It is if you listen to the gurus. Years ago Shabibi stated clearly that any change in value would not happen until certain conditions were met, the major ones being the HCL, a power sharing agreement, a stable, fully seated government, and or two other things that escape me at the moment but have happened. A lot of progress has been made on the first two, and I guess it could be argued that they have been largely accomplished, however we have yet to see a fully seated government nor is the current situation exactly stable. So for now, I will continue to watch and wait.
