I saw this article elsewhere. I am confused. So from this (really wish we could get some who could read Arabic to translate this instead of the translator program) who denied the project? And, do they want to do this next year? The CBI or the Government? I'm trying to determine from all of these stupid articles who wants what and they never really come out and say it. I'm not sure if it's because we don't understand their tone of language, or the translator is messing it up so bad.
