The HCA is in the budget agreement for this year only.  A true HCL has yet to be negotiated and as long as the Kurds are reclaiming more and more of Iraq territory from ISIS, expect that they will be negotiating for a larger portion of the budget plus keeping all liberated territory in Kurdistan.

Really not going to be an easy negotiation and it's not in the Kurd's interests to agree to an HCL right now. 

Expect the HCA to be continued from year to year for quite a while.


And I have a sneaking suspicion that sczin (who is incapable of an original thought) is a GOI+HCL=RV type.

sczin would have to link to some other guru's statement as he seems to steal from the others and put things out as his own pretty much every time.

We wouldn't happen to have an email address for this (or any other guru) would we?  I am starting to think that we thinking types would do well in refuting their postings directly to their email box in addition to the general commentary we leave here at DD.  I would love to think that we could voice our displeasure more directly to their blowhard feelings of superiority.

Maybe I will have to dig around to see if there are any direct email addresses out there.
