The gold fringe has something to do with maritime law versus the law of the land. This is one of the indicators of the corporation - United States of America. They follow maritime law, which requires the fringed flags.

The gold fringed flag is technically a military battle flag. It is reserved for that use and use by the general of the army over his headquarters or at courts-martials. The president as commander-in-chief may use it or not at his discretion. Other uses of it are not authorized and in that sense it is not the official flag. Some find it pretty, but personally I don't care for it.
It took me about a minute to find a half dozen or so photos of White House press conferences where flags with no fringe were used. Some were recent, and some historical ... so I would say no significance.

Gold fringe on flag is indicative of maritime military jurisdiction, and the absence of the fringe at today's ceremony is indeed significant, for those who have eyes to recognize same!!

According to ANNAN Flag co the gold fringe is ceremonial and for indoor use. Other than that, I thank you for all the other info...rick152
