Al-Khuza’i added that exceeding the powers was not confined to the cabinet in its decisions, but that the infringement of the minister’s authority was reached, so his inherent legal right was robbed by choosing his executive administrative staff and rotating them or exempting them according to what he deems compatible with the mechanisms of his administration in accordance with the applicable law.
