Is the HCL Really Done?
If you read this article, the HCL is not done, although there are many out there that say it is. Some also say that the issues with the disputed territories are resolved and agreed upon. Even though I respect some of the people that are saying these things are done, I am not buying in to those opinions. Maybe they will put in the effort to have the thing done before the end of this current term. I am making the assumption that "term" is defined as before the new Parliament is voted on early next year.
Member of the Iraqi Oil Committee calls to speed up approving HCL before the end of the current term.
Baghdad (AIN) -Deputy chief of the parliament Oil & Energy Committee, Ali al-Fayadh, called to expedite ratification of the Oil & Gas Law before the end of the current parliament term.
The Oil & Gas law is one of the pending issues especially between the central government and Kurdistan Regional government where this law regulates the running of the oil resources and administration of its revenues and the contracting with foreign companies.
Fayadh stated to AIN “The ratification of this law will protect the national production of oil and safeguard the citizens’ rights as well as reassuring the foreign companies and attract them to invest in this vital sector through founding laws that maintain these companies’ rights along with ensuring fair distribution for the state resources among the Iraqi people.”

I think if you go find the older articles and re-read them you will find it's been agreed upon, and all the parties have signed off on it but it has not yet had three readings in parliament. Just going off of memory here ...

All information does seem to be determined by which publication is putting the "spin" on it. How many times have we seen one article say one thing, and then the very next article contradicts it.

Shows how stupid they are if they have to read it 3 times, heads must be non absorbant, like railroad gravel- Figures as much-Maybe they need new 'sponges' in their squash-

Agreement is a good start. Now to get the rest of the readings done and move on.

I am glad someone brought this up. Lots not done Iraq. HCL not done, amnesty not done, still in chapter 7,artical 140 not passed. And people say it is all done. Does anyone besides me think this might be part of the holdup?

Ty. Doesn't the ratification of the Amnesty Law and release of Chap VII allow for the RV, not the approval of the Hydro Carbon Law? American companies are running to Iraq to open businesses. There has to be huge financial incentives to go there, and the RV has to be one of them. Otherwise, why are these companies spending millions of their own $$??

Actually businesses are pulling out of iraq. The violence & not being paid are the reasons. This was news on NPR recently.

Answer this who benefits by the RV not happening, It shore seems like someone in a position of power douse not want this to ever happen. This has gone on fare to long of every thing done, nothing left to do but celebrate, and nothing happening. someone who thinks that they are really important needs to be taken out and shot.

We have been told a lot of things. Including it is done, cashing on Monday several times, O is the holdup, China is holding it up, PTB holding it up and I even think I heard the Easter bunny is holding it up. The ImF is not going to let this go through until Iraq has their stuff together more.
