Yes you will need one, just to protect yourself, I would say find one in your state as laws vary so much state to state.

Jonny is slowly becoming an Orwellian doublespeak expert.
His level of sophistication (or lack therof) is very elementary, however. This is reflective of the general ignorance and desperation of Dinarians (all of us as a collective).
If Jonny is as successful as his internet personality is made out to be, then you would think he knows the value of prudence, hard work, and the truth?
So after all the posts by Jonny and other gurus, only NOW is there a LEGAL REVIEW OF THE RV FROM THE STANDPOINT OF THE WORLD BANK? What you called 'paperwork' yesterday is now called 'legal concerns'?
I believe people ought to make their own decisions. But Jonny, if you have an iota of honor and Christian sensibility in you, you'd stop misleading people like this.

The Erbil agreement has been signed for over a year, just not implemented.
Some think it is the same for the HCL.

The law needs the approval of all parties to be passed. On Jan. 3 the committee revealed it an initial agreement between the Kurdistan Regional Government and the federal government had been reached on a new formula to approve the law.
Baghdad and Erbil ended three negotiation sessions in Baghdad at the end of October with outstanding issues..
Committee member Susan al-Saad told AKnews that Iraqiya cannot be marginalized and "we hope it to participate in the coming meetings to complete this draft law and submit it to the Council of Representatives to vote on."
"There are calls for urgent legislation since this issue is causing crises between the Oil Ministry and local governments. If Iraqiya insists on not attending then we will have to decide without its presence," she added.
The tension increased recently between the governments of Baghdad and Erbil after the KRG rejected a draft Oil and Gas Law approved by the federal government in August. The Region believed the draft gave too much power to Baghdad in terms of managing oil contracts and income, and would be at the expense of the Region.
Oil revenue constitutes about 95% of Iraq's budget, but so far there is no law that determines who gets to sign what kind of contract with oil companies. Without legislation the KRG has been signing contracts which Baghdad views as illegal and invalid. a hydrocarbon law is desperately needed to provide the stability needed to entice more investment to Iraq's oil industry.

I also read that they were suposed to have the second vote (it takes three and posting in the gasette to pass) on Monday 01/09/12, and the third vote was scheduled for Monday 01/16/12, but have not found any news if they did.

Nobody showed up.... the postoned until Tue 01/17/12.. and it was supposed to be for the second reading of the budget... HCL wasnt brought up to be part of the agenda as far as I know... but have a feeling it will be snuck in there...
