Pure unadulterated bull crap. For Starters, the Paris Agreement is far from being ratified. About 173 countries have ratified, the United States, EU, and India are three of the largest that have not, nor have most OPEC nations. Constitutionally, congress must ratify the agreement for the US to ratify it. It matters not who signs or does not sign it, absent that ratification any signature is meaningless.
Even IF ratified, it has nothing to do with world finances, or the fictional GCR.
