You are correct, they are .. "positioning money".
Insightful on your part, and common just before war breaks out next door to an ATM machine and/or locking down your favorite bank branch after weeks of unrest from sectarian violence or simply closing up shop because of the promise of impending drone strikes from a US Carrier parked out in the gulf..
