I think this is accurate. If so, this means that the RV must be announced by Iraq real soon, I mean within hours. Thus people can wake up Thursday morning to the new rate. Thursday morning for them is about 12 hours away from the time of this post. However if the CBI doesn't update its website with the new rate for Aug 11 (Thursday), then we can forget about it at least until Sunday. This is because in Iraq FRIDAY and SATURDAY are holidays. Even if you think RV is not in Iraq's control, the persons who have to pull the trigger are in Iraq.
