There is nothing to worry about here. What it means is that Iraq is preparing to retrieve the 3 zero notes from circulation.

The way they will do that is to RV, collect all the notes, then destroy them so that only the lower denoms are left.

The expression "deleting the zeroes" originated from a bad translation.
