Article: "Russia drops debts to three Arab countries worth $ 36 billion" Quotes: "Russia has decided to drop 21.5 billion dollars in sovereign debt to Iraq..." "Storchak noted that the $ 140 billion would be due to the re-calculation of current exchange rates and that the debts would result from the supply of weapons and defense equipment." My thinking was why even mention "current exchange rate" unless you intend to see a change in rate?
