Prime Minister Haider al-Abadi said on Monday that Abadi postponed his trip to New York on Tuesday to receive the Kurdish delegation. Originally president Masum was supposed to take on this Kurdish delegation for Abadi, but now we can see tensions are rising and this issue of referendum is moving forward.

Foreign Minister Ibrahim al-Jaafari arrived in New York to attend the 72nd session of the United Nations General Assembly and represent Iraq at a number of meetings on the sidelines of UN meetings.

"Jaafari is expected to meet with foreign ministers and officials of a number of countries in the world to discuss and strengthen bilateral relations, and to mobilize efforts to maintain their standing alongside Iraq and contribute to the reconstruction of the infrastructure of Iraqi cities," a foreign ministry statement said. Prime Minister Haider al-Abadi is due to address Iraq at the UN General Assembly meeting in New York City.

On Monday we have already seen police deployed to prevent ethnic clashes with the Turks in the Kirkuk region.

Prime Minister Haider al-Abbadi on Monday evening received a telephone call from Turkish President Recep Tayyip Erdogan to discuss the referendum, which the region intends to break up.

According to sources in the Turkish presidency, the two sides stressed during the communication the need to maintain the territorial integrity of Iraq, and insistence on the referendum will lead to increased tension in the region.

(So listen to me everyone – this referendum is and is going to cause yet more chaos and problems in Iraq. It is the next dilemma that may hold up the RV. We have to watch and wait to see how it all plays out.)

The president of the Kurdistan region Massoud Barzani on Tuesday gave Baghdad and the international community three days to put the alternative to the referendum on separation, refusing to represent the borders of Kurdistan "Green Line".

"The decision of the referendum is the decision of the people of Kurdistan and not for one person or a particular party," Barzani said during his participation in a ceremony held in the court of Suran district to support the referendum on the independence of Kurdistan. He called on all participants in the ceremony to "raise the flag of the Kurdistan region only, "He said. "We have not succeeded in partnership with Baghdad, so we now have to be dear neighbors. As for us, we have no choice but to hold a referendum," he said. "They are asking us to go back to the Green Line to demarcate Kurdistan's borders.

(So this last update in the referendum tells us so much as to why Kurdistan wants to break from Iraq. Did you read it? Here are some highlights as to why (and I quote from the article):

ERBIL— If the Kurdistan Region leadership receives an alternative for its independence referendum from Baghdad WHICH THE INTERNATIONAL COMMUNITY CAN GUARANTEE ITS ENFORCEMENT, instead of voting to the referendum on September 25, the people of Kurdistan will celebrate the date, otherwise, they will go ahead with their vote, said Kurdistan Region President.

Update on the remaining war with ISIS - Iraqi forces are reported to have launched an operation to recapture the last stronghold of so-called Islamic State in the country's western desert. A military source told the BBC that soldiers, Anbar provincial police and Sunni Arab tribal fighters began moving on the town of Ana on Tuesday morning.
Their progress was slowed initially by dozens of booby-traps, the source said. Ana, 90km (55 miles) from the Syrian border, is one of three Iraqi towns in the Euphrates river valley held by IS. The jihadist group still controls large parts of the valley in the neighboring Syrian province of Deir al-Zour, but it is under pressure there from Syrian pro-government forces and a US-backed alliance of Kurdish and Arab fighters.

The Iraqi military source said the assault on Ana and its surrounding district was being supported by US-led coalition air strikes and military advisers on the ground.

(So we see the fight against ISIS is not yet over, but the offensive has now begun and has moved out of the planning stages to the battle field.)

(IMF) ANNOUNCED ON MONDAY THAT THE INDEPENDENCE OF THE KURDISTAN REGION WILL HAVE NO SIGNIFICANT ECONOMIC AND FINANCIAL IMPACT ON IRAQ

The International Monetary Fund (IMF) announced on Monday that the independence of the Kurdistan region will have no significant economic and financial impact on Iraq.

CALLING FOR THE CANCELLATION OF THE REMAINING ENTRY ON THE DINAR EXCHANGE RATE

The International Monetary Fund (IMF) on Monday called on the Iraqi authorities to restructure the Rasheed and Rafidain banks and strengthen the legal framework of the central bank, calling for the cancellation of the remaining entry on the dinar exchange rate.
The Iraqi Business Council said in a press statement received by "The Economist News" that "the head of the mission of the International Monetary Fund in Iraq, Christian Joss, discussed in the Jordanian capital Amman with the delegation of members of the Iraqi Business Council the latest developments in the Convention on credit readiness with Iraq and the challenges facing the Iraqi private sector" .

"The International Monetary Fund stressed the importance of implementing structural reforms to improve the investment climate and diversify the economy to encourage private sector activity and improve the business environment," the statement quoted Jos as saying.

"Integrity in Iraq does not need new laws, but rather to implement existing laws strictly to combat corruption. The international community should help Iraq in this regard," he said

(Okay did you read this article? Did you read this part and I quote – “eliminate the remaining restriction on the exchange rate and the practice of multiple exchange rates”. What does this mean? This means to manage the exchange rate and check it to one country wide exchange rate. Even when they get off the program rate they are still allowed to vary the rate by +- % to be in compliance. It also means to end the provisional rate (or as many call it the program rate) that was put on Iraq during the embargo and sanctions which led to the inflation of the dinar. These restrictions prohibit the dinar in the payment of outside debts and was stricken from the global currency exchanges, thus the dinar could not be traded. The provisional dinar was to be used strictly for the in-country economy. Now they want to release the dinar back to the world, and the IMF is telling Iraq they want this done. They are telling Iraq to get it done. So who has control now? No more debate or fights between all you so called idiotic gurus. They are telling us they just gave the CBI the go ahead and so the ball in now in the court of the CBI)

REUTERS: POLICE DEPLOY IN IRAQI OIL CITY KIRKUK AFTER DEADLY CLASH

KIRKUK, Iraq (Reuters) - Police deployed overnight Monday in the northern Iraqi oil city of Kirkuk to prevent a deadly dispute from developing into ethnic clashes ahead of a referendum on Kurdish independence, local residents said.

The Kurdish authorities want to hold the vote on Sept. 25, despite opposition from the central government in Baghdad and the region’s non-Kurdish population. The city is also home to Arabs and Turkmen.
Kurdish security and the city police erected checkpoints across the city after a Kurd was killed in a clash with the guards of a Turkmen political party office in the city.

Two other Kurds and one Turkmen security guard were also wounded in the clash that broke out when a Kurdish convoy celebrating the referendum, carrying Kurdish flags, drove by the Turkmen party office, security sources said. The Kurdish dead and wounded were among those celebrating, they said.

The United Nations, the United States and western powers fear the referendum could distract attention from the fight against Islamic State militants who continue to occupy parts of Iraq and Syria. Iran and Turkey fear contagion for their own Kurdish populations.
