THE COUNCIL OF MINISTERS REQUIRES THE MINISTRIES TO LIQUIDATE THE FINANCIAL CONTROL OBSERVATIONS

In accordance with the responsibilities and competences of the Office referred to in its effective law No. (31) for the year 2011 (amended), the Federal Audit Bureau, within the framework of its plan to control public funds wherever it exists, 2013, 2014, 2015) by ministries and entities not affiliated with the Ministry, which was submitted to the Prime Minister on 8/8/2016.
Accordingly, the Prime Minister directed the formation of a committee to study the report under the chairmanship of the Chairman of the Board of Counselors and the membership of representatives of the ministries concerned (Finance, Agriculture, Oil, Planning, Electricity and Health), in addition to the Council of Counselors and the General Secretariat of the Council of Ministers. The Council of Ministers on the recommendations contained in it, which have been informed to the ministries and concerned authorities as reported to the ministries (financial and planning) the need for coordination and the launch of the annual financial allocations to the provinces before the approval of plans from the Ministry of Planning and the commitment of the Ministry of Finance Financing of projects According to the reports of the Ministry of Planning, the following are some of the observations in the report of the Federal Audit Bureau:
- Most of the projects implemented lack technical and economic feasibility studies, and therefore not contribute to these projects to improve the reality of public services and infrastructure.
- The inclusion of a number of investment projects and implementation during the years (2013, 2014, 2015) under the guidance of the higher authorities are not involved, although the Ministry of Planning (which is concerned with investment budget projects) sees no need for these projects.
- The Ministry of Oil relied almost entirely on foreign companies in the field of oil extraction. About 77% of the ministry's allocations were allocated to pay the dues of foreign companies, thus reducing the role of the national effort and its decline in this field.
- The absence of a systematic mechanism to propose provincial development projects in the governorates.
- The low level of services provided and the lack of energy production compared to the actual need despite spending large amounts on a large number of power projects.
