ministries of health to exchange information in the field of prevention and control of the Corona pandemic. 



Al-Tamimi told the Iraqi News Agency (INA): "During the visit, information was exchanged regarding the treatment protocols used in the Islamic Republic in dealing with the new epidemic of Corona." 



He added, "Joint scientific teams have been formed between the Iraqi Ministry of Health and the Iranian Ministry of Health to exchange information in the field of prevention and control of the Corona pandemic," stressing that meetings will be held via closed-circuit television with the team of experts

The limits of friendship and cooperation

The Secretary General of the Iran-Iraq Joint Chamber of Commerce, Hamid Hosseini, announced the establishment of a company in Iraq to settle $ 5 billion in debts to Iran, but not to pay cash, due to the sanctions, but rather in exchange for Iraq to buy materials and basic commodities.



Hosseini said in an interview with the Iranian "Ferraro" website, Friday, that this amount is Iran's request to the Iraqi Bank of TBI, adding that according to the agreement between the two countries, Iran will provide the company with a list of goods and materials that it needs to be purchased and sent to Iran.
What kind of debt?

The Iranian official did not clarify the type of debt owed by Iraq, despite the temporary US exemption for Iraq that includes the import of electricity from Iran only.
However, Iraq is unable to pay for the gas and electricity imported from Iran to Tehran because of the sanctions, and for this reason, Iraqi banks find it difficult to transfer money to Iran.
Abdel Nasser Hemti, the governor of the Central Bank of Iran, had announced after his visit to Iraq on June 19 that Baghdad had agreed to pay its debts related to importing gas and electricity to Iran through the export of food and medicine.
Earlier, Iranian officials announced that Iraq's debts to Iran for electricity and gas exports amount to $ 2 billion, and it is not known what debts of the three billionaires expected.
Unclear relationships

The Iranian government says that the total trade between Iran and Iraq amounts to 12 billion dollars annually, but given that Iran has stopped publishing details of its foreign trade since March 2019 due to the sanctions, the details of the current trade between Iran and Iraq are not clear.

Iran, which suffers from many mysterious daily explosions inside Iranian cities, pressures of the American economic sanctions against it, the scarcity of Iranian oil exports, the Iranian regime’s suffering from the increasing demonstrations and popular protests that threaten the fall of the mullahs ’regime, in addition to the increasing deaths among the Iranians due to the Corona pandemic, where the number of injuries 25 million Iranians, and another 35 million are at risk of infection, according to President (Rouhani's) recent confession.


All these factors are common with Iran’s desire to conclude a deal with President Trump after the results of the upcoming elections in America, all of which makes Iran resort to temporary secret understandings with (Washington), including neutralizing the weapons of pro-Iranian Iraqi militias in Iraq .. and its recent missiles on the Green Zone During (Zarif )’s visit, it is a message: “We, the militias, are not committed to a truce between Iran and America ... and we will continue to bomb the American forces.”


That is, the terrorist militias in Iraq say to America and Iran: "cutting the throats and not cutting the livelihoods" .. this is the behavior of mercenaries everywhere.
